About this file

This is a Justification and Approval (J&A) document for sole-source contract award under the Small Business Administration 8(a) program. The Department of War's MCIEAST RCO at Camp Lejeune, North Carolina is awarding a Firm Fixed Price contract to JP Logistics, LLC for Logistical Support Services to support the 2nd Medical Logistics Company. The contract provides medical logistics services including health services, casualty stabilization and evacuation, medical capability sets, medical equipment and supplies, and specialized database management using the Defense Medical Logistics Standard Support (DMLSS) system. Services encompass warehouse operations, inventory management, equipment repair, maintenance and calibration record keeping, and tracking of over 30,000 line items. The contractor will provide 4 Supply Technicians, 1 Biomedical Equipment Technician, and 1 DMLSS Data Analyst.

The base contract period runs from June 21, 2026 through June 20, 2027, with four one-year option periods extending through June 20, 2031. Authority to act under this justification expires June 20, 2031. The contract price was determined to be fair and reasonable based on historical pricing comparison with an 8% inflation increase. JP Logistics is the sole source due to its three years of specialized DMLSS database expertise under prior contract M6700123P0009; transitioning to another contractor would create unacceptable service delays and duplicative costs. The justification notes that market research confirmed no other sources can provide these specialized services, and award to any other source would create a mission-critical service gap jeopardizing national security operations.
