About this file

This is a Capital Improvement Program (CIP) detail document for the City of Liberty Hill, Texas, outlining the North Fork Wastewater Treatment Plant (NFWWTF) project. The project encompasses the development of a Santa Rita Upper Middlebrook Wastewater Treatment Facility with a capacity of 1.4 million gallons per day (MGD), located approximately 2.5 miles north of the intersection of Ronald Reagan Boulevard and State Highway 29 in Williamson County, Texas. The facility will utilize a membrane bioreactor (MBR) treatment system combining conventional biological activated sludge processes with membrane filtration, designed in phases (Interim I, Interim II, and Final Phase) with expandable capacity to approximately 4.0 MGD. The project will serve the Santa Rita/Upper Middlebrook Development and provide treated effluent discharge to an unnamed tributary leading to the North Fork San Gabriel River, while also supplying irrigation water to the Santa Rita development and potentially contributing to the City's Advanced Water Purification Facility (AWPF). The City has committed approximately 40,000 land use equivalents (LUEs) representing approximately 8 MGD of flow, with the South Fork WWTP currently permitted for only 4.0 MGD, making this facility essential to meet treatment needs and growth obligations.

The total estimated project cost is $77,974,264, with funding allocated across multiple fiscal years from FY2025 through FY2030 and beyond. Specific budget allocations include $1,250,000 for wastewater impact fees, $2,500,000 for engineering design, and construction costs of $25,158,088 per year across FY2027, FY2028, and FY2029. The project requires comprehensive expertise in land planning, infrastructure phasing, funding partnerships with State and Federal agencies, construction management, and construction materials testing. The City is seeking a qualified individual, firm, or corporation to serve as Owner's Representative to assist in delivering the project through professional services that will facilitate coordination of the multi-faceted development and construction phases.

Regional Wastewater R01 PROJECT TITLE North Fork WWTP (1.4 MGD) (Santa Rita)

PROJECT DESCRIPTION:

Santa Rita Upper Middlebrook Wastewater Treatment Facility (WWTF), which will serve the Santa Rita/Upper Middlebrook Development. Treated effluent will be discharged to an unnamed tributary, thence to Sowes Branch, thence to North Fork San Gabriel River in Segment No. 1251 of the Brazos River Basin. The Santa Rita Upper Middlebrook Wastewater Treatment Facility will consist of a membrane bioreactor (MBR) treatment system, which combines conventional biological activated sludge processes with membrane filtration. Treatment units in the Interim I and Interim II phases will include a fine screen, two anoxic basins, two anaerobic basins, two aerobic basins, two MBR basins, a sludge holding tank, and either a chlorine contact chamber, or an ultraviolet light (UV) disinfection system.

Treatment units in the Final Phase will include a fine screen, two anoxic basins, two anaerobic basins, two aerobic basins, three MBR basins, a sludge holding tank, and either a chlorine contact chamber, or a UV disinfection system. This project will also serve irrigation water to the Santa Rita development as well as potential water for the AWPF facility for the City of Liberty Hill's drinking water supply.

LOCATION/LIMITS:

Proposed facility will be located approximately 2.5 miles north of the intersection of Ronald Reagan Boulevard and State Highway 29, on the West side, in Williamson County, Texas 78628.

PROJECT NEED/BENEFITS:

The City has approx. 40,000+ committed LUEs which equates to approx. 8MGD flow.

The South Fork WWTP is only permitted for 4.0MGD currently and the North Fork will only have a final limit of 1.4MGD daily. This plant is needed for the City to meet its treatment needs and obligations. This plant will have room to expand to approximately 4.0MGD which would also greatly contribute to AWPF and the City's growth.
