About this file
This addendum modifies the Hart-Miller Island (HMI) Personnel Pier Dredging procurement issued by the Maryland Environmental Service (MES) for Baltimore County, Maryland (Project ID No. 1-26-5-05-5). The procurement seeks qualified contractors to provide removal of accumulated sediment surrounding the personnel pier and transport to the Cox Creek Dredged Material Containment Facility for unloading at Hart Miller Island located at 2024A Riverview Road, Baltimore, Maryland. The estimated dredging volume is 463 cubic yards based on MES's March 2022 survey, with a maximum allowable limit of 500 cubic yards per Wetlands License No. 23-0317. Bids are due September 15, 2025 at 1:00 PM, with questions due September 2, 2025 at 1:00 PM. A site visit is scheduled for August 25, 2025 at 10:00 AM with a rain date of August 27, 2025. The contractor will have ninety (90) calendar days to complete the work after receiving the Notice to Proceed, with liquidated damages of $700 per day for delays.
This procurement is designated as a Small Business Reserve (SBR) procurement under Maryland Code, requiring bidders to have current small business certification from the Governor's Office of Small, Minority & Women Business Affairs (GOSBA) with specific eligibility standards including construction operations not exceeding 50 employees and gross sales not exceeding $7 million average over the past three fiscal years. MES will be responsible for removing and restoring the floating dock over the dredge area and for staking out the dredge area prior to work. Payment will be based on in-place cubic yards confirmed by MES pre- and post-dredge surveys, with MES not paying for materials dredged beyond the permitted limits. Bid security of 5% is required for bids over $100,000, along with performance and payment bonds each at 100% of contract value for the successful bidder. The contract will be awarded to the lowest evaluated bidder based on Items 1 through 2 total bid price.
