PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS

INTRODUCTION

THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-

NAME).

The Substance Abuse and Mental Health Administration (SAMHSA), Division of Contract Management (DCM) on behalf of the Office of Prevention Innovation intends award a purchase order without providing for full and open competition (Including brand-name) to Accreditation Council for Pharmacy Education located at 190 S La Salle St STE 2850, Chicago, IL 60603 for Accreditation Application Fee.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

The intended procurement is classified under NAICS code 611710, Educational Support Services, Small Business Size, $21.0 Million.

REGULATORY AUTHORITY

The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2023-05, effective 09/22/2023.

This acquisition is conducted under the procedures as prescribed in FAR subpart 13— Simplified Acquisition and FAR subpart 12— Acquisition of Commercial Products and Commercial Services. This requirement is not expected to exceed the simplified acquisition threshold of $250,000.00.

STATUTORY AUTHORITY FAR 6.302-1

This acquisition is conducted as non-competitive under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

DESCRIPTION OF REQUIREMENT

Background SAMHSA engages in various learning opportunities for its staff to grow professionally. In particular is the learning series which since 2019 has offered a deep dive into particular subjects and behavioral health trends. Hosted by the Office of the Chief Medical Officer (OCMO) and supported by the Office of Communications (OC), it is a monthly series of presentations in which a SAMHSA staff person -- a subject matter expert -- gives a presentation on a particular topic. The Learning Series is truly multidisciplinary and gets input from all the Centers and Offices to present various topics of interest that we feel SAMHSA employees could not only benefit from but get a more comprehensive picture of what the agency is doing. While there is no cap on attendance, currently only about 90 staff participate each month. As such, OAS seeks to make some of the Learning Series activities eligible for continuing education units (CEUs) as many SAMHSA employees are social workers, psychologists, mental health counselors, physicians, or pharmacists who would benefit from the Continuing Educational Units and Continuing Medical Education (CEUs and CMEs) credits. With more than 500 employees, OAS would like to offer incentives for staff to attend and gain credit for these activities. Obtaining credits for these activities among others would signify an advancement in SAMHSA stature as an educational leader and align the operational division more closely with counterparts at FDA and CDC. To confer educational credits, approval of activities must occur from an educational accrediting body. At the present time, all jointly accredited approved educational activities are accredited only through the Accreditation Council for Pharmacy Education (ACPE) on behalf of the other accreditation bodies. The Office of the Chief Medical Officer (OCMO) at SAMHSA seek to apply for Joint Accreditation from the ACPE for our learning activities.

• Accreditation across disciplines o educational credits may be conferred to psychologists, social workers, nurses etc.
