About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for a lease renewal at 17930 International Blvd., SeaTac, WA. The General Services Administration (GSA) currently leases 68,308 ABOA/74,797 rentable square feet of office space at this location for the Veterans Benefits Administration (VBA) and Fish & Wildlife Services (FWS), with the lease expiring on 12/21/25. The JOFOC seeks approval to negotiate an added 5-year renewal with the incumbent lessor without full and open competition, in order to provide time to plan and execute the relocation of this requirement to available federal space. The VBA requires 71,785.76 rentable square feet, and the FWS requires 3,011.24 rentable square feet. The statutory authority cited is 41 U.S.C. 3304(a)(1), as no acceptable alternatives were identified that could satisfy this space requirement. The related federal contract opportunity is Solicitation Number 2WA0643, which was awarded on 2024-04-05 to an unknown vendor for an unknown amount.

Revised 10-23-2023
Justification for Other Than Full and Open
Competition, Added Renewal
U.S. General Services Administration
GSA Region 10
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
PROJECT NUMBER: 2WA0643
Agency Name: Veterans Benefits Administration (VBA) and Fish & Wildlife Services (FWS)
1. NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED.
The General Services Administration currently leases 68,308 ABOA/74,797 rentable square feet (RSF) of office space at 17930 International Blvd., SeaTac, WA 98188-4231 under lease number GS-10B-07396 for the Veterans Benefits Administration (VBA) and Fish & Wildlife Services (FWS). The current lease expires 12/21/25. Approval is requested to negotiate an added renewal with the incumbent Lessor without full and open competition for continued occupancy at this leased location. The procedures for pursuing a lease renewal are detailed in GSAR 570.402: Renewal Option (unevaluated).
2. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS
(INCLUDING ESTIMATED VALUE).
Veterans Benefits Administration (VBA) submitted a continuing need letter on 9/19/22 for 71,785.76 rentable square feet of office and related space. US Fish & Wildlife Service submitted a continuing need letter for 3,011.24 rentable square feet on 2/23/23. Both agencies indicated interest in a 20-year lease solution, however there is federal vacant space that could work to house this requirement. GSA has determined to pursue this added lease renewal to provide time to plan and execute the relocation of this requirement to federal space. This five year added renewal with a five year firm term is the least term possible to get the agencies into federal space.
There is vacant Federal Space available.
3. IDENTIFICATION OF STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN
COMPETITION.
41 U.S.C. 3304(a)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. This statutory authority is implemented through GSAR 570.401
4. DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR
NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED.
It is in the best interest of the Government to remain at the current location; in accordance with the procedures set forth in GSAR 570.402-4, because no acceptable alternatives were identified that could satisfy this space requirement, a cost-benefit analysis is not required for this justification. Market research was performed and there is no space that fits this requirement.
5. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS
MANY POTENTIAL SOURCES AS IS PRACTICABLE.
