About this file
This document is an Addendum to a Request for Qualifications (RFQ) issued by the California Department of Transportation (Caltrans), Division of Procurement and Contracts, for Roadway Design and Related Project Development and Construction Services, Hydraulics Engineering Services, and Landscape Architecture Services for Caltrans, District 12. The addendum provides clarification on the Statement of Qualifications (SOQ) instructions, including the use of the October 7, 2020 version rather than the January 1, 2024 version, the placement of Disclosure of Potential Conflicts of Interest forms, and the acceptance of web printouts for license documentation. The estimated contract amount is $3,600,000 - $5,850,000, with a 20% Disadvantaged Business Enterprise (DBE) participation goal required.
The addendum also responds to questions from consultants regarding the RFQ, providing guidance on the appropriate SOQ instructions to use and the required placement of forms and documentation. It notes that all other terms and conditions of the original RFQ remain unchanged, and provides contact information for further inquiries.

ROADWAY DESIGN AND RELATED PROJECT DEVELOPMENT AND
CONSTRUCTION SERVICES, HYDRAULICS ENGINEERING SERVICES AND
LANDSCAPE ARCHITECTURE SERVICES FOR CALTRANS, DIVISION PROJECT
DELIVERY, DISTRICT 12
The purpose of this Addendum is to disregard the use of Statement of Qualifications (SOQ) Submittal Instructions and General Contract Process Information, dated January 01, 2024.
This addendum is also for the Department to provide responses to concerns submitted by the consultant.
Question 1:
The RFQ instructs us to use SOQ Instructions dated 10/07/2020. However, the SOQ Instructions included in the RFQ packet are dated 01/01/2024. Which should we use?
Department’s Response:
Please refrain from using SOQ instructions (01/01/2024). Utilize the Statement of Qualifications (SOQ) Submittal Instructions and General Contract Process Information dated October 07, 2020 which are located on the AE website (Streamlined A&E Contract Process | Caltrans).
Question 2:
The RFQ states that the Disclosure of Potential Conflicts of Interest Forms should be included as a separate section of the SOQ, which we interpret to mean that they should have their own section separate from the Transmittal Letters. However, the SOQ instructions (01/01/2024) state that each form should be provided after the transmittal letter for each prime and subconsultant. Which approach is correct?
Department’s Response:
Please refrain from using SOQ instructions (01/01/2024).
Yes, the Disclosure of Potential Conflicts of Interest Forms should be included as a separate section of the SOQ in their own section separate from the Transmittal Letters The Conflict-of-Interest Form can be found: A&E Contract Information | Caltrans.
Question 3:
For license printouts, such as the Registered Landscape Architect, are web printouts acceptable or do we need to provide the actual license?
Department’s Response:
Web printouts are acceptable.

RFQ Number 12A2196 Addendum 2
“Provide a safe and reliable transportation network that serves all people and respects the environment””
Question 4:
The SOQ instructions (dated 01/01/2024) provide direction to include all DIR web certifications after the goal documentation attached to the prime transmittal letter. However, under the instructions for the subconsultant transmittal letter, direction is given to attach the DIR web certification to the sub’s transmittal letter.
Department’s Response:
Please refrain from using SOQ instructions (01/01/2024)
• Please attach a copy of the DIR Web record certification immediately after the Goal documentation.
All other terms and conditions of the original RFQ Notice dated 03/25/2024 and any addenda are unchanged.
