Bridges Library System Mobile App - Request for Proposal
This is a Request for Proposal (RFP) issued by Waukesha County on behalf of Bridges Library System for the design, development, and maintenance of a mobile application. The Bridges Library System serves 24 public libraries across Waukesha and Jefferson Counties in Wisconsin. The mobile app must provide catalog search capabilities, library account access, hold and renewal management, real-time integration with the Polaris Integrated Library System (ILS), Spanish language interface options, push notifications, accessibility features (WCAG 2.2 compliance), and links to third-party services including OverDrive/Libby. The app must function on current and previous mobile device models (minimum three years back) and remain compatible with future operating system releases. Required features include scannable library card functionality, administrator customization capabilities, comprehensive usage analytics, e-commerce payment processing through Envisionware, and integration with existing library calendars and social media platforms. The RFP was released on March 17, 2026, with questions due April 2, 2026, and proposals due April 23, 2026, at 2:00 p.m. CDT. Finalist interviews are scheduled for May 13, 2026, with Board and Finance Committee approvals anticipated for June 17, 2026, and contract execution expected July 1, 2026. Implementation must be completed and ready for go-live by January 1, 2027. The initial contract term is three years for ongoing maintenance and support services, with renewal available on an annual basis thereafter, subject to annual price adjustments not to exceed the Consumer Price Index or three percent, whichever is lower.
Pricing must be submitted as a not-to-exceed, all-inclusive lump sum fee for design and development, plus firm, fixed annual pricing for three years of maintenance services. All travel, meals, lodging, and other expenses must be included in the project fee with no additional reimbursement from Bridges. Payment will be milestone-based: 30 percent upon contract execution, 30 percent upon approval of the beta test app, and 40 percent upon receipt and acceptance of the live app. Waukesha County prefers payment via P-Card (VISA), and vendors must indicate acceptance and payment processing timeframes. Respondents must have completed at least five similar projects within the past five years and demonstrate qualifications and experience in mobile application development. All deliverables, work products, and intellectual property become the sole property of Bridges. The County reserves the right to request removal of individual project staff for unsatisfactory performance, dishonesty, incompatibility with staff, or policy violations, with a seven-day cure period for performance issues. Required insurance includes Worker's Compensation ($100,000 per accident), Commercial General Liability ($1,000,000 per occurrence/$1,000,000 aggregate), Professional Liability ($1,000,000 per occurrence/$1,000,000 aggregate), and Cyber Liability ($1,000,000 per occurrence/claim), with Bridges and Waukesha County named as additional insureds. Optional features such as social media integration, customizable push notifications, barcode scanning, personal reading lists, and expanded multilingual support may be priced separately and added à la carte as budget permits. Evaluation criteria weight the proposal at 60 percent for scope of services and responsiveness, 20 percent for cost, 10 percent for firm qualifications and experience, and 10 percent for staff qualifications and sub-contractor experience.

Waukesha County Request for Proposal No. 2026002 Bridges Library System Mobile App
February 26, 2026
I. INTRODUCTION
Waukesha County is accepting sealed proposals, on behalf of Bridges Library System, from qualified firms to design, create and maintain a mobile application for the Bridges Library System Online Catalog Access for Everyone (CAFÉ) for library patrons to utilize that will run on all standard mobile device platforms such as Android, iOS. Bridges Library System is comprised of Member Libraries within Waukesha and Jefferson Counties (https://bridgeslibrarysystem.org/member-library-list).
The App should provide catalog search capabilities and services as well as information such as library hours and locations, library calendar of events, access by library patrons to their library accounts, easy access to online library resources such as downloadable eBooks and audiobooks, library subscription databases, and library social media platforms. The full array of required and desirable features is listed in the body of this RFP.
II. BACKGROUND & STATISTICS
The Bridges Library System serves twenty-four (24) public libraries in Waukesha County and Jefferson County Wisconsin.
Waukesha County is located in southeastern Wisconsin directly west of Milwaukee County and 100 miles northwest of Chicago. The County was incorporated in 1846 under the general laws of the State of Wisconsin. The County has the third highest equalized property tax base and is the third most populous County in the State. The County is second in the State for per capita and median household income. The County covers an area of 576 square miles and consists of 8 cities, 19 villages and 11 towns. The County’s bonds are rated AAA by Moody’s Investors Service and AAA by Fitch Ratings.
Jefferson County Interstate 94 makes up 25 miles of the nearly 78 miles between Milwaukee and Madison. This is one of the most important economic corridors in Wisconsin and is part of the larger I-Q Corridor from Chicago to the Twin Cities. Furthermore, Jefferson County HWY 26 is quickly becoming a major north/south corridor in the State.
This is projected to be a strong development area and constitutes 30 of the 95 miles along the Janesville to Fox River Valley corridor. The location of Jefferson County lends itself to a role in the integration of the economies of the Madison and Milwaukee Metropolitan Areas, which in turn could dramatically improve and change the County’s economy.

