About this file
This is a Memo to File documenting the absence of competition justification for a lease renewal within the Simplified Lease Acquisition Threshold (SLAT). The document concerns lease number LOH16375 occupied by The Social Security Administration (SSA) at 1060 Georgesville Rd, Columbus, OH 43228-3304, which expires March 31, 2026. The government requires a 60-month renewal, with the estimated net annual rent falling within SLAT limits. The renewal decision is supported by GSAR 570.401 and is justified based on the agency's documented delays in planning a potential relocation to other federally controlled space due to organizational, financial, or other uncertainties.
The justification relies on a mission-based rationale, as the agency's mission at this location requires a unique location that cannot be satisfied through alternative options. Specifically, GSA needs the agency to remain in the current location to develop a portfolio plan for leases expiring in FY26. The document indicates that lease renewals are necessary short-term actions to protect the government's occupancy rights when the agency cannot vacate by the expiration date, thereby avoiding holdover tenancy costs and the inability to recover relocation expenses through full and open competition. The memo was prepared by Chynita Richards, Leasing Specialist, and approved by Thomas Nisivaco, Lease Contracting Officer, though the signature dates are redacted.

Cost based rationale
Lease renewals represent short-term contracting actions which are necessary to protect the occupancy rights of the government when the government cannot vacate the premises by the expiration of the existing contract term.
Renewals avoid the costs associated with holdover tenancies. Additionally, the government cannot reasonably expect to recover the costs associated with relocation of the tenant agency through full and open competition of a separate short-term lease to cover the term of this renewal.
