Project Title:

Replacement of 2" Water Main, 3" Force Main, at Montgomery Air Traffic Control Tower

Project Location:

Montgomery Air Traffic Control Tower, Montgomery Regional Airport, Montgomery, AL

Project Overview:

This project involves the replacement of a leaking 2-inch water main and a 3-inch force main, running approximately 2530 feet and 3200 feet respectively across the airfield from the Montgomery Air Traffic Control Tower to the east and tying into main lines near X Road.

The pipes have undergone several unsuccessful repair attempts. The replacement will utilize the trenchless pipe bursting method, and the new pipes will be high-density polyethylene (HDPE). As a sister project, the lift station inside the FAA property will also be replaced. The contractor will need to ensure the operation of the air traffic control tower goes unimpeded for the entirety of this project. Any disruption to air traffic operations will be unacceptable.

Scope of Work

In addition, OSHA 2202, which references 29 CFR Part 1926 'Safety and Health Regulations for Construction,' will form a part of the overall safety plan. The contractor will be responsible for ensuring that his/her employees have appropriate personal safety equipment and protective clothing and that appropriate emergency equipment (including a first aid kit & multi-class rated fire extinguisher) is on hand throughout the course of the project. Material Safety Data Sheets will be made available upon request.

- The project site may be used for contractor staging, contractor material storage, portable toilet, etc. Upon completion of the project, the contractor will restore the staging area, including the repair of existing facilities, removal of temporary utilities, re-grade, and seed the site as necessary to the satisfaction of the FAA Resident Engineer (RE).

- The contractor will participate in a scheduled pre-construction meeting to go over construction scheduling, safety, access, storage, and other specific requirements with the FAA Resident Engineer (RE) and the local FAA airway facilities.

- Prior to beginning any excavating or trenching, the contractor will coordinate with the local FAA airway facilities and utility company to have all their surrounding underground cables, conduits, and utilities located. A third-party utility locate company will be hired by the contractor if required to identify underground utilities not identified by the above. The contractor will pothole hand dig to find cables, etc., identified prior to proceeding with any excavations.

- All shutdowns/cut-overs must be coordinated in advance with the FAA for approval.

The installation contractor will develop a cut-over schedule for approval by the FAA prior to installing the temporary power if required.

- Only FAA personnel will operate switches and circuit breakers.

- Any work that will cause a loss of power to the facility will be coordinated with the

RE and local FAA personnel.

- The contractor will provide submittals on contractor-furnished equipment to the

FAA Project Engineer for review and approval prior to installation if it differs from what is specified on the drawings.

- The FAA will provide a formal notice to proceed before any work is to begin.

- Conduct a preliminary site assessment and gather data on existing conditions, including verification of size and material of the pipe and the number of existing manholes.

- Verify the exact location and depth of the existing 2-inch water main and 3-inch force main.

2. Permitting and Compliance:

- Obtain and pay for all permits, licenses, and inspection completion as required by law for the completion of the work. Certificates of approval shall be secured, paid for, and delivered to the contractor before receiving the acceptance of the work.

- The location of materials, equipment, devices, and appliances indicated are approximate and subject to revisions at the time of installation. The contract drawings are diagrammatic only and do not give fully dimensioned locations of various elements of work. Determine exact locations from field measurements.

- Should project conditions require any rearrangement of work, or if equipment or accessories can be installed to a better advantage than the general arrangement of work on the plans, the subcontractor may, before proceeding with the work, prepare and submit plans of the proposed rearrangement to the Resident Engineer or COR.

- Equipment coordination: Equipment furnished and installed under other sections of this specification and by the contractor shall be coordinated with equipment furnished and installed under this section.

4. Pipe Bursting Procedure:

- Excavate entry and exit pits at specified intervals along the pipeline route.

- Disconnect and remove any above-ground or accessible sections of the old pipes if necessary.

- Perform pipe bursting to replace the existing 2-inch water main and 3-inch force main with new HDPE pipes of equivalent diameters.

5. HDPE Pipe Installation:

- Ensure HDPE pipes meet relevant standards and specifications for pressure and environmental conditions.

- Install the new HDPE pipes using the pipe bursting technique, pulling the new pipes through the paths of the old pipes.

- Conduct fusion welding or other approved joining methods for HDPE pipes to ensure a continuous and secure pipeline.

- Connect new 2” water line into the existing gate valve located near Richardson Rd.

-Connect new 3” FM line into existing sanitary sewer manhole, as shown on dwg

6. Testing and Quality Assurance:

- Perform pressure testing on the newly installed HDPE pipes to ensure there are no leaks and that they meet all operational standards.

- Inspect and verify the integrity of all joints and connections.
