The Government seeks proposals for one U.S. or foreign flag general cargo Roll-on/Roll-off (RORO) or Lift-on/Lift-off (LOLO) vessel capable of transporting a minimum of 40,000 square feet of rolling stock and general cargo. The vessel must accommodate average loads of 975 short tons and maximum loads of 2,500 short tons with a maximum laden draft not exceeding 6.0 meters. Required performance specifications include operating capability for up to 21 days without resupply, minimum speed of 10 knots when loaded, and transit range of at least 5,000 nautical miles. The vessel must be able to moor alongside piers and quay walls using organic equipment, with adequate space for minor maintenance of sponsor personnel. Vessel owners must provide all tie-down materials, chains, and binders. For RORO-configured vessels, slewing, quarter, or side ramps must be deployed to piers, improved structures, or floating barges. For LOLO-configured vessels, cranes must be rated to handle all equipment on the cargo list with proper tackle, taglines, and operator qualifications assessed by the Master. The charter period is approximately 360 days, commencing no later than December 28, 2026 at 0800 hours local time in Naha, Okinawa, with cancellation by January 6, 2027 at 1600 hours local time. Delivery and redelivery will occur in Naha, Okinawa, or a designated anchorage nearby.

The RFP is a FAR Part 12 acquisition conducted under FAR 15 Contracting by Negotiation, with the Government contemplating award of up to two firm-fixed-price contracts. Offerors must submit proposals no later than Monday, November 2, 2026 at 1100 Eastern Time. Valid submissions require a minimum of ship name, price, and signature. The price proposal must include charter hire rates for the 360-day period, fuel costs, and other pricing elements, evaluated on the basis of 118 days underway laden, 45 days underway ballast, and 197 days in port idle, with MGO/MDO fuel priced at $1,608.88 per metric ton. The Government will award to responsible offerors with technically acceptable, lowest-priced proposals according to the preference scale in the Veteran-Owned Small Business Indefinite Delivery/Indefinite Quantity (VISA) program. Contractor personnel must include a Master responsible for vessel safety, crew, and government cargo, working with a Government Officer-in-Charge (OIC) for operational planning.
