This source selection will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS). These regulations are available electronically at https://www.acquisition.gov/content/regulations.
This requirement is a competitive full and open acquisition. The Government reserves the right to award up to five (5) contracts as a result of this acquisition. In the event of a tie, price will be evaluated to determine which vendor receives an award. The evaluation criteria is three (3) factors. FACTOR 1: Price. FACTOR 2: Small Business Commitment Document. FACTOR 3:
Technical Approach.
All Offerors will be evaluated for compliance with the solicitation requirements.
The following will be evaluated on a binary basis (compliant/non-compliant or acceptable /unacceptable): Facility Clearance Validation; Small Business Subcontracting Plan; Professional Employee Compensation Plan; Small Business Commitment Document; Price Reasonableness of Ceiling Price Rates for the IDIQ Contract. A rating of non-compliant or unacceptable on the any of these factors shall render a proposal ineligible for award and the proposal shall not be evaluated further. Technical approach shall be evaluated adjectivally (outstanding/good/acceptable/marginal/unacceptable). Contract(s) will be awarded to the Offerors that are deemed compliant and responsible in accordance with the FAR, as supplemented, and whose proposal conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Addendum to FAR 52.212-1 – Instructions validate Offerors – Commercial Item of this solicitation) and is judged, based on the evaluation factors. The Source Selection Authority (SSA) shall select the Offerors whose proposals represent the best value to the Government. The Government will review the proposals for compliance. If a proposal is non-compliant then it will not be further evaluated. While the Government source selection evaluation team and the Source Selection Authority will strive for maximum objectivity, the source selection process, by its nature, is subjective; and therefore, professional judgment is implicit throughout the entire process.

The Contracting Officer (CO) shall confirm that all Offerors participated in the Advisory Multi-step process. The CO shall validate each Prime Offerors Facility Clearance (FCL) via the Defense Information Security System (DISS) and DD254. The CO shall also review applicable Offerors Small Business Subcontracting Plan for compliance with FAR Clause 52.219-9, Small Business Subcontracting Plan. Offerors will be notified via email if its FCL is validated and if the Small Business Subcontracting Plan is in compliance with FAR Clause 52.219-9 and will move to Step 2.
