Federal Trade Commission Custodial Services

Scope of Work

The Contractor shall furnish cleaning and janitorial services, trash and debris removal and snow removal services described herein in accordance with the requirements of all sections of this solicitation. Contractor shall furnish all of the necessary management, supervision, labor, materials, supplies and equipment and shall plan, schedule, coordinate and assure effective performance of all services as specified herein and as is necessary to maintain a thoroughly clean and safe working environment for occupants of the Federal Trade Commission headquarters building.

The Contractor shall provide the services outlined in the Scope of Work and at the frequencies specified in accordance with the Quality Requirements sections of this contract.

The building areas to be serviced are described in the Building Information section and in the Cleaning Work, Trash Removal, Debris Removal and Quality Requirements section.

The figures in these sections are approximate estimates of the building statistical data.

The Contractor shall be responsible for verifying dimensions and quantities.

Hours:

With the exception of snow removal, utility work, restroom servicing, Daycare Center servicing and grounds policing all cleaning work shall be performed Monday through Friday after the normal working hours of building occupants, not to exceed 10:00 pm unless specifically approved by the Contracting Officers Technical Representative (Federal holidays excluded). Trash Removal, Debris Removal & servicing of sanitary units in women=s restrooms shall be performed daily Monday through Friday between the hours of 11:00 pm and 7:00 am. excluding Federal holidays or emergency closings of the Federal Trade Commission. With the exception of snow removal, no work shall be performed on weekends when the Federal Trade Commission has no workforce on duty for inspection of the Contractor's work unless approval of the Contracting Officers Technical Representative has been obtained.

The term "after building occupant work hours" is defined to mean night cleaning. The Federal Trade Commission reserves the right during the term of this contract to require the Contractor's performance of day cleaning during building occupant hours for part or all of the cleaning area. When day cleaning is implemented by the Federal Trade Commission, all services necessary to meet the quality requirements shall be provided during building occupant hours. Implementation of day cleaning for part or all of the cleaning area shall be at no additional cost to the Federal Trade Commission and there shall be no economic price adjustment to the contract.

The determination to implement day cleaning is solely at the discretion of the Federal Trade Commission, and the Contractor shall be given at least 7 calendar days written notice prior to such implementation. The Federal Trade Commission estimates that approximately five (5) percent of the building cleanable area will require day cleaning.

General:

The determination of the total daily productive man-hour requirements for performance of custodial/cleaning services specified herein is the sole responsibility of the offeror.

This contract requires mandatory work-hours as outlined below. It is of the greatest importance that the Contractor utilize skilled and productive manpower in order to satisfactorily furnish the required level of services specified in this contract. Failure on the part of the Contractor to utilize skilled and productive manpower may produce unsatisfactory results which may cause the Federal Trade Commission to make deductions from the Contractor's monthly invoices for unsatisfactory work or work not accomplished.

Daily Mandatory Man-hour Requirements (cleaning utility person):

As requested and directed by the Contracting Officer's Technical Representative (COTR), the Contractor shall provide a minimum of 8 man-hours per day between the hours of 8:00 am and 5:00 pm, Monday thru Friday, except Federal holidays, for utility services as outlined in the Cleaning Work and Quality Requirements. Hours not provided on one day may not be made up on a subsequent day. Deductions will be taken for the hours not provided.

Supervision:

General:

The Contractor shall arrange for satisfactory supervision of the contract work. When the contract work is in progress, the contractor or his/her on site supervisor(s) shall be available at all times to receive notices, reports or requests from the Contracting Officer or his/her representative.

On-site Supervision:

The Contractor shall provide in writing to the Contracting Officer at least five working days prior to the contract starting date the names, telephone numbers and address of the on-site supervisor(s).The term "on-site supervisor(s)" means the person(s) designated in writing by the Contractor who has authority to act for the Contractor on a day-to-day basis at the work-site and to accept and sign for notices, deductions, inspection reports and all correspondence on behalf of the Contractor.

Personnel Qualifications

General:

The Contractor must have a representative on site at all times during working hours. The representative must be able to communicate fluently in the English language with the Federal Trade Commission's representative.

Supervisory Employees (Cleaning):

All supervisory cleaning personnel engaged in directing the work to be accomplished under this contract shall possess at least 5 years of recent work (within the past 5 years) experience in directing cleaning type operations in a supervisory capacity for buildings of the approximate size and complexity of the building to be cleaned under this contract.

