14. Environmental Protection, Aquatic Exotic Species Control.

Exotic invasive organisms such as VHS, zebra mussels, purple loosestrife, and Eurasian water milfoil are becoming more prolific in Wisconsin and pose adverse effects to waters of the state. Wisconsin State Statutes 30.07, "Transportation of Aquatic Plants and Animals; Placement of Objects in Navigable Waters", details the state law that requires the removal of aquatic plants and zebra mussels each time equipment is put into state waters.

At construction sites that involve navigable water or wetlands, use the following cleaning procedures to minimize the chance of exotic invasive species infestation. Use these procedures for all equipment that comes in contact with waters of the state and/or infested water or potentially infested water in other states.

Ensure that all equipment that has been in contact with waters of the state, or with infested or potentially infested waters, has been decontaminated for aquatic plant materials and zebra mussels before being used in other waters of the state. Before using equipment on this project, thoroughly disinfect all equipment that has come into contact with potentially infested waters. Guidelines from the Wisconsin Department of Natural Resources for disinfection are available at:

http://dnr.wi.gov/topic/invasives/disinfection.html

Use the following inspection and removal procedures:

1. Before leaving the contaminated site, wash machinery and ensure that the machinery is free of all soil and other substances that could possibly contain exotic invasive species;

2. Drain all water from boats, trailers, bilges, live wells, coolers, bait buckets, engine compartments, and any other area where water may be trapped;

3. Inspect boat hulls, propellers, trailers and other surfaces. Scrape off any attached mussels, remove any aquatic plant materials (fragments, stems, leaves, seeds, or roots), and dispose of removed mussels and plant materials in a garbage can before leaving the area or invested waters; and

4. Disinfect your boat, equipment and gear by either:

4.1. Washing with ~212 F water (steam clean), or

4.2. Drying thoroughly for five days after cleaning with soap and water and/or high pressure water, or http://dnr.wi.gov/topic/invasives/disinfection.html

4.3. Disinfecting with either 200 ppm (0.5 oz per gallon or 1 Tablespoon per gallon) Chlorine for 10-minute contact time or 1:100 solution (38 grams per gallon) of Virkon Aquatic for 20- to 30-minute contact time. Note: Virkon is not registered to kill zebra mussel veligers nor invertebrates like spiny water flea. Therefore, this disinfect should be used in conjunction with a hot water (>104º F) application.

Complete the inspection and removal procedure before equipment is brought to the project site and before the equipment leaves the project site.

stp-107-055 (20130615)

15. Utilities.

This contract does not come under the provision of Administrative Rule Trans 220.

stp-107-066 (20080501)

Overhead and/or underground utilities may be located within the project limits. The contractor shall contact Diggers Hotline to verify locations prior to construction. Use caution to ensure the integrity of underground facilities and maintain code clearances from overhead facilities at all times.

16. Erosion Control

This project does not fall under the provisions of TRANS 401.

Where areas are disturbed, Re-topsoil graded areas, as designated by the engineer, immediately after grading is completed within those areas. Seed, fertilize, and mulch/erosion mat top-soiled areas, as designated by the engineer, within 24hrs after placement of topsoil. If graded areas are left exposed for more than 24hrs, seed those areas with temporary seed and mulch/erosion mat within 24 hrs.

Prior to seeding, coordinate with the WDNR Liaison Craig Webster, 141 NW Barstow, Room 180, Waukesha, WI 53188, (262) 574-2141 on the application of seed mix 20 and temporary seed.

When performing roadway cleaning operations, the contractor shall use equipment having vacuum or water spray mechanisms to eliminate the dispersion of dust. If vacuum equipment is employed, it shall have suitable self-contained particulate collectors to prevent discharge from the collection bin into the atmosphere.

Stockpile excess material or spoils on upland areas away from wetlands, floodplains and waterways.

Stockpiled soil shall immediately be protected against erosion with silt fence, temporary seed, mulch, or as directed by the engineer.

Do not pump water from the construction site to a storm water conveyance without the water first passing through a sediment basin and sediment bag in accordance with the Environmental Protection article of these special provisions.

17. Notice to Contractor – Modification or Elimination of Bid Items

The department will not allow for a Cost Reduction Incentive as described in subsection 104.10 of the standard specifications for any elimination and/or modification of any contract bid items. Further, the department will not apply standard spec 109.5 for the total elimination, or partial elimination, whether by department or the contractor, of contract bid items.

18. Notice to Contractor – Erosion Control BMPs

All necessary erosion control BMPs shall be in place prior to starting bridge rehabilitation activities. The contractor shall determine if additional erosion control devices are needed based on their means and methods with approval by the engineer. All additional devices/work will be incidental to the contract.

19. Public Convenience and Safety.

Revise standard spec 107.8(6) as follows:

Check for and comply with local ordinances governing the hours of operation of construction equipment.

Do not operate motorized construction equipment from 7 PM until the following 7 AM, unless prior written approval is obtained from the engineer.

20. Traffic Control, Item SPV.0105.01

A Description

This special provision describes providing, erecting, maintaining, moving, and removing temporary traffic control signs, lights, drums, barricades, covering signs, and all necessary traffic control for the project.

B Materials

Furnish traffic control devices that conform to standard specification 643.2.

C Construction

Install signs conforming to standard specification 643.3 prior to bridge work. If shoulder or lane closures or restrictions are necessary to install signs or cover existing signs, adhere to State traffic control standards and complete this work during off peak travel times.

Protect and maintain local traffic in the work zone by proper use of barricades, drums, warning lights, signs, flaggers and other traffic control devices conforming to federal, state and local regulations.

Installing, maintaining, moving and removing all traffic control devices shall conform to standard specification 643.3.

Notify emergency services at least 24 hours in advance of full highway closures. Full closure of the highway, with approval from the engineer, shall be set up in a manner, with adequate advance warning, that allows local traffic to access alternative routes.

All traffic control devices shall be operational 24 hours a day, seven days a week, including holidays. The contractor shall furnish the name and 24-hour contact phone number of the individual under direct employ who will be responsible for maintenance of temporary traffic control on the project. An individual from a subcontractor may be provided in addition to, not in lieu of, the contractor’s individual. If notified by the engineer or department of a deficiency in traffic control, correct the deficiency within the time specified in standard specification 643.3.1.

Removal all temporary traffic control devices at the conclusion of the work or when the device is no longer necessary.

D Measurement

Traffic Control, including all work for road closures, shoulder closures, traffic control and safety devices will be considered incidental to the project and will not be measured or paid as an item of work.

E Payment

Payment for furnishing, erecting, re-erecting, moving, maintaining, covering and uncovering, and removing temporary traffic control signs, barricades, drums, and similar devices; lights; furnishing and using flaggers as necessary; covering and uncovering conflicting existing permanent signs; and providing a 24-hour contact for emergencies will be considered incidental to the project and will not be paid as an item of work.
