Justification for Other Than Full and Open Competition, Succeeding Lease

This is a Justification for Other Than Full and Open Competition document submitted by the U.S. General Services Administration's Office of Lease Production Operations for a succeeding office lease in Boise, Idaho (Project Number 3ID0139). GSA seeks to negotiate a non-competitive renewal with the incumbent lessor at 877 West Main Street, Suite 404, Boise, Idaho, for 16,619 ABOA/18,442 rentable square feet of office space currently under lease GS-10P-LID07270, which expires April 10, 2026. The requirement spans 15 years with a 10-year firm term commencing April 11, 2026, including minor security tenant improvements estimated at an undisclosed amount. The total contract value is redacted, but the proposed rental rate for years 1-10 (firm term) and years 11-15 (soft term) are specified at undisclosed per-RSF rates with annual costs amortizing reduced tenant improvement and base service and common area costs.

The justification cites 41 U.S.C. 3304(a)(1) as statutory authority, implemented through FAR model deviation 6.103-1 and GSAR 570.402 for succeeding leases, asserting that relocation would result in unrecoverable duplication costs. Market research by Cushman & Wakefield conducted on October 22, 2025, identified five potentially acceptable locations within the delineated area, but only the incumbent lessor and one alternative property (Boise Plaza at 1111 West Jefferson Street) expressed interest. Cost-benefit analysis determined that remaining at the current location yields total government savings compared to relocation. GSA placed an advertisement on SAM.gov on October 28, 2025 for 14 days, and no systemic barriers to competition exist. The facility must remain in the geographic center of the agency's service area in Boise's urban area and includes specialized requirements such as a 150 square foot computer room with UPS and dedicated HVAC, FSL Level II space, and security requirements mandating second-floor or higher placement. The Contracting Officer, preparer, acting director, legal counsel, and Competition Advocate all certified and approved this justification on April 1-3, 2026.

In accordance with GSAR 570.402, use of the sole source authority is appropriate where it is determined that award to any other offeror would result in substantial duplication of costs to the Government that are not expected to be recovered through competition.