A detailed resume containing the information specified below must be submitted to the Contracting Officer for approval prior to the assignment of any supervisors to the contract. Both new and replacement supervisors must meet these qualification standards.

Full name of each proposed supervisor

A detailed description of the previous five (5) years of employment history of the proposed supervisor.

The name(s) and address(es) of the companies for whom the proposed supervisor worked for the past five (5) years, along with the name(s) and telephone number(s) of his or her immediate supervisor.

Contract Employees

The personnel employed by the Contractor shall be capable, skilled employees, trained and qualified in custodial type work. Beginning the first day of work under the contract, the building shall be fully staffed with trained experienced cleaning personnel who will exhibit the capability of operating with a minimum of supervision. All personnel shall receive close and continuing first line supervision by the Contractor.

Terrazzo Servicing Employees

Due to the historical nature of the Federal Trade Commission Building and the technical expertise required for maintaining and polishing of the terrazzo floors throughout the building, this service must be performed by a qualified marble/terrazzo craftsman with a minimum of ten (10) years experience in the installation, repair and maintenance of these floors. The Contractor shall submit for approval by the COTR documentation confirming his/her qualifications.

Key Personnel, Specific Requirements

To facilitate continuity of services to the Federal Trade Commission the contractor shall be subject to employ the following key personnel upon commencement of this contract and shall be subject to the specific provisions and procedures stated below regarding Key Personnel throughout the duration of this contract.

Key Personnel are as follows:

Daytime Cleaning Supervisor

Nighttime Cleaning Supervisor

Key Personnel Temporary Substitution

The Contractor shall provide substitute personnel on occasions when Key Personnel are unavailable to work as a result of the need to accommodate vacations or illnesses of the Contractors Key Personnel on-site. The Contractor shall provide temporary personnel with the same qualifications as listed herein for Key Personnel. The contractor shall not engage in substitutions in order to utilize the Key Personnel for other obligations of the Contractor which are not related to the Federal Trade Commission.

Key personnel replacement

Key personnel shall not be replaced either intermittently or permanently by the Contractor without the prior written approval of the Contracting Officers Technical Representative and upon arrangement for a minimum of thirty (30) full-time calendar days of cross training of replacement personnel by the outgoing Key Personnel. This shall apply to existing key personnel on-site at the time of commencement of this contract.

Upon seeking to replace Key personnel, the Contractor must submit to the Contracting Officers Representative a Resume of the proposed replacement for approval or disapproval. Proposed replacement personnel shall possess minimum qualifications as set forth herein under the APersonnel Qualifications@ section below.

Contractor shall be responsible for cost of both persons’ salaries & benefit packages during the time of cross training at no additional cost to the Government.

Key Personnel, Specific Requirements

Daytime cleaning supervisor qualifications:

Shall possess at least five (5) years experience in supervising a building cleaning operation and, Shall be fluent in the English language and possess good communication skills with subordinates and, shall have basic competence in the use of a desktop computer (basically computer literate).

Nighttime cleaning supervisor qualifications:

Shall possess at least five (5) years experience in supervising a building cleaning operation and, Shall be fluent in the English language and possess good communication skills with subordinates and, shall have basic competence in the use of a desktop computer (basically computer literate).

Standards of Conduct

The Contractor shall be responsible for maintaining satisfactory standards of employee competency, conduct, appearance, integrity and shall be responsible for taking such disciplinary action with respect to his/her employees as may be necessary.

The Contractor is also responsible for ensuring that his/her employees do not disturb papers on desks, open desk or file drawers, use Government telephones, computers, printers, fax machines or copiers except as authorized.

Recording Presence

Each contract employee must sign in when reporting for duty and sign out when leaving at the end of each work day. A form such as GSA Form 139 (Record of Time of Arrival and Departure from Buildings) designated for use by Contractor personnel shall be used for this purpose. The sign in and sign out locations shall be designated by the Contracting Officers Technical Representative. A separate form such as GSA Form 139 shall be used for any mandatory hours required under this contract, i.e. Utility man hours.

