About this file

This document is an Addendum No. 1 for Request for Bid (RFB) No. 25-176-V issued by the North Texas Municipal Water District for Electrical Generator Repair and Maintenance Services. The addendum modifies the original solicitation by changing the bid submittal deadline to Friday, August 29, 2025, at 11:00 AM Central Time. The document removes the requirement for coolant testing and confirms that generators cannot run until noon. The contract involves developing a preventative maintenance schedule for all generators in Year 1, with the average cost for the past three years being approximately $665,000, and anticipates adding new units to the contract.

The addendum provides clarification on handling tariff cost impacts, specifying that tariffs shall not be included in the initial bid price. If material or equipment prices are impacted by U.S. tariffs after the bid, the contract price can be adjusted through a change order process. The contractor must provide detailed documentation proving tariff-related price increases, including original quotes, purchase orders, invoices, and other financial documents. The procurement process requires bidders to acknowledge receipt of the addendum by signing and returning it with their submittal, ensuring transparency and clear communication of the modified contract requirements.

QUESTION 3: How are tariff cost impacts to be handled since taxes are excluded?

ANSWER 3: Tariffs shall not be included in the bid price. If material or equipment prices are impacted by U.S. tariffs following the bid, the contract price will be adjusted through the change order process. Any claim from the contractor of a price increase specifically due to U.S. tariffs will have to be proven with documentation on itemized invoices. The contractor will have to show the impacts from U.S. tariffs and not just a standard inflation related price increase. Contractor must provide detailed documentation showing the original costs and the increased prices, including records of initial quotes and bid proposals, purchase orders, invoices and any other relevant financial documents. These documents will be reviewed thoroughly to appropriately compensate the contractor for costs burdened.

QUESTION 4: Is an estimated cost available?

ANSWER 4: The average for the past three (3) years is approximately $665,000. However, new units will be added to the contract.
