About this file
This is a Special Conditions attachment document for the Los Angeles World Airports (LAWA) Residential Sound Insulation (RSI) Program at Los Angeles International Airport (LAX) in California. The document outlines contractual modifications and coordination requirements for contractors bidding on Group 12 construction services. The program involves retrofitting eligible residential dwellings with acoustic upgrades, including replacement of windows and doors with acoustically-rated assemblies, attic insulation, carpentry work, interior and exterior finishing, roof equipment platforms, ventilation unit installation, and electrical service upgrades. Bidders are required to demonstrate experience and capability to execute these residential sound insulation modifications across multiple properties.
The Special Conditions impose two primary requirements on successful contractors. First, a cross-default clause establishes that any default by the contractor under any other LAWA contract will be automatically construed as a default under this contract, with LAWA retaining all available remedies. Second, the contractor must provide coordination services with Southern California Edison (SCE) for electrical utility upgrades, which necessitates having a qualified Dry Utilities Consultant on staff. This consultant must submit a resume for LAWA approval, coordinate with SCE to expedite service upgrades, prepare and submit comprehensive technical documentation including CPIS, plot plans, load calculations, and traffic control plans to applicable city departments, and remain involved throughout construction completion and inspections by the City of El Segundo's Building and Safety Department and Public Works Utility group.

The following Special Condition is added to number 39 of the General Conditions of the Contract:
Cross Default. If Contractor has defaulted under any other contract it has with LAWA, then that default shall be construed as a default under this Contract. The remedy of LAWA shall be the exercise of any of its rights and remedies provided for herein, or otherwise available at law or equity. No failure of LAWA to exercise its right, remedy or power hereunder shall operate as a waiver thereof, nor shall any single or partial exercise by LAWA of any right, remedy or power hereunder preclude any other or future exercise of any right, remedy, or power.
The following Special Condition is added to number 16 of the General Conditions of the Contract:
