Baltimore County, Maryland

About this file

This Addendum No. 1 is issued by the Maryland Environmental Service (MES) to modify the original contract documents for on-call emergency response, coordination, remediation, and restoration services at Baltimore Washington International Thurgood Marshall Airport and Martin State Airport. The solicitation seeks qualified contractors to provide comprehensive emergency response and remediation services at BWI Marshall Airport (7050 Friendship Road, Baltimore, MD 21240) and Martin State Airport (701 Wilson Point Road, Baltimore, MD 21220). A pre-bid conference was held on April 30, 2026, at 1:30 PM with 10 attendees representing MES staff and prospective bidders. The proposal due date is May 27, 2026, at 1:00 PM, with a questions deadline of May 14, 2026, at 1:00 PM. Bids must be submitted electronically through the MES Procurement Portal (Bonfire); mailed, faxed, or hand-delivered bids will not be accepted. The initial contract term is three years from issuance of a written notice-to-proceed. The addendum includes a Plan Holders List showing 46 vendors who have downloaded solicitation documents, a Pre-Bid Conference Attendance List documenting participants and engagement metrics, and Pre-Bid Conference Presentation Slides outlining project requirements and evaluation criteria.

The procurement establishes an overall Minority Business Enterprise (MBE) subcontract participation goal of 30 percent of the total bid amount. MES will count distinct, clearly defined portions of work performed by certified MBE prime contractors toward fulfilling up to 50 percent of the overall MBE goal and up to 100 percent of individual MBE participation subgoals. A new 60 percent rule applies to material supplies, with 100 percent of costs counting when purchased from MBE manufacturers or MBE manufacturers/dealers providing installation, and 60 percent of costs when purchased from MBE regular dealers. All bidders must submit completed MBE Attachment A forms (MBE Utilization and Fair Solicitation Affidavit and MBE Participation Schedule) with their bids, or risk rejection. Contract award will be made to the responsible bidder submitting the lowest evaluated total bid price. Prospective bidders may search the Maryland Department of Transportation MBE Directory at https://marylandmdbe.mdbecert.com/ to identify certified firms. The successful bidder will have 10 working days from receipt of the Notice of Intent to Award Letter to submit required contract documents, including contract affidavits, MBE compliance forms, and certificates of insurance.
