About this file

This is an evaluation criteria scorecard document issued by the Massachusetts Department of Elementary and Secondary Education (DESE) for solicitation 27TALWP1, a curriculum evaluation project. The solicitation seeks qualified vendors to evaluate core curricular materials for alignment to current national and Massachusetts-specific college- and career-ready standards, including English language development standards (WIDA 2020). Vendors must demonstrate organizational experience in curriculum evaluation and maintain independence from educational publishers, with no financial, professional, or personal conflicts of interest. For K-5 English Language Arts/Literacy evaluations, vendors must provide proven expertise in assessing materials for alignment to grade-level standards within the full literacy block, including foundational skills instruction in phonemic awareness, phonics, and fluency. All vendors must be available to provide sustained technical assistance to DESE and respond to clarifying questions regarding findings, methodologies, and data points on an as-needed basis.

The evaluation process uses a point-based scoring system with four primary evaluation criteria, each weighted with a multiplier of five, for a maximum of 100 total points. Vendors are assessed on their ability to define subject areas and grade spans with educator panels demonstrating expertise through K-12 classroom teaching, curriculum development, or educational research experience; their capacity to generate ratings through transparent, evidence-based review processes with formal training and calibration protocols; their application of a formal equity lens assessing diverse representation and universal design for learning features; and their capacity to produce comprehensive, clear, detailed, actionable, and publicly accessible evaluation reports with specific documented evidence.
