About this file
This is a Civil Rights Title VI Assurances document issued by Los Angeles World Airports (LAWA) in accordance with federal aviation and civil rights regulations for the Residential Sound Insulation (RSI) Program at Los Angeles International Airport. The document establishes nondiscrimination requirements that contractors must follow during contract performance, incorporating compliance obligations under nine major federal civil rights statutes and authorities, including Title VI of the Civil Rights Act of 1964, the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990, and the Age Discrimination Act of 1975. Contractors are required to comply with these nondiscrimination acts in all aspects of contract performance, including the selection and retention of subcontractors, procurement of materials, and employment practices, and must notify all potential subcontractors and suppliers of these obligations.
The document specifies that contractors must provide all required information and reports to LAWA or the Federal Aviation Administration and permit access to books, records, and facilities for compliance verification. LAWA reserves the right to impose sanctions for noncompliance, including withholding payments and cancelling, terminating, or suspending contracts in whole or in part. Contractors are required to incorporate these nondiscrimination provisions into all subcontracts, procurements of materials, and equipment leases unless exempt by applicable regulations. The assurances apply to the full scope of the RSI Program, which involves sound retrofitting of eligible residential dwellings near LAX with modifications including window and door replacement, attic insulation, carpentry, plastering, painting, roof work, ventilation system installation, and electrical upgrades.
