About this file

This file comprises pre-bid conference presentation slides for the Los Angeles World Airports (LAWA) Residential Sound Insulation (RSI) Program Group 12 construction project. LAWA seeks experienced contractors capable of retrofitting eligible residential dwellings near Los Angeles International Airport with sound insulation improvements, including replacement of windows and doors with acoustically-rated assemblies, attic insulation installation, carpentry, plastering, painting, roof equipment platforms, ventilation units, and electrical service upgrades. The RFB was issued on September 1, 2026, with a mandatory pre-bid conference scheduled for September 15, 2026, at 10:00 AM Pacific Time. Written questions must be submitted by October 1, 2026, at 2:00 PM Pacific Time, with bids due on the same date. Bid results will be tabulated and posted within ten business days after the bid due date on LAWA's Euna Procurement portal under "Public Notices." Technical specifications identify approved product suppliers, including STC 40 windows from Prime Window Company or Amsco Windows, STC 35 sliding glass doors from the same manufacturers, sound-rated entry doors from Vancouver Door Company or Eggers Door, and fiberglass entry doors from Therma-Tru.

All bidders must complete comprehensive administrative requirements mandated by the Los Angeles City Charter, Municipal Code, and Administrative Code, including submission of vendor identification forms, affidavits of non-collusion, CEC Forms 50 and 55 for lobbying and campaign finance compliance, subcontractor participation plans, contractor responsibility program questionnaires, equal benefits ordinance compliance affidavits, Iran Contracting Act compliance affidavits, and bid bonds of at least ten percent of the total proposal amount. LAWA has established a Local Business Preference Program designed to stimulate local business activities and job creation. Bidders must ensure all required forms are completed accurately, signed, dated, and submitted through the Bonfire platform with consistent company naming across all documents. Failure to submit complete required forms or the bid bond will render proposals non-responsive and result in rejection. Selected contractors must maintain appropriate insurance, provide current Business Tax Registration Certificates, and comply with affirmative action, child support obligations, and living wage ordinance requirements prior to contract execution.

Bid Forms

The Administrative Requirements are a set of policies, forms, and procedures that contractors must comply with when working for LAWA and the City of Los Angeles. These requirements are mandated by one of three authorities: the Los Angeles City Charter, the Los Angeles Municipal Code, or the Los Angeles Administrative Code.

Submitting an incomplete form or failing to submit a required form could deem bids/proposals as non-responsive and could result in their rejection.

Contractor Program Questionnaire & Pledge of Compliance

Why It’s Needed:

The Contractor Responsibility Program/Ordinance requires LAWA to determine that contractors have the necessary quality, fitness, and capacity to perform the work set forth in the contract.

The CRP form is a two-part form (the CRP Questionnaire AND the Pledge of Compliance).

Please make sure to carefully read and follow the instructions and, if applicable, provide all the required additional information or explanations in Attachment A.

Failure to sign and submit this form in your proposal may make your proposal nonresponsive.

Contractor Program Questionnaire & Pledge of Compliance

IMPORTANT: Any question answered with a “Yes” requires a written explanation in Attachment A provided in the form.

Contractor Program Questionnaire & Pledge of Compliance

You may attach as many additional Attachment A pages as necessary

Contractor Program Questionnaire & Pledge of Compliance

Please make sure to sign and return the Pledge of Compliance.

Equal Benefits Ordinance Compliance Affidavit

Why It’s Needed:

The Equal Benefits Ordinance requires City of Los Angeles contractors who provide benefits to employees with spouses to provide the same benefits to employees with domestic partners.

Domestic Partner means any two adults, of the same or different sex, who have registered as domestic partners with a governmental entity pursuant to state or local law authorizing this registration, or with an internal registry maintained by the employer of at least one of the domestic partners.

Must identify your firm’s compliance option in Section 3, Compliance Options of this form.

Iran Contracting Act of 2010 Compliance Affidavit

Why It’s Needed:

Iran Contracting Act prohibits bidders/proposers engaged in investment activities in Iran from bidding on, submitting proposals for, or entering into or renewing contracts with public entities for goods and services of $1,000,000 or more.

Two options to comply:

1. Certification

2. Exemption

Option 1 requires bidders to certify their non-engagement in Iranian investment activities.

Option 2 grants a waiver that exempts bidders from certification.

Bid/Proposal Bond

Why It’s Needed:

The policy of the City of Los Angeles requires that every bid/proposal must include one of the following as a security measure:

1) A certified check from a reputable bank within the City.

2) A cashier’s check issued by a responsible bank.

3) A corporate surety bond from a reliable surety company.

This bond must be for at least 10% of the total proposal amount.

Failure to include the Bid/Proposal Bond with the proposal will render the proposal non-responsive and will result in rejection.

Selected Contractor Requirements
