About this file

This document is a Request for Proposal (RFP) issued by the Naugatuck Valley Council of Governments (NVCOG) for the Mad River Watershed Based Plan project. The solicitation seeks a qualified organization to develop a comprehensive Watershed Based Plan (WBP) for the Mad River Watershed, covering areas in Bristol, Wolcott, and Waterbury, Connecticut. The project is scheduled from April 25, 2025, to June 02, 2025, with a vendor Q&A period running from April 25 to May 12, 2025. Proposals are due by June 2, 2025, at 12:00 PM EDT, and the RFP is open to all vendors. The primary objective is to characterize nonpoint source pollution, bacteria, and nutrient-loading in the watershed, and develop priority pollution reduction strategies considering cost-effectiveness, pollutant load reductions, and community benefits.

The RFP does not specify an estimated total contract value and has no line items specified. Delivery terms are set as Free On Board Destination, with payment terms to be vendor-specified. A Steering Committee will collaborate with the selected firm throughout the project, with the intent of transitioning into a long-term stewardship organization for plan implementation. The full RFP is available at http://nvcogct.gov/for-vendors, and interested parties can contact Christine O'Neill at the Naugatuck Valley Council of Governments for additional information. The project emphasizes developing an actionable plan to improve water quality by identifying specific locations within the Mad River Watershed where pollution reduction strategies can be effectively implemented.

Who can respond to this bid? : All Vendors Description: The Naugatuck Valley Council of Governments (NVCOG) is seeking a qualified organization to develop a Watershed Based Plan (WBP) for the Mad River Watershed, located in Bristol, Wolcott, and Waterbury, CT.

This WBP will characterize nonpoint source pollution, bacteria, and nutrient-loading impacting the watershed, and will articulate a list of priority nonpoint source pollution reduction strategies that will consider cost-effectiveness, bacteria, nutrient and sediment pollutant load reductions, local benefits to the community, and other relevant factors.

The WBP will culminate with the identification of locations within the Mad River Watershed where these strategies may be implemented to improve water quality. A Steering Committee will work in tandem with the selected firm(s) to guide the development of the WBP and will eventually transition into a long-term stewardship organization to implement the Plan.