Scheduling Work and Reporting Accomplishments

Five (5) work days prior to the contract starting date and annually thereafter, the Contractor shall complete and submit to the Contracting Officers Technical Representative the Service Schedule for all Bi-Weekly, Monthly, Quarterly, Three Times per Year, Semi-Annual and Annual Services as well as a routine Daily cleaning schedule detailing day of week, time of day and work to be provided for all work performed at a frequency of every ten days or less.

Requests to make a change in the cleaning schedule shall be submitted to the Contracting Officers Technical Representative in writing no less than five working days prior to the performance date. Work cannot be made up on a subsequent day.

The Contractor shall submit to the Contracting Officers Technical Representative a daily work report of the periodic jobs performed for comparison with the scheduled requirements. The report shall be on a GSA Form 64, Periodic Building Cleaning Work Assignment and Report or an equivalent substitute approved by the Contracting Officer or his designated representative. The GSA Form 64 or substitute will be provided by the Federal Trade Commission. The report shall include all periodic work performed. Such reports will specify the location of the completed work, for example, that rooms 101 - 105 have been stripped and refinished, that rooms 107 - 112 have been damp mopped and spray buffed. A section shall also be included to cover the work proposed to be done the following work day. The Contracting Officers Technical Representative or his designated representative will review the reports on a daily basis.

Emergency Conditions – workforce direction.

When snow and/or ice removal or other emergency condition exists, (such as flooding of a portion of the building), the contractor shall divert his force, or such part thereof as deemed necessary by the Contracting Officers Technical Representative from their normal assigned duties to meet the condition. When these employees are no longer needed, they shall be directed by the contractor to return to their normal duties, and the Contractor shall not be penalized for the portion of normal daily work which otherwise would have been performed but was deferred.

Quality Control Program

The Contractor shall establish a complete Quality Control Program to assure the requirements of the contract are provided as specified. Within five work days prior to the start date of the contract, the Contractor shall submit a copy of his program to the Contracting Officers Technical Representative. The Quality Control Program must be approved in writing by the Contracting Officers Technical Representative before the start date of his contract. The program shall include but not be limited to the following:

An inspection system covering all the services stated in the cleaning requirements section of this contract; a checklist used in inspecting contract performance during regularly scheduled or unscheduled inspections and name (s) of the individual (s) who perform the inspection.

A system for identifying and correcting deficiencies in the quality of services before the level of performance becomes unacceptable and/or the FTC inspector(s) point out the deficiencies.

A file of all inspections conducted by the contractor and the corrective action taken. This documentation shall be made available to the FTC upon request during the term of the contract.

Supplies, Materials, Equipment and Utilities

Government shall furnish:

Electrical power at existing outlets for operation of Contractor equipment as necessary in the conduct of his work.

Hot and cold water at existing outlets as necessary. No special water heating or cooling will be provided.

A reasonable amount of space within the building for the Contractor's personnel complement and operational requirements including locker rooms, if available. Any existing equipment within custodial space such as clothes lockers, tables, benches and chairs placed within the building by the Federal Trade Commission may be used by the Contractor during his term of the contract provided authorization is received from the Contracting Officer’s Technical Representative. The space and equipment must be kept neat and clean and at the end of the contract returned to the Federal Trade Commission in reasonably the same condition as at the time of entering in to the contract.

Space in the building for the storage of an inventory of supplies and equipment which will be used in the performance of work under this contract. The Contractor shall maintain this space in a neat and orderly condition. The Federal Trade Commission will not be responsible in any way for damage or loss to the Contractor's stored supplies, materials, replacement parts or equipment.

Space in the building along with furniture and furnishings including restricted use telephone service for use as a supervisor’s office to be used for official use only in the performance of the contract. Telephones and telephone service provided by the Federal Trade Commission are to be primarily used for communication within the building only.

Federal Trade Commission property shall not be used in any manner for any personal advantage, business gain or other personal endeavor by the Contractor or the Contractor's employees.

Supplies, Materials, Equipment and Utilities (Contd.)

Contractor shall furnish:

All supplies, materials and equipment necessary for the performance of the work of this contract unless otherwise specified herein. These supplies and materials shall be of a quality to conform with applicable Federal specifications as listed. The Contractor shall submit to the Contracting Officers Technical Representative an inventory list giving the name of the manufacturer, the brand and the intended use of each material and supply that he proposes to use in the performance of this contract. In addition, the Contractor will indicate those materials containing hazardous substances. The contractor shall maintain on site as well as provide to the Contracting Officers Technical Representative a copy of the Material Safety Data Sheets for all materials.

