About this file

This file contains official question-and-answer responses from the Federal Trade Commission to bidders for Solicitation 29FTC126QLOGS, a logistics and asset management support services contract. The RFQ seeks a qualified contractor to provide logistics, facilities support, and asset lifecycle management services at FTC Headquarters and the GAO building in Washington, D.C., including garage/parking management, office supplies inventory management, and asset management analysis. The Government estimates approximately four full-time equivalent (FTE) personnel will be required, though offerors may propose alternative staffing levels provided all Performance Work Statement requirements and standards are met. The contract will be awarded on a lowest-price technically acceptable (LPTA) basis with pricing structured as a firm-fixed-price CLIN (X001) for base services and a firm-fixed unit rate CLIN (X002) for other direct costs, overtime, and special conditions such as after-hours processing and freight operations, with an estimated $10,000 annual not-to-exceed for ODCs. All contractor personnel must work onsite in the Washington, D.C., metropolitan area to support FTC business hours (8:00 a.m. to 5:00 p.m. weekdays), with up to ten travel days annually to FTC regional offices. The Government will furnish all equipment, vehicles, workspace, computers, phones, software licenses, and system access; contractors must provide forklift-certified personnel and cannot procure supplies or assets. Key personnel (Project Lead and Senior Asset Management Specialist) must submit resumes at quote time, with a minimum of two years of ServiceNow experience required for the asset management power user role. The submission deadline is August 31, 2026, at 2:00 p.m. Eastern Time, with award anticipated September 15, 2026, and a two-week transition period beginning at contract start. This is an unrestricted solicitation requiring a public trust background check (not a national security clearance) and is a follow-on recompete for existing services currently performed by a single incumbent contract. Site visits are available September 1, 2026. Incumbent information, current pricing, and detailed historical workload metrics were not disclosed per Government policy.

Q&A

LOGISTICS RFQ QUESTION RESPONSES
Question #Duplicate (Y/N)Duplicate #QuestionAnswerPWS/RFQ Section
1N“The contractor shall provide qualified personnel in sufficient quantities to ensure uninterrupted performance.”

However, the PWS states The FTC expects that this work can be met with the equivalent of approximately four (4) full time individuals assuming a 2080-hour work year.”

Is the equivalent of four contractors the maximum staffing that will be considered to be competitive for selection? The reference to approximately four full‑time individuals in PWS Section 2.1 is a Government estimate used for planning purposes. It is not a maximum or minimum. Offerors may propose any staffing level that meets all PWS requirements and performance standards.PWS Section 2.1
2NIs there a specific contract vehicle for this opportunity? This is a standalone solicitation and will be awarded in accordance with the solicitation terms and conditions.
3NWhat is the basis for pricing?Pricing is firm‑fixed‑price for X001 and Firm fixed Unit Rate for X002RFQ Section 6.3 and Attachment 9.2 - Pricing Spreadsheet
4NWhat LCATs?The RFQ does not identify required labor categories. Offerors may determine appropriate labor categoriesPWS Section 4.0
5NWho is the incumbent?Incumbent information will not be shared at this time
6Y5Can the Government identify the incumbent contractor and provide the incumbent contract number, period of performance, and total contract value, including whether the services are currently performed under a single contract or multiple contracts?Incumbent information will not be shared at this time. Services are currently being performed under a single contract.
7Y5Can the Government confirm whether incumbent personnel are currently performing this work? If so, can the Government provide the number of incumbent employees, their labor categories, hours per week, and the duty location of each position?Incumbent information will not be shared at this time
8NThe clause list in RFQ Section 8.1 and Attachment 9.3 do not include FAR 52.222-41, 52.222-42, 52.222-43, or 52.222-55, and no Department of Labor Wage Determination is attached. Can the Government confirm whether the Service Contract Labor Standards apply to this requirement, and if so, provide the applicable Wage Determination number, revision, and locality, along with the mapped SCA labor categories?SCA labor rate adjustments don’t apply, this solicitation is firm fixed or fixed unit rate. Any adjustments to rates should be accounted for through your proposed pricing.
9Y8If Service Contract Act covered incumbent employees are performing this work, can the Government provide the contract anniversary date so offerors may accurately price vacation accrual and health and welfare obligations? Because award will be made on a lowest price technically acceptable basis, this information directly affects price competition: offerors who assume a January anniversary date and offerors who assume a September date will carry materially different vacation accrual and fringe costs for the same labor, and without a common anniversary date the Government will be comparing prices built on different wage assumptions rather than on actual efficiency.SCA labor rate adjustments don’t apply, this solicitation is firm fixed or fixed unit rate. Any adjustments to rates should be accounted for through your proposed pricing.
10NCan the Government confirm whether a Collective Bargaining Agreement applies to any labor performing this requirement? If one exists, can the Government provide it as an attachment?CBA rates do not apply, this solicitation is firm fixed or fixed unit rate.
11NPWS Section 5.1 states that primary performance occurs at FTC Headquarters and the GAO building, but the PWS does not identify how the estimated four FTEs are distributed. Can the Government identify how many of the four FTEs are expected to be physically located at FTC Headquarters (600 Pennsylvania Avenue NW) versus the GAO building (441 G Street NW), and confirm whether any position is expected to split time between the two locations on a daily or weekly basis? All contracted staff will have a workspace at FTC Headquarters and are expected to split time daily between Headquarters and the GAO location as required.
12NCan the Government confirm whether all four FTEs are required to be onsite during all hours of operation, or whether any task areas (for example TranServe administration, parking database maintenance, ServiceNow reporting) may be performed remotely or on a hybrid schedule?Contracted staff are expected to be onsite to support FTC business hours 8 am to 5 pm weekdays. Remote work is only authorized based upon infrequent impact to operations.
13NIs the Government's estimate of approximately four FTEs based on the current incumbent staffing model, or is it an independently calculated labor estimate? Can the Government provide the staffing assumptions used to develop the estimate?Government has recognized by both an analysis and past experience of the requirements that four persons should be able to satisfactorily perform the requirements.
14NThe approximate weekly hours listed by task total 140 hours per week (Asset Management 40, Parking 10, Office Supplies 32, Transit 10, Fleet 10, Litigation 10, Document Destruction 8, Express Shipping 10, Freight 10), which equates to approximately 3.5 FTE, while PWS Section 2.1 estimates four FTEs. Can the Government confirm whether the remaining hours are intended for project management and key personnel oversight, and confirm the intended distribution of hours by task and by location? The remaining effort is intended to support project management, oversight, and cross-functional coordination. From week to week some task require more or less though the percentage for the entire year.
15NAre the Project Lead and the Senior Asset Management Specialist counted within the approximately four FTEs, or are they in addition to the task hours identified in Section 3.2? Is the Project Lead expected to be a full-time, onsite, non-billable manager, or a working lead who also performs task area work?Key personnel (Project Lead and Senior Asset Management Specialist) are part of the overall staffing approach and two separate people. The Project Lead is expected to be fulltime and onsite and may also perform task area work.PWS Section 2.1

