About this file
This is a proposal and contract form (MS-944) issued by Dover Township, a Second Class Municipality in York County, Pennsylvania, for the demolition and disposal of a house and associated structures located at 1591 East Canal Road, Dover, Pennsylvania 17315. The project scope includes the demolition and disposal of a main house, two garages (Garage A and Garage B), removal of all foundations and concrete floors, backfilling and compaction of basement and foundation areas, and final grading and seeding. The work is organized into three optional or phased bid options, allowing bidders to propose pricing for individual phases or the complete project. Sealed proposals were due on April 9, 2026, at 2:00 p.m. local time, with bids to be opened and read publicly at that time. The contract required completion of all work within a specified number of calendar days from the Notice to Proceed, issued May 29, 2026, with work to be performed Monday through Friday between 6:00 a.m. and 6:00 p.m.
Bidders were required to submit a certified check or bid bond in the amount of 10% of the proposal as a guarantee, with the successful bidder required to furnish a performance bond and payment bond in accordance with Pennsylvania's Public Works Contractors' Bond Law of 1967. Liquidated damages were assessed at the rate of $870.00 per additional working day for work not completed on time, or $975.00 per calendar day after August 1, 2026. All bidders were required to submit a Form 7126 Anti-Collusion Affidavit with their proposals and an affidavit accepting the provisions of the Workmen's Compensation Act of 1915. The contract documents referenced current PennDOT Specifications (Publication 408) with certain modifications, and the municipality reserved the right to reject any or all proposals. Bidders were required to comply with all Pennsylvania and federal laws relating to human relations, equal opportunity, and non-discrimination in employment.