Any materials which the Contracting Officers Technical Representative suspects of not meeting Federal Specifications shall be tested by a recognized testing laboratory at the Contractor's expense. A copy of the laboratory report giving the results of the test and a sample of each product, if requested, shall be submitted to the Contracting Officers Technical Representative.

All necessary cleaning equipment including but not limited to power driven floor scrubbing machines, waxing and polishing machines, industrial type vacuum cleaners and all necessary motor trucks needed for the performance of the work of this contract shall be furnished by the Contractor. Such equipment shall be of the size and type customarily used in the work of this type and shall meet the approval of the Contracting Officers Technical Representative. Defective equipment shall be repaired or replaced within 72 hours. All equipment required for seasonal requirements such as snow blowers, shall be removed from the premises and stored elsewhere when not needed.

The Contractor shall require all employees including supervisors to wear distinctive uniform clothing for ready identification and assure that every employee is in uniform no later than 10 working days from the date an employee first enters on duty. Employees shall wear uniforms consisting of trousers, coveralls or smocks for men and dresses, skirts, slacks, blouses or smocks for women. The clothing shall have the contractors name easily identifiable, affixed in a permanent or semi permanent manner such as a badge or monogram. Uniforms may be any color or color combination as appropriate for uniforms. Employees shall be required to dress neatly, commensurate with the tasks being performed. The Federal Trade Commission will restrict access if employees are improperly attired.

Cleaning Requirements

Daily Sweep, wet mop and scrub all resilient, terrazzo and hard surface floors with a concentrated neutral acid free cleaner/conditioner.

Thoroughly vacuum full rug area.

Clean all fixtures, shelving and surfaces (commodes, urinals, washbasins, shower stalls, mirrors, waste receptacles and wall surfaces) utilizing cleaner/disinfectant.

Quality Requirements

All supplies shall be provided and waste receptacles emptied. Rooms shall be free of all paper, trash, empty bottles and other discarded materials.

Floors shall be clean and free of dirt, water streaks, foreign matter and present an over-all appearance of cleanliness. All baseboards and corners shall be clean and surfaces shall be dry.

Carpets, including corners shall be clean and free of dust balls, dirt and other debris.

Carpet nap shall lie in one direction upon completion.

Fixtures, shelving and surfaces shall be clean and bright. There shall be no dust spots, soil substances, rust, mold, encrustation, excess moisture or discoloration. The underside of commode seats shall be clean and stain free.

All supplies shall be provided and waste receptacles emptied.

Spray buff all resilient floors.

Biweekly

Damp wipe the full surface area of all stall partitions, doors, window frames, sills and wastepaper receptacles utilizing a multipurpose disinfectant/deodorizer cleaner.

Three Times per Year

Clean and polish all terrazzo floors.

Prior to the start of each floor polishing, the contractor shall polish a 3' x 3' sample area as designated by the COR. Upon completion the contractor shall submit the test area for approval by the COR. Upon approval by the COR, the sample area will become the standard for all remaining floor areas to be polished.

Floors shall be free of streaks, mop strand marks and skipped areas. There shall be no dirt build up in corners or crevices. Walls, baseboards and other surfaces shall be free of splashings and marks from equipment. The finished area should have a uniform luster.

All surfaces shall be free of dirt, dust water stains, spots, streaks, soil substances and smudges.

Floors shall be polished by machine using a combination of micro abrasives consisting of oxalic acid, tinoxide and aluminum oxide. Where necessary grind floor using 5 stages of progressively finer diamond abrasives ranging from 120 grit to 1800 grit.

Finished floor including cove and marble base shall be clean and have a uniform lustrous shine.

Semi-Annually

Strip and apply four coats of floor finish to resilient floors.

Annually

Strip and seal all hard floors with a penetrating sealer which fills the pores of the matrix and becomes a bonded integral part of the surface.

Services As Required

All old finish or wax shall have been removed. There shall be no evidence of gum, rust, burns, scuff marks or soil substances. Corners and crevices shall free of any buildup. Walls, baseboards and other surfaces shall be free of finish residue and marks from equipment. Floors shall be free of streaks, mop strand marks and skipped areas.

Sealant must adhere to the floor. All floor areas must be evenly coated. Spots and stains shall be eliminated.
