BRAND NAME JUSTIFICATION

HSPD-12 Personal Identity Verification (PIV) Cardstock

1. IDENTIFICATION OF AGENCY AND CONTRACTING OFFICE

Agency: Social Security Administration

(COTR):

Title: HSPD-12 PIV Cardstock Replacement

2. NATURE OF ACTION

We seek approval of a brand name justification for the purchase of Idemia HSPD-12 PIV Card product with authorized resellers under GSA FSS contracts included under Schedule 70 Category 132 62. We will solicit a quote and award a firm-fixed-price task order with authorized resellers of Idemia products.

3. DESCRIPTION OF SERVICES AND ESTIMATED COST

To comply with HSPD-12 guidelines SSA must maintain cardstock for credential replacement, which occurs every three years for certificate and biometric renewal, lifecycle replacement, and event-driven replacement (i.e., lost stolen, forgotten, compromised and damaged cards). Without cardstock, SSA cannot comply with the HSPD-12 guidelines. SSA provides approximately 50,000 HSPD-12 credentials to SSA employees and contractors per year. Each credential’s replacement is based on a three-year active life on Entrust Electronic Certificates. The cost estimate for this requirement, for Fiscal Year (FY) 2021 will be

4. IDENTIFICATION OF STATUTORY AUTHORITY PERMITTING OTHER THAN

FULL AND OPEN COMPETITION

We will be conducting this acquisition under the GSA Schedules Program under Federal Acquisition Regulation (FAR) Subpart 8.4. FAR 8.405-6 states that orders placed under a Federal Supply Schedule (FSS) are exempt from the requirements in Part 6 (Competition Requirements).

HSPD-12 PIV Cardstock and personalization services are peculiar only to Idemia Technologies i.e. FIPS-201 approved Graphical Personalization service (central bureau printing service) and a FIPS-201 approved PIV card (smart card body and chip). The agency’s MyID Card Management System (CMS) runs only on the Idemia Graphical Personalization service for centralized printing functionality. Idemia and SSA have an established, shared, Open Platform Master key that is used to cryptographically lock the printed smart cards in transit to SSA field locations. The MyID CMS expects only that shared master secret to be used on received cards.

SSA’s physical and logical access procedures are currently heavily reliant on Idemia PIV credentials. SSA VPN access, for telework, for example, is completely reliant on PIV credentials and there are no contingent method of authentication for remote access (in complying with OMB M11-11).

FAR 8.405-6(b)(1) states that “brand name specifications shall not be used unless the particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.” It has been determined that no other products other than Idemia will satisfy the agency’s needs.

5. MARKET RESEARCH CONDUCTED

Market research was conducted on GSA, and two vendors are listed that can provide the Idemia card stock and personalization services to satisfy the agency’s requirement.

6. OTHER SUPPORTING FACTS

None

7. REMOVING OR OVERCOMING BARRIERS

We will continue to survey the marketplace for competitive products that meet the Agency’s need in the future.

8. DETERMINATION THAT THE PRICE WILL BE FAIR AND REASONABLE

Although we anticipate that the proposed price will be fair and reasonable, prior to the award of the order, the CO will make a determination to that effect. Additionally, per FAR 8.404(d), GSA has already determined the prices of supplies and fixed-price rates for services offered at hourly rates under FSS contracts to be fair and reasonable.

CERTIFICATION BY THE CONTRACTING OFFICER AND OTHER CONTRACTING

OFFICIALS

The CO and other contracting officials hereby certify that the information provided in support of this justification for consideration of a limited source is accurate and complete to the best of their knowledge and belief.
