Sources Sought Notice:
283-16-0490 Behavioral Health Services Information System (BHSIS)
INTRODUCTION
The Substance Abuse and Mental Health Services Administration (SAMHSA) at the Department of Health and Human Services wants to identify viable small businesses that are capable of fulfilling the objectives of this requirement.
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice.
The applicable NAICS code for the proposed acquisition is 541519, Other Computer Related Services.
BACKGROUND
The purpose of BHSIS is to provide current data on substance abuse and mental health treatment facilities and the people they serve, to issue reports on the data collections, and to produce an on-line treatment locator of these treatment facilities. In cooperation with state substance abuse and mental health agencies and individual facilities, five complexly inter-related components combine and integrate census survey data and state administrative data to provide an accurate picture of the state of substance abuse and mental health treatment in the United States, including each state and territory/jurisdiction.
The contractor will be required to:
(1) Maintain and constantly update an electronic listing (Inventory of Behavioral Health Services [I-BHS]) of every known substance abuse treatment facility and every known mental health treatment facility in the country (currently approximately 40,000 active facilities and 80,000 inactive facilities). The I-BHS serves as the foundation of all BHSIS activities and requires coordination with State personnel, individual facilities, and contractor staff for data input, accuracy checking and verification. It is used as the basis for weekly updates of the locator.
(2) Perform two multi-modal (web, phone, paper) census surveys annually for all active treatment facilities in the I-BHS: one for substance abuse facilities (National Survey of Substance Abuse Treatment Services [N- SSATS]) and one for mental health treatment facilities (National Mental Health Services Survey [N-MHSS]) that contain complex skip patterns, prefilling of response categories from previous year’s surveys, and location and mailing address checks and changes with the I-BHS through the survey cycles. Responsibilities include all programming, fielding, data cleaning, data file making and analysis, and report writing.
Additionally, perform between-cycle surveys which are integrated with the I-BHS for augmentation purposes and to populate the locator with newly found facilities.
(3) Collect and compile multi-year client-level substance abuse (approximately 2 million records annually) (Treatment Episode Data Set [TEDS] Admissions and Discharges) and mental health data (approximately 6 million records annually) (Mental Health Treatment Episode Data Set [MH-TEDS] Admissions and Update/Discharges or Mental Health Client Level Data [MH-CLD] Individual Data) from state administrative systems. Success with these complex data sets requires coordination with State personnel who manage state administrative data systems, crosswalking State data into standardized codes, error checking and data reconciliation and replacement within a constantly changing database as states add, delete, and correct data fields of identifiable admissions to treatment. Linkage between individual “admissions” and “updates/discharges” must occur with accuracy. Additionally, a BHSIS Resource Center must be maintained with codebooks, documentation, access to the I-BHS for State personnel, I-BHS retrieval system for administrative checking of facilities within the I-BHS, and discussion groups.
(4) Maintain and update a highly interactive web-based treatment facility locator with data visualization and download capabilities (https://findtreatment.samhsa.gov). Updates, with integration from the I-BHS for address updates and survey databases for services data, occur weekly with address changes, monthly with “between-survey” additions, and annually with new N-SSATS and N-MHSS data.
(5) Perform technical writing, data analysis, data disclosure analysis procedures, and data file production to complete and support the contract tasking including, but not limited to annual reports for each of the separate data systems, production of data tables, web-only tables of current State admissions data, documentation of all procedures and systems, codebooks, operations, production of de-identifiable public use files using accepted disclosure analysis procedures as well as restricted analytic files, maintaining security and confidentiality of data systems at a moderate level. Examples of non-restricted products may be found at http://wwwdasis.samhsa.gov.
