LAX Residential Sound Insulation Program Technical Specifications Summary
This is a technical specification document issued by Los Angeles World Airports (LAWA) for the Residential Sound Insulation (RSI) Program serving the Los Angeles International Airport. The project involves comprehensive sound retrofit modifications to eligible residential dwellings in close proximity to LAX, including replacement of existing windows and doors with acoustically-rated assemblies, installation of new HVAC components (fan coil units, heat/energy recovery ventilators, and ductwork), attic insulation and ventilation improvements, exterior and interior repairs, and electrical upgrades. The scope of work requires contractors to execute complete finished installations at individual project homes while maintaining occupied home conditions, managing hazardous materials (asbestos-containing materials and lead-based paint), and coordinating with homeowners to minimize disruption. Contractors must visit all work sites during the bidding period to verify exterior physical conditions and ensure accurate bid preparation. The specifications reference 2025 California Building Code, California Residential Code, and applicable state and local ordinances. Schedule of Values must be submitted within fourteen calendar days of contract award, with all product submittals required within fourteen calendar days of the Notice to Proceed. Substantial Completion and Final Inspections are required for each project home, with punch list items to be completed within three working days.
Contractor responsibilities include procurement of all permits, plan check approvals, and payment of all City of Los Angeles/El Segundo building permit fees as part of the bid. A minimum dedicated superintendent is required to manage work scheduling, monitor all trades, attend weekly progress meetings, and respond to jobsite emergencies. Materials and equipment furnished must be currently manufactured with no discontinued or outdated products allowed. The contractor maintains a two-year warranty on all materials and installed work from the date of final completion. Hazardous materials work requires state-licensed asbestos abatement contractors with California Division of Occupational Health registration and EPA-certified renovators for lead-based paint work, with all workers requiring CDPH certification. Personal air monitoring for asbestos and lead exposure, HEPA-filtered equipment, negative pressure containment systems, and compliance with 29 CFR 1926.1101, 8 CCR 1529, and 40 CFR 745 are mandatory. The contractor must obtain Hazardous Waste Hauler Licenses, ensure proper waste disposal through licensed facilities, and submit manifests and disposal receipts prior to project completion. Energy Code compliance documentation (CF-1R, CF-2R, and CF-3R forms) prepared by design engineers, installing contractors, and third-party ECC raters is required per Title 24 standards.

SUMMARY OF WORK – HAZARDOUS MATERIALS
PART 1 – GENERAL
1.01 RELATED DOCUMENTS
A. General provisions of Contract, including General and Supplementary Conditions, and other
Specification Sections, apply to work of this section. In instances where documents conflict, the more stringent requirement will apply. Related hazardous materials sections include:
Section 02 08 30 Class II Work Involving Asbestos-Containing Materials
Section 02 08 40 Disposal of Asbestos-Containing Waste Material
Section 02 08 50 Disturbance of Lead Painted Materials
Section 02 08 60 Disposal of Lead Waste Material
1.02 ABBREVIATED WRITTEN SUMMARY
A. Briefly and without force and effect upon the contract documents, the work of the contractor can be summarized as follows:
1. The overall project scope of work includes replacement of windows, sliding glass doors and exterior doors with acoustically rated units and installation of attic insulation, attic vents and other sound reducing measures in single-family and multi-family residences. In addition, the scope includes the installation of new HVAC components (e.g., fan coil units, heat/energy recovery ventilators, and/or ductwork).
2. Execution of the work may involve disturbance of building materials determined to contain asbestos and painted surfaces that may contain lead. Identified asbestos-containing materials may include interior window putty, adhesives, exterior stucco, vinyl flooring products, drywall systems, interior wall plasters, acoustical ceiling plasters, and ductwork. These materials shall be treated as asbestos-containing when they are disturbed based on the specified project scope of work. All painted surfaces are assumed to contain lead and shall be treated as such when disturbance or removal is required. All efforts should be made to minimize disturbance of the listed materials. The Contractor shall review the asbestos survey and lead inspection report for each specified residence prior to submitting a bid for the work and shall perform all work involving disturbance of these materials in accordance with local, state, and federal regulations.
3. Prior to the start of work in each home, the Contractor is responsible for determining whether the owner or tenant has disturbed any suspect building materials through activities such as renovation, maintenance, or burning. If a release episode is suspected to have occurred, the
Contractor is responsible for notifying the Airport’s Construction Manager in writing prior to the start of work. The Airport’s Construction Manager will then determine if baseline asbestos air concentrations should be established and/or if additional actions are necessary.