17NRFQ Section 3.3 states FTC core hours of operation are 7:00 a.m. to 5:00 p.m., while PWS Section 5.2 states the contractor shall conduct business between 8:00 a.m. and 5:00 p.m. Can the Government confirm which hours govern contractor coverage, and whether continuous onsite coverage is required across the full window for each task area?Contractor coverage is governed by the PWS hours from 8:00 a.m. and 5:00 p.m. Personnel based on task delivery can be staggered during this block period
18YIs the four FTE estimate a minimum staffing requirement, or a notional estimate that offerors may adjust provided all Performance Requirement Summary standards in Section 6.6 are met? Under an LPTA basis of award, will a staffing level below four FTEs be considered technically unacceptable? The four‑FTE estimate in PWS Section 2.1 is not a minimum or maximum, it’s a notional estimate. Offerors may propose different staffing levels as long as all standards in PWS Section 6.6 are met. Staffing below four FTEs is technically acceptable.PWS Section 2.1 and 6.6
19NThe PWS requires assistance to parkers departing within 15 minutes of request during business hours, with an acceptable quality level of 90 percent. Can the Government confirm whether this requires dedicated attendant presence in the HQ garage throughout business hours, or whether it may be satisfied by an on-call responder performing other tasks nearby? The requirement may be met by staff positioned nearby if the response standard is achieved.
20NCan the Government provide historical workload metrics for the most recent 12-month period by functional area, including asset management transactions, parking requests and vehicle moves, transit benefit actions, office supply requests and deliveries, fleet management actions, litigation support events, express shipping requests, freight handling activities, and document destruction requests? The best estimate are the hours referenced in the solicitation and offers should reference the approximate hours per week provided in the PWS.

Can the Government also confirm whether the approximately 1,200 assets refers only to the controlled storage areas, and provide the total accountable personal property inventory record count in ServiceNow?The Government is unable to provide the metrics requested however, offers should reference the Service Now requirements provided in the PWS.
23NThe PWS states a refresh of approximately 1,000 assets occurs every four to five years and drives a six-month surge. When did the most recent refresh occur, and is a refresh anticipated during the base period or any option period? How does the Government expect surge labor for a refresh to be priced given the fixed price CLIN structure? The next refresh is expected to occur in the base year or early in Option Period 1. Surge capacity is not expected but if needed, may be addressed through the Time-and-materials CLIN.PWS 5.3
24NCan the Government provide the annual number of parking permit actions, new issuances and renewals, stacked parking move requests at HQ, and parking mailbox inquiries, separated between the HQ garage and the GAO location? The Government is unable to provide the metrics requested and offers should reference the approximate hours per week provided in the PWS.
