Performance Work Statement (PWS)

1. Introduction This Performance Work Statement establishes a one‑time requirement for the removal, transportation, and lawful disposal of designated excess personal property and solid waste from the Wyoming State Office facility located at 5353 Yellowstone Avenue, Cheyenne, WY 82009. The objective is to ensure safe, timely, and complete removal and lawful disposal of all designated materials with minimal disruption and full compliance with applicable federal, state, and local laws and regulations.

The contractor shall furnish all labor, equipment, materials, supervision, and incidentals necessary to perform the work safely, efficiently, and with minimal disruption to building operations, in accordance with applicable federal, state, and local laws and regulations. Electronic waste is excluded; no e‑waste or e‑cycling services are included in this contract.

2. Background Excess personal property and solid waste have accumulated in the facility’s warehouse due to routine turnover and project activities. All materials designated for removal have been certified and cleared for disposal. Materials are located entirely within the first‑floor warehouse; no elevator access is required. The contractor may disassemble materials to facilitate removal if needed; however, disassembly is not required by the Government.

Currently, the warehouse contains a significant volume of excess property and solid waste that must be removed to maintain operational efficiency and safety. The accumulation of these materials impedes space utilization and could pose safety risks if not addressed. The desired end state is a cleared, safe, and fully usable warehouse space within forty-five calendar days of Notice to Proceed, with all materials lawfully disposed of and all required documentation received.

3. Scope The contractor shall perform a single mobilization to remove and dispose of all Government‑designated materials. For planning and price realism, the Government identifies the volume as up to five forty‑yard roll‑off equivalents, approximately two hundred cubic yards total. This measure is provided solely as an estimating tool; the Government does not prescribe container type or size, and the contractor may use any lawful means and equipment to accomplish the work.

4. Applicable Conditions and Site Access The facility is a GSA‑leased, multi‑agency building that will remain occupied during contractor operations. The Government will coordinate building access and escorts during work hours. The contractor shall describe staging and roll‑off placement needs in its plan, and the Government will notify the landowner in accordance with those needs. Roll‑offs may remain on‑site overnight. The Government will work with the contractor to identify appropriate parking and staging locations to support safe loading and transport.

5. General Requirements The contractor shall provide a minimum of five business days’ notice of intended arrival and shall coordinate the start date with the Government point of contact. Contractor personnel shall check in at the front desk upon arrival and shall be escorted while on site during work hours. The contractor shall not operate Government equipment and shall provide all tools, equipment, and protective materials necessary to perform the work. The contractor shall comply with all applicable OSHA requirements and shall implement appropriate personal protective equipment. The contractor shall always maintain unobstructed emergency exit routes and shall protect building occupants and property during performance. The warehouse floor is a concrete slab; any damage to walls, doors, or other building elements caused by contractor operations shall be the contractor’s responsibility to repair.

The contractor shall identify and mitigate risks to schedule, safety, and facility integrity in the Waste Management Plan.

6. Security and Escort All contractor personnel shall be escorted while on site during work hours. Escorts will be continuously available during those hours. No background checks or badges are required for escorted personnel. Contractor personnel shall remain within designated work areas and shall follow building security rules communicated by the Government.

7. Designated Materials Identification Designated materials are those tagged by the Government for removal and reconfirmed during the pre‑performance walk‑through associated with the Notice to Proceed. Materials are consolidated in the warehouse and will be identified by tags and by representative photographs included as an attachment to this PWS. The contractor shall remove only designated materials.

8. Disposal and Recycling Requirements The contractor shall lawfully dispose of all removed materials at legal facilities. The Government encourages maximization of recycling where practicable; however, there is no minimum recycling percentage requirement. The contractor’s Waste Management Plan shall describe how recycling will be considered and executed when feasible.

9. Documentation Requirements The contractor shall provide documentation sufficient to demonstrate lawful disposal. Documentation shall include weigh tickets or tonnage tickets and receipts that identify the destination facility. The Final Disposal Report shall provide a narrative summary of materials removed by general category and estimated volume or weight, the disposal methods used, the receiving facility or facilities, and copies of weigh tickets and receipts. Photographs are not required for close‑out documentation.

10. Performance Requirements Task 1: Waste Management Planning Within ten calendar days after the Notice to Proceed, the contractor shall submit a Waste Management Plan that describes identification and handling of designated materials, sorting and staging approach, equipment and resources, traffic control within the warehouse and staging areas, roll‑off placement and overnight parking if used, emergency egress maintenance, recycling approach where practicable, and lawful disposal methods and facilities.

Task 2: Mobilization, Removal, and Transportation.

The contractor shall mobilize once, perform removal and loading of designated materials from the warehouse, and transport them to lawful facilities. The contractor shall coordinate staging and roll‑off placement requirements with the Government, which will notify the landowner according to those needs. The contractor shall protect building finishes and maintain unobstructed emergency exit routes throughout performance.

Task 3: Site Cleanup.

Upon completion of removal and loading, the contractor shall clean the work area of debris attributable to contractor operations and restore areas affected by contractor activities to a neat and orderly condition.

Task 4: Final Disposal Report.

The contractor shall submit the Final Disposal Report within thirty (30) calendar days of removal, with the documentation described in Section 9. The report shall include itemized materials removed, weights, disposal methods, facility details, and supporting documentation. Reports shall be submitted in PDF format via email.

11. Schedule The contractor shall complete removal, site cleanup, and submission of the Final Disposal Report within forty‑five calendar days after the Notice to Proceed. The contractor shall coordinate the start date with the Government and provide five business days’ prior notice as required in Section 5.
