About this file

This is an Addendum No. 1 to a competitive sealed bid solicitation issued by the Maryland Environmental Service (MES) for rock and material screening and sorting work at the Harford Waste Disposal Center. The project, identified as 1-26-4-60-5, requires qualified contractors to provide labor, materials, equipment, and permits for on-site screening, sorting, and relocation of spoils including stone, soil, and clay within the property boundaries. The original proposal due date was May 12, 2026, at 1:00 PM. A pre-bid conference was held on May 12, 2026, at 1:00 PM with attendance from MES staff including Robert Verk (Procurement Administrator), Timothy Barnes (Manager, MBE & SBR Programs), and David Gostomski (Project Manager). Site visits can be arranged by contacting David Gostomski at 240-319-5623 with at least twenty-four hours advance notice. The contract term runs from July 1, 2026, to December 31, 2026, commencing upon issuance of a written notice-to-proceed, with potential extension notification by November 30, 2026. Bids must be submitted electronically through the MES Procurement Portal (Bonfire platform) and will be opened publicly at the designated time; mailed, faxed, or hand-delivered bids will not be accepted.

The addendum establishes a 15% Minority Business Enterprise (MBE) subcontract participation goal based on the total bid amount. Bid security in the form of a 5% bid bond is required when the base bid exceeds $100,000, with original hard copies to be mailed or hand-delivered to MES headquarters in Millersville, Maryland. Successful bidders with base bids exceeding $100,000 must furnish performance and payment bonds each at 100% of the contract value. Prevailing wage requirements do not apply when the base bid exceeds $250,000. Liquidated damages of $500.00 per calendar day will be assessed for work completion delays beyond the specified timeframe. All bidders must submit completed MBE Attachment A forms and other required bidding documents including construction bid forms, conflict of interest forms, bid affidavits, contractor qualification questionnaires, subcontractor lists, equipment lists, and Iran investment and Israel boycott certification forms. Award will be made to the responsible bidder submitting the lowest evaluated bid price who meets all requirements and evaluation criteria. The addendum includes a plan holders list showing 14 registered vendors, a pre-bid conference attendance list documenting five MES staff participants, and pre-bid presentation slides covering procurement procedures, MBE guidelines, bonding requirements, and contract terms.
