About this file

This is a Performance Work Statement (PWS) for the removal of abandoned-in-place (AIP) copper cables from the underground cable network at Vandenberg Space Force Base (VSFB), California. The Government intends to award a no-cost contract whereby the contractor removes cables and associated appurtenances, including splice cases, at no cost in exchange for possession of the abandoned cables and appurtenances that have no reuse value to the Government. The contract performance period is two years (24 months) from award, with an option to extend, and work must commence no later than 30 days after contract award. Hours of operation are 0700 to 1630 hours, Mondays through Fridays, excluding federal holidays and framelight windows.

The contractor's primary responsibilities include completing a cable infrastructure site survey at no cost to identify candidates for removal in coordination with the 30 Space Communication Squadron (SLD 30 SC), delivering a comprehensive site survey report with cable identification details, and performing all cable extraction, recycling, and disposal in compliance with federal, state, local, and environmental regulations. The contractor must obtain all required permits from 30 Civil Engineering Squadron (30 CES), coordinate confined space entry procedures, provide weekly progress reports, and ensure complete site restoration including surface rehabilitation, duct system integrity verification, and installation of pull rope/mule tape during extraction. All environmental compliance, surface restoration (asphalt, concrete, sod, etc.), and damage repairs resulting from contractor activities are the contractor's sole responsibility at no cost to the Government.

1. INTRODUCTION. This Performance Work Statement (PWS) defines the requirement for the contractor in removing deactivated/abandoned-in-place (AIP) copper cables from manhole duct systems in the underground cable network at Vandenberg Space Force Base (VSFB), California. It is the Government’s intent to award a no-cost contract under which the contractor shall remove the cables and associated appurtenances including splice cases at no-cost to the Government in exchange for possession of the cables and appurtenances of abandoned-in-place status which have no reuse value to the Government.

2. CABLE INFRASTRUCTURE SITE SURVEY REPORT

2.1. The Contractor shall complete a cable infrastructure site survey at VSFB at no cost to the Government.

2.2. The purpose of the site surveys will be to gather data and confirm accuracy of the Government inventory list of cables now occupying the ducts in the underground cable plant (the manhole and duct systems).

2.3. The Contractor shall work with the 30 Space Communication Squadron (SLD 30 SC) or equivalent element responsible for ensuring circuit identification at VSFB in determining candidates of cables for removal (e.g. abandoned, cut, used marginal or deactivated cables) on a weekly or bi-weekly basis.

2.4. The Contractor shall coordinate each site survey with the responsible SLD 30 SC point of contact (POC) or equivalent element responsible for accuracy of the Government inventory listed in the AIP Cable List.

2.5. The Contractor shall determine the site survey methodology and procedure for identifying cables that may be candidates for removal, subject to the approval of the SLD 30 SC POC or equivalent element responsible for ensuring circuit identification at Vandenberg.

2.6. Upon completion of all of the site surveys, the contractor shall provide a site survey report including identification of base/location and cables (e.g., cable number, size, length, route, origin and end points).

2.7. Contractor will request any drawings or data via Cyberspace Visualization Component/Cyberspace Infrastructure Planning System (CIPS) to complete the PWS.

3. CONTRACTOR RESPONSIBILITIES

3.1. The Contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, financing and other incidentals necessary to meet the requirements as needed for the site surveys and in the performance of this contract.

3.2. The Contractor shall obtain pre-approval for all required permits from 30 Civil Engineering Squadron (30 CES) including, but not limited to the AF Form IMT 103.

3.3. The Contractor shall be responsible for surface restoration, including backfilling, soil compacting, reseeding, residing or any other necessary material and services required in restoring the ground conditions to original condition IAW 30 CES guidelines.

3.4. The Contractor shall restore asphalt, concrete, brick, paving stone, etc. where damaged by the Contractor in the performance of this contract.

3.5. The Contractor shall coordinate all required work outside Government controlled areas (e.g., cable that exits on the base perimeter, controlled by the Government) with the authorizing office having federal, city, state, county and local jurisdictions.

3.6. The Contractor shall comply with all applicable federal, city, state, local, National Electric Code, Office Safety Health Administration, and environmental rules, regulations, policies, and statutes related in performance of this contract.

3.7. The Contractor is responsible for compliance with the current version of all laws, policies, regulations, standards and statutes.

3.8. The Contractor shall submit a weekly report to the SLD 30 SC POC indicating project progress or status and list any project related deficiencies detected and corrective actions taken.

3.9. The Contractor shall recycle all deactivated AIP cables.

3.10. The Contractor shall properly dispose AIP cables in accordance with applicable federal, state, city, county and environmental laws and regulations.

3.11. The Contractor shall provide red-lined, as-built information on the drawings depicting the removed cables and the associated appurtenant equipment removed from manholes along the cable routes.

3.12. The Contractor shall coordinate and submit the Confined Space Entry permit, AF Form 1024, to the base safety office. The Contractor shall be prepared to provide proof of their Confined Space Training Program along with the AF Form 1024 to the base safety office.

3.13. The Contractor is responsible for assuring any pumping of water from the manholes is removed from the base in compliance with California environmental rules and regulations.
