Informal Justification 3303-18-1145

In accordance with FAR 13.106-1(b)(1)(i) the Social Security Administration (SSA) intends to fulfill this requisition with a Brand Name Item. Sonarsource Enterprise Edition software provides key features to manage code quality at the Enterprise level, providing code analyzers for modern and legacy languages, adding management reporting, governance features and expert technical support. SSA will use Sonarsource software products to improve the overall code quality, enhance security and ensure automated testing of applications that are within the Modern Development Environment (MDE). The utilization of the Sonarsource software will ensure quality code and applications are moving to production. No other product can meet or be modified to meet SSA’s needs. The SSA has a requirement to continue maintenance support from March 16, 2018 to March 15, 2019.

This software is proprietary. Only Sonarsource has access to the source code necessary to provide the required subscription, which is comprised of updates, upgrades, fixes and telephone support. There are no authorized resellers. (see supporting docs) The basis for this justification is within the authority of the Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1)(i), “Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available”.
