1.2 The Term of the Contract will be Thirty-Six Months, with up to Two Twelve Month Options to Extend.
1.3 The Contract Administrator will be Ms. Deloris Wells, Deputy Director of Administration for the Jackson County Sheriff’s Office, Dentition Center.
1.4 Jackson County Sheriff’s Office, Detention Center, is a large County Detention facility holding mainly pre-trial felony inmates. The current daily average population is 1,059.
1.5 Safety and security are the primary goals of the facility, and the Successful Respondent must be willing to assure the Detention Center that their staffing, services and operations are reliable, safe and secure and will be compliant with the JCSO-Detention Center’s policies and procedures.
1.6 It is Jackson County’s primary objective that the Successful Respondent operate in an efficient and effective manner while maintaining the security of the institution. Reasonable pricing diminishes problems related to underground inmate “black markets”, and violence among inmates. A “clean” supply source is expected from the Successful Respondent. The Department of Corrections never allows family and/or friends to bring in food or hygiene products because of the possibility of the items being altered, although writing, mailing and reading materials may be sent through the County’s mail system.
1.7 The Successful Respondent will pay a location commission of at least Twenty Percent (20%) of the prior months gross sales to the Jackson County, Missouri Sheriff’s Office, Detention Center for the privilege of operating this exclusive franchise providing services on County-owned property.
2.0 AWARD REQUIREMENTS
2.1 Certificate of Compliance: The Successful Respondent will be required to submit to the
Purchasing Department a Certificate of Insurance meeting or exceeding the provisions of Exhibit A included herein within ten business days after receiving Notification of Award. Certificate of Insurance must be received by the County prior to the commencement of any work under this Contract.
2.2 Performance and Materials Payment Bond required: The Successful Respondent shall be required to submit to the County’s Director of Finance and Purchasing an acceptable Performance and Material Payment Bond in the amount of Twenty Thousand Dollars ($20,000.00) within fourteen business days after Notification of Award. The bond must be in the form of a bond that is acceptable to the Director of Finance and Purchasing of Jackson County, Missouri, executed by a surety company authorized to do business in the State of Missouri and listed in the Federal Register.
2.3 W-9 Form: The Successful Respondent must provide a completed IRS W-9 Form for this proposal.
2.4 Licenses and Permits: The Successful Respondent shall provide a copy of current Business Licenses to the Purchasing Department to be kept in the Request for Proposal file as part of the permanent records.
