About this file
Summary
This is a protocol document detailing coordination procedures between Los Angeles World Airports (LAWA) and the City of El Segundo Building & Safety Division (ESBS) for implementation of the LAX Residential Sound Insulation (RSI) Program. The program targets approximately 1,200 eligible dwelling units within the established noise contour in El Segundo, with completion targeted by 2028. LAWA intends to complete approximately 200 units annually over six years, typically submitting designs and permits in groups of 100 units. The work encompasses window and door replacement with acoustically-rated assemblies, installation of central air and ventilation systems with associated electrical service upgrades, and related construction modifications. The document establishes streamlined permitting procedures, including express permits for simple window and door replacements issued same-day through El Segundo's electronic plan submission system, and expedited processes for mechanical permits and electrical service upgrades. All replacement windows and doors must meet current California energy requirements (U-Value of 0.30 or less and SHGC of 0.23 or less) and safety glazing standards. Inspections will be conducted by ICC-certified inspectors as part of the LAX RSI team, with the City of El Segundo retaining jurisdictional authority.
The protocol requires contractors and property owners to complete and sign El Segundo Certificates of Compliance for all permitted work. Contractors must submit the required permit applications electronically or to designated El Segundo email addresses (Permits@ElSegundo.org and Inspections@ElSegundo.org). All applicable plan check and permit fees will be invoiced to the LAWA contractor, with permits issued upon payment. The document addresses code non-compliance issues, specifying that homes with minor violations such as missing smoke or carbon monoxide detectors may still be treated provided the violations are rectified, while unpermitted work and additions are excluded from the program scope. Title 24 energy compliance documentation and CF2R Certificate of Installation forms for ventilation systems are required. Protocol modifications may be made on an as-needed basis with mutual agreement from both agencies.

LAWA and El Segundo Building & Safety Protocols for the LAX
Residential Sound Insulation Program May 2, 2023
This protocol document establishes processes and procedures for the timely implementation of the LAX Residential Sound Insulation (LAX RSI) Program. This LAX RSI Program, which seeks to provide sound insulation to approximately 1,200 dwelling units in the City of Los El Segundo by 2028, will require cooperation and collaboration between Los Angeles World Airports (LAWA) and the El Segundo Building and Safety Division (ESBS).
I. INTRODUCTION
LAWA has established LAX RSI Program for eligible residents in the City of El Segundo who live within the established noise contour approved by the Federal Aviation Administration. This LAX RSI program will provide sound insulation to eligible residents over the next six years. It is estimated that approximately 1,200 dwelling units are eligible for this program. Since ESBS is the key City Department that issues permits for work associated with the RSI program, it is important that LAWA and ESBS develop protocols to ensure the smooth and timely delivery of this project.
This protocol document sets forth the manner and mechanisms by which LAWA and ESBS intend to:
1. Review and issue permits for the replacement of windows and doors for eligible residents who are participating in the RSI program.
2. Review and issue permits for new central air/ventilation systems (and associated electrical service upgrades) for participants, as needed.
3. Inspect completed work.
LAWA intends to complete approximately 200 dwelling units in El Segundo each year in order to complete the entire program in 6 years. In most cases, it is anticipated that designs and permits will be requested in groups of 100 dwelling units at a time.
II. Protocols for Design and Inspection of RSI Program
The following Protocols will be followed:
1. Permits for Simple Window/Door Replacements (No Modifications to Openings)
a. These permits will be issued as Express Permits.
b. LAWA will submit the required permit applications to El Segundo electronically utilizing the City’s new electronic plan submission software. Issuance of permit should be same day. If the online permit application submittal is not available at the time of the submittal, a completed hard copy of the Building Permit Application will
LAWA and El Segundo Building & Safety Protocols for the LAX Residential Sound Insulation Program be submitted to Permits@ElSegundo.org.
c. All replacement doors and windows will meet all the current State of California energy requirements (e.g., U-Value of 0.30 or less and an SHGC of 0.23 or less for windows and sliding glass doors. Doors with less than 25% glazing will have a U- Value of .20 or less) and impact hazard (i.e., safety glazing) requirements.
d. The City of El Segundo Certificate of Compliance will be completed and signed by:
• Contractor
• Property owner
A copy of the completed Certificate of Compliance shall be provided to ESBS Inspector or submitted to: Inspections@ElSegundo.org.
ESBS inspector will final the permit upon receiving the Certificate of Compliance.
2. Permits for Window/Door Replacement that Require Modifications to Openings
(Window/Door Widening, Sill Lowering)
a. A completed Building permit application will be submitted online or to
Permits@ElSegundo.org
b. The plans prepared by a licensed professional will be submitted to
Permits@ElSegundo.org.
c. ESBS will review the plans and issues the required Building permit
d. The City of El Segundo Certificate of Compliance will be completed and signed by:
• Contractor
• Property owner
A copy of the completed Certificate of Compliance shall be provided to ESBS Inspector or submitted to: Inspections@ElSegundo.org.
e. Inspections will be conducted by ICC-certified inspectors that are part of the LAX
RSI team.
f. ESBS Inspector will final the Building Permit
3. Central Air/Ventilation Permit/Inspection Process
A completed City of El Segundo Mechanical Permit application is required for Items a, b, and c. The permit application can be submitted online or to Permits@ElSegundo.org. These permit applications will be processed and issued expeditiously.
a. For residential properties that need a replacement central air/ventilation system and/or condenser (assuming same size units) or a new or upsized central air/ventilation system and/or condenser to be added, the plans to be submitted electronically. ESBS inspectors are required to inspect the work. ESBS to provide a “cheat sheet” for allowable condenser locations, noting the setback requirements.
b. For residential properties where a new heat recovery ventilation system with new ductwork would be installed, the Plans to be submitted electronically. ESBS inspectors are required to inspect the work.
c. If rooftop mechanical equipment installation is required, Planning Department review will be necessary and regular City permit process to be followed. Stamped structural calculations will be provided with the drawings. ESBS inspectors are required to inspect the work.

d. Where electrical service upgrades are required, confirmation of the meter location spot should be performed by Edison first, then an Express Permit should be obtained and inspection made by ESBS, and then released to Edison for disconnect/reconnect service. A completed Electrical Permit application will be submitted online or to Permits@ElSegundo.org. Inspections will be conducted by ICC-certified inspectors that are part of the LAX RSI team.