Project pricing shall include a not-to-exceed, all-inclusive lump sum fee for Mobile App design and development including all fees associated with providing an App to function per specification such as set up fees, testing, quality verification, and all other items which are normally referred to as reimbursable expenses, i.e., travel, meals, lodging and overtime work requiring higher than regular rate for which no additional compensation will be due.
Ongoing Maintenance pricing shall be provided as firm, fixed annual pricing for a three (3) year subscription of ongoing maintenance for the Mobile App following implementation. Pricing must be itemized on an annual basis within the bid table (BT-89CT). The total evaluated cost will be the sum of the three (3) annual pricing periods.
Any price escalations for Years 2 and 3 must be incorporated into the proposed annual pricing and may not exceed the stated firm, fixed annual fee.
Following the initial three (3) year term, the annual fees for ongoing Support and Maintenance services may be adjusted no more than once per calendar year. Any such adjustment shall be based on the percentage change in the Consumer Price Index (CPI), Not Seasonally Adjusted, Midwest Region, Current Professional Services, Monthly, 12-month percent change, as published by the U.S. Bureau of Labor Statistics, for the most recently reported month in the current year compared to the same month in the previous year, or three percent (3%), whichever is lower.
Any permitted price adjustment shall apply to the then-current annual fees and shall be subject to Bridges’ approval and must be submitted in writing at least at least sixty (60) days prior to its effective date. If the referenced CPI index is discontinued or materially modified, the parties shall use the most comparable successor index published by the U.S. Bureau of Labor Statistics.

Optional Features – pricing is to be provided for optional features in Bonfire Bid Table (BT-49SZ). If the features are already included in Bonfire Bid Table (BT-89CT) Project and Ongoing Maintenance Subscription, indicate “included” in the comments and enter pricing as “0”. The inclusion of any optional features to the Contract would be in addition to the Fee for Project and Subscription and may be done a la carte as the budget allows. Bridges may or may not add these features to the project.
Proposers must ensure that no pricing details are included in their Questionnaire (Q-19EP) responses.
Pricing is to be included only in Bonfire Bid/Pricing Documents (BT-89CT & BT-49SZ). Failure to comply with this requirement may result in disqualification of a proposal.
C. Payment:
Payment will be milestone-based and payable within thirty (30) days following receipt of a properly documented invoice. Payment shall be made as follows:
30% upon Contract execution 30% upon County approved beta test App 40% upon Receipt and Acceptance of live App that is functioning as specified
Waukesha County’s preference is to pay for goods/services on a P-Card. Indicate in the pricing document whether you will accept VISA for payment purposes. If so, all pricing must be inclusive of any and all fees associated with the acceptance of VISA, i.e. vendors are not to add notations such as “+3% service fee.”
In addition, vendor should note how many days after receipt and acceptance of goods/services or receipt of invoice (whichever is later), payment must be processed to accept the credit card. Please keep in mind that we will not process payment until/unless compliance with the requirements/receipt of goods are confirmed and that Waukesha County requires a minimum of two (2) days to process p-card payments.
