DESCRIPTION OF ITEMS

Reference Documents:

IHS DIS SOP-09-36 – Wireless Network Security Standards

IHS CIO Memo, dtd 8/24/2004, Subject: Wireless Local Area Network Technical Specifications

Federal Information Processing Standards Publication (FIPS PUB 1401, 140-2, 140-3 Security Requirements for Cryptographic Modules

Implementation Requirements:

WLAN products must comply with current IEEE 802.11 standards.

Periodic WLAN scanning must be conducted on at least a quarterly basis by designated personnel, such as the local ISSO, to identify and remove any unauthorized wireless access points. Scanning will be conducted over the WLAN’s entire coverage area. Scanning does not need to occur in WLAN coverage areas employing a wireless intrusion detection system.

Several free scanning tools are available for WLAN scanning. Appendix B contains information about some of the many available wireless scanning tools.

Data in transit from authorized users on a WLAN to authorized users on a wired LAN must be filtered through an appropriate filtering device (e.g., a firewall or Virtual LAN (VLAN)).

WLAN traffic destined for the wired LAN must implement the principle of least privilege requirements (e.g., specific IP addresses, protocols, ports, and hosts) to reduce the risk of unauthorized access.

Areas who use WLANs must maintain an inventory of all access points (APs) and assign static IP addresses to the APs. APs should be contained within enclosures or in physically secure locations to reduce the risk of unauthorized physical access or tampering.

mailto:michelle.nahlee@ihs.gov

If Simple Network Management Protocol (SNMP) v3 is turned on for management purposes, change SNMP community strings from their manufacturer default to unique and difficult-to-guess strings.

WLANs that are not configured for open/public access must implement IEEE 802.1X access control to prevent access from unauthorized WLAN devices. This includes providing authentication, using at a minimum, a Federal Information Processing Standards (FIPS) 140-validated and “Wi-Fi Protected Access 2” (WPA2)-certified extensible authentication protocol to verify authorized WLAN devices and/or users.

Encryption for data that traverses a WLAN must use Advanced Encryption Standard (AES) algorithms that are validated under the National Institute of Standards and Technology (NIST)

Cryptographic Module Validation Program2 as meeting requirements of FIPS 140-2, at a minimum Overall Level 1.

At a minimum, WLAN products must be Wi-Fi Alliance, WPA2-certified.

WLAN traffic must be logically segmented from wired network traffic, either physically or by use of a Virtual Local Area Network (VLAN).

MAC-based authentication must be used, allowing only registered MAC addresses to have access to the AP. It is possible to spoof MAC addresses, but MAC-based authentication provides another layer to the security of an otherwise insecure data transfer medium.

Extended Service Set Identification/Service Set Identification (ESSID/SSID) broadcasting must be disabled.

Default ESSID/SSIDs vendor settings must be changed to unique names. The ESSID/SSID can be accessed from within wireless products’ web-based or Windows-based configuration utilities.

Common examples of predefined ESSID/SSIDs are simple names like "wireless," "NetGear,"

"Linksys," or "default." An ESSID/SSID can be changed at any time, as long as the change is also made on all wireless clients. The following are best practices: Do not use information such as name, address, organization, or other types of personal information as part of the ESSID/SSID.

Do not use any of your Windows or Internet website passwords.

Do not tempt would-be intruders by using tantalizing network names like "HEALTHCARE-BOX" or

"TOP-SECRET."

Do pick an ESSID/SSID that contains both letters and numbers.

Do choose a name as long or nearly as long as the maximum length allowed.

Do consider changing your ESSID/SSID every few months.

Do follow IHS password requirements.

Work to be performed:

Pre-Work – site survey to determine best location and network appliances to provide adequate coverage for WiFi implementation. In at least one (1) location, the facility is constructed of concreted reinforced marble sheets which makes any construction extremely difficult, and may have a significant impact on the number, types, and locations of any WiFi devices installed. All locations are patient treatment facilities, each WiFi access point should overlap so in the event of a hardware failure, access to medical information is not impacted.

Survey should also determine if additional electrical wiring needs to be installed near each WiFi Access

Point, or if devices can be serviced by Power over Ethernet Switches. If electrical wiring is required, contractor will provide a list of locations requiring power to Contract Officer Representative (COR) who will coordinate for electrical power installation.

As a result of the on-going COVID-19 Pandemic, travel to the individual sites is not allowed. A tele-conference has been scheduled for Monday January 11 and Tuesday January 12, time is TBD. If interested email michelle.nahlee@ihs.gov by COB January 5, with your list of personnel and their email addresses. An invite will be sent for the tele-conference, along with the floorplans and pictures for each location.

Equipment: All Access Points are to be compliant with FIPS 140-1, 140-2 and 140-3 manufactured by

Cisco. Cisco Catalyst 9200 Switches are required to include 5 years of Cisco support.

Installation: IHS requires WiFi devices to be on a separate Virtual Local Area Network (VLAN) from day-to-day traffic. Each site will have a VLAN designated for WiFi prior to start of project, and that information will be provided to contractor during kickoff briefing.

Deliverables:

Each site will have a functioning secure WiFi network at each location within the facility as designated.

(h) Certification Regarding Responsibility Matters (Executive Order 12689). (Applies only if the contract value is expected to exceed the simplified acquisition threshold.) The offeror certifies, to the best of its knowledge and belief, that the offeror and/or any of its principals–

(1) □ Are, □ are not presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency;

(2) □ Have, □ have not, within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a Federal, state or local government contract or subcontract; violation of Federal or state antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property;

(h)(2) of this clause; and

(4) □ Have, □ have not, within a three-year period preceding this offer, been notified of any delinquent Federal taxes in an amount that exceeds $3,500 for which the liability remains unsatisfied.

(i) Taxes are considered delinquent if both of the following criteria apply:

(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(ii) Examples.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax

Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. § 6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. § 362 (the Bankruptcy Code).