LAX Residential Sound Insulation Program 01 01 30-2
4. When asbestos-containing building materials or lead-containing paint must be disturbed, the specification sections referenced above and all applicable local, State and Federal regulations related to Asbestos-Containing Materials and Lead-Containing or Lead-Based Paint. These regulations must be followed including but not limited to: 29 CFR 1926.1101, 8 CCR 1529, 40
CFR 745, 8 CCR 1532.1 and 17 CCR, Division 1, Chapter 8. A California licensed contractor with an asbestos certification and registration with the California Division of Occupational Health is required to perform any work that involves disturbing asbestos-containing materials. All entities (General Contractor and Subcontractors) performing work or contracting for work that disturbs Lead-Based Paint in pre-1978 housing must be trained and certified per 40 CFR 745
(EPA Lead-Based Paint Renovation, Repair and Painting Program), 17 CCR, Division 1, Chapter 8
(California Department of Public Health) and 8 CCR 1532.1 (California Division of Occupational
Health). All lead workers, supervisors performing work involving disturbance of lead must be
CDPH Certified.
B. The following requirements are common to both specifications and are the most likely levels of control for the majority of this project:
1. Training: Asbestos Abatement work shall be performed by a State licensed (C-22 or CSLB license and ASB attachment) and DOSH registered asbestos abatement contractor. All Lead-Based
Paint Renovation, Repair and Painting shall be performed by a certified firm per 40 CFR 745. All workers and their supervisors engaged in work involving disturbance of ACM must be EPA
(TSCA) trained workers and supervisors.
2. All interior work involving disturbance of asbestos must be performed inside a “negative pressure containment using a HEPA-equipped negative air machine(s).
3. Personal Protective Equipment: All workers involved in the disturbance of asbestos and/or lead will be required to wear disposable protective suits including booties and gloves. Half-face negative-pressure respirators equipped with P-100 rated HEPA cartridges will be the minimum respiratory protection required. Contractors must consistently produce personal air monitoring results showing that both asbestos and lead levels are such that no additional protection is required. All employees entering any regulated area or handling ACM or lead waste must have a medical clearance to wear a respirator.
4. Personal Air Monitoring: It is the contractor’s responsibility to properly collect, and have analyzed, personal air samples daily. Samples must be taken during work in all Regulated Areas for both asbestos and lead regardless of previous project results. Personal air samples for asbestos shall include both “Excursion” and “8-Hr. TWA) monitoring. If personal air sample results indicate exposure above the PEL of 0.1 fibers per cubic centimeter of air (f/cc) for an 8-hour time weighted average (TWA) sample, or 1.0 f/cc for a thirty (30) minute excursion sample, Contractor shall amend their work practices to reduce airborne levels and shall submit in writing to the Airport’s Construction Manager, a list of revised procedures or work practices to be utilized immediately. All personal air samples will be analyzed and the results submitted to the Airport’s Construction Manager within 48-hours of the day of collection.
5. Waste Management: All waste containing asbestos must be stored in labeled, sealed “goose necked” asbestos waste bags per the specifications and regulatory requirements. Components
LAX Residential Sound Insulation Program 01 01 30-3 covered in paint must be placed on an additional sheet of 6-ml plastic as they are removed and may not come in direct contact with the ground. Removed components shall be covered in plastic and secured at all times. At the end of each shift the components must be stored in a polyethylene lined dumpster. This waste container must be kept locked and must be posted and labeled according to local, State and Federal regulations. No waste shall be stored overnight in any residence. Asbestos and Lead wastes shall be kept in separate properly labeled containers.
6. Clean-Up: Waste must be promptly contained as it is generated. A HEPA vacuum shall be used to eliminate all visible debris from any Regulated Area and from workers’ suits prior to entering the decontamination chamber. Disposable components of the containment area shall be misted and rolled up for disposal at the end of each day. Workers may not exit the Regulated
Area for any reason until they have completed clean up, removed their suits and donned fresh disposable booties.
7. Prohibited Activities: Dry sanding, grinding, open flame burning and scraping of lead-based paint are prohibited. All activities causing visible emissions are prohibited. As it may be necessary to cut steel casement windows, the contractor’s workplan should reflect the proposed method of paint removal. All work involving disturbance of lead shall be performed per EPA, OSHA and
HUD requirements.
8. Sampling: The consultant reserves the right to collect background soil, wipe or air samples in any of the homes for comparison to post-abatement sampling. Clearance samples may be collected to confirm that all mandated controls are being employed. Results will be compared to background levels, to OSHA PELs and to EPA clearance levels as they are found to be appropriate.
