Scope of Work for East Hampton Housing Electrical Panel Replacement Request For Quote (RFQ) 70Z02424Q0000002

1.0 General

1.1 Scope: Upgrade existing electric service from 100 to 200 amps in eight government housing units located in East Hampton, NY. This includes new copper service entrance conductors in existing 2 ½” steel mast, new meter sockets, new 40-circuit 200-amp panels with main breaker and branch circuit breakers and grounding as required by the National Electrical Code (NEC).

1.2 Existing Conditions: The existing electrical panels in all eight housing units are obsolete. Several show signs of water intrusion. The existing panels are Zinsco, the replacement circuit breakers are no longer manufactured and many of the panels lack open spaces to allow for expansion. The meter sockets are no longer approved for use on the Public Service Enterprise Group (PSEG) distribution. Existing units are allowed to remain in service but any modification to the electric service requires replacement with approved bypass meter sockets.

1.3 Contracting Officer’s Representative (COR): All work performed by the contractor is subject to inspection and acceptance by the COR. Unsatisfactory work shall be corrected at no additional cost to the government. The COR is not authorized to issue changes to the contract or resolve contractual disputes.

1.5 Examination of Site: It is highly recommended that bidders carefully inspect the work in place and verify the amount of work necessary to complete the job. The site visit will be held at 31 Church Lane, East ampton, NY HHampton, NY 11937-1818. To schedule a site visit please contact the COR or the QAI.

1.6 Availability of Utilities: Electricity is available in reasonable quantities at the site.

1.7 Storage Area: The Contractor will be provided a storage/equipment area in a location determined by the COR. The Contractor shall be responsible for restoring the area to its original condition at the completion of work. The Contractor shall be responsible for protecting materials stockpiled against weather, damage, theft, and other risk of loss.

1.8 Clean Up: The Contractor shall keep the work area (including the storage area) free from accumulation of waste materials and comply with all federal, state, and local regulations pertaining to the storage, transport and disposal of wastes. The Contractor is responsible for supplying their own dumpster should they so choose. The use of government waste facilities is not authorized.

1.9 Final Inspection and Acceptance: When the work is complete and ready for final inspection, contractor will schedule a final walk through with listed COR/QAI.

1.10 Warranties: All warranties and/or guarantees, either implied or expressed, for individual equipment shall be endorsed to the Government.

1.11 Underground and Concealed Utilities: Upon conclusion of the project the contractor will ensure existing underground electrical and waste disposal utilities are in the same condition as prior to commencement of work. Any damage to utilities will be at the expense of the contractor.

1.12 Utility Outages: Before interrupting or shutting down any utility, gain permission from the listed QAI. Identify utility, reason for interruption, proposed time of interruption and duration of interruption. Location requires water for its hydroponic heating system, no interruption of the water utility may occur with temperatures less than 32 degrees unless auxiliary heating method will be utilized at cost to contractor.

1.13 Performance Period: All work shall be completed within 45 days from the contract award date. If all work will not be completed in time the contractor shall notify the COR in writing at least 14 days prior to the scheduled completion date.

1.14 Environmental: Contractor will be responsible for securing all relevant permits and authorizations from Suffolk County and local agencies. Copies of all applications and completed permits will be submitted to COR.

2.0 Submittals: Contractor shall provide submittals to the US Coast Guard for approval, prior to ordering any of the materials. The contractor must receive in writing from the US Coast Guard that the submittals are approved prior to ordering the associated materials.

3.0 Removal of Electrical Panels

3.1 The Contractor shall remove the existing Zinsco panels and associated entrance conductors, socket meters, and breakers.

3.2 The contractor shall dispose of all removed and demolished material in accordance with all federal, state, and local regulations.

4.0 Installation of 200-amp Panels

4.1 Replace existing entrance conductor with new copper service entrance conductors in existing 2 ½” steel mast in accordance with NEC.

4.2 Replace socket meter with new NEC approved socket meter.

4.3 Replace old Zinsco Breaker panels and breakers install new 40-circuit 200-amp panel with main breaker and branch circuits and grounding required by NEC.

4.4 Obtain certificate of compliance and inspection from local authorities upon completion of work.

4.5 Coordinate with PSEGLI for any interruption of power needed to complete panel replacements.

4.6 All materials are to be sourced by the contractor and should be included with price of bid.
