About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services valued at or below the Simplified Acquisition Threshold (SAT). The Coast Guard is procuring twenty (20) Internal Combustion Engine Pistons (NSN 2815-12-394-8988, Part # 189M/EX00035690) with an estimated total value of $88,259.80. These pistons are components of the 154' Fast Response Cutters Main Diesel Engine System and must conform to specific design, materials, and operational requirements established by the Original Equipment Manufacturer (OEM), Rolls Royce.

The justification cites a Brand Name restriction under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12, as the reproduction, manufacturing drawings, specifications, and technical data are proprietary to the OEM and not available for purchase. The Coast Guard identified three suggested sources capable of guaranteeing interchangeability, compatibility, function, and size requirements: Central Power (Liberty, MO), Stewart & Stevenson FDDA LLC (Fort Lauderdale, FL), and Pacific Power Group (Kent, WA). All non-OEM vendors must provide documentation certifying that parts meet OEM specifications and standards. The document was last updated on March 3, 2026, with technical and requirements point of contact signature dated April 20, 2026. No fair and reasonable price determination method checkboxes were selected on the form.
