About this file

This Request for Quote (RFQ) is issued by the Iowa Department of Natural Resources (DNR) for alum treatment services at Casey Lake in Tama County, with project oversight by the Black Hawk County Conservation Board. The DNR seeks qualified contractors to provide aluminum sulfate and sodium aluminate treatment to reduce internal phosphorus loading and mitigate algal blooms at Casey Lake, a 38-acre lake within the 748-acre Hickory Hills Park watershed. The scope of work includes furnishing, delivering, storing, and applying liquid aluminum sulfate (23,845 gallons) and liquid sodium aluminate (11,923 gallons) to the lake and three forebays, along with all mobilization, demobilization, signage, traffic control, and site restoration. The treatment must occur between September 1 and October 31, 2026, with a seven-calendar-day completion window once application begins. The RFQ was issued on July 9, 2026, with written questions due by July 22, 2026 at 11:59 PM CST, DNR responses due July 24, 2026 at 4:30 PM CST, and quotes due July 29, 2026 at 11:00 AM CST. The anticipated Notice of Intent to Award is July 31, 2026, with contract execution targeted for August 13, 2026. The contract term runs from September 1, 2026 through February 28, 2027 (six months), with one possible annual extension. All bids must be submitted exclusively through the IMPACS electronic procurement system.

Award will be made to the lowest responsible bidder based on price evaluation of responsive bids. The contractor must meet minimum insurance requirements including General Liability with $2 million general aggregate and $1 million per occurrence limits, Automobile Liability with $1 million combined single limit, and Workers Compensation as required by Iowa law. Black Hawk County Conservation Board requires additional coverage including an Umbrella Liability Policy of $1 million, naming the County as additional insured on a primary and non-contributory basis with waiver of subrogation. The contractor is responsible for all costs associated with bid preparation, chemical procurement and delivery, equipment operation, labor, and site restoration. The contractor must submit a Plan of Work for Engineer approval prior to treatment, including spill prevention and control contingency plans, GPS-linked application systems documentation, and daily treatment logs. Weather and environmental conditions dictate application feasibility, with treatment prohibited if surface water temperature falls below 40°F, wind speeds exceed 20 mph, or significant precipitation events are forecasted. The contractor must maintain pH levels between 6 and 9 during application and conduct jar tests daily to evaluate chemical effectiveness, with the Engineer retaining authority to halt treatment if pH deviates from acceptable ranges.

1.3 Background Information

This RFQ is designed to provide Bidders with the information necessary for the preparation of competitive Bids.

The RFQ process is for the DNR’s benefit and is intended to provide the DNR with competitive information to assist in the selection process. It is not intended to be comprehensive. Each Bidder is responsible for determining all factors necessary for submission of a comprehensive Bid.

High nutrient loading in Iowa lakes, particularly from phosphorus, has accelerated eutrophication and subsequently degraded water quality, impaired ecological health, and reduced recreational opportunities. As a result, many Iowa lakes experience frequent and widespread algal blooms, diminished water clarity, unpleasant odors, oxygen depletion, and fish kills, which have become common occurrences during the open-water season.

The Lake Restoration Program (LRP) has been working to develop new tools for managing phosphorus in lakes over the past five years, particularly those that are effective at treating internal phosphorus recycling. The LRP first worked with researchers from Iowa State University and the University of Wisconsin – Madison to better understand mechanisms for internal loading in Iowa Lakes (2020-2023 study) and develop strategies for managing different pathways of internal loading.

Casey Lake is a 38-acre lake in a 748-acre watershed, with most of the watershed located within the 723-acre Hickory Hills Park. The lake was constructed in 1970, coinciding with the overall development of the park. Hickory Hills Park provides recreational opportunities to the public including: camping, cabins, fishing, electric only boating, hunting, scenic grass trails, animal exhibits, and shelters. The park is located in Tama County, but is owned and managed by the Black Hawk County Conservation Board (BHCCB).

Frequent and pervasive algal blooms, low water transparency, noxious odors, depletion of oxygen, and fish kills have been observed and are even common in Iowa lake systems during the open water season. The Lake Restoration Program (LRP) has been working to develop new tools for managing phosphorus in lakes, particularly those that are effective at treating internal phosphorus recycling. In 2021, DNR and BHCCB hired Shive Hattery to evaluate existing watershed BMPs within the park and develop a lake restoration plan, including a dredging feasibility study and modelling effort to show how different restoration practices (including an alum application) would reduce phosphorus concentrations in the lake. In 2026, watershed BMPs and in-lake restoration practices were completed and the lake refilled. Shive Hattery was also tasked with incorporating post-dredging sediment coring and analysis into technical specifications and an alum dosing plan (chemical inactivation of phosphorus) for the lake and three forebays. This is the final step in the ongoing lake restoration project at this lake. An alum application is needed to help reduce internal nutrient recycling in the lake and limit algae blooms in the lake -ultimately improving water quality and recreational opportunities.

This alum application will help inactivate phosphorus being released from the sediments at Casey Lake and improve overall water clarity and quality.

3.02 UNFAVORABLE TREATMENT CONDITIONS

A. The ENGINEER will be responsible to monitor wind, water column temperature, and precipitation in order to make judgments about weather condition suitability for application. ENGINEER can make onsite determinations to pause the application if wind speeds exceed 15 mph and could force water mixing that might interfere with the application. If the application is paused, ENGINEER will determine when the application can resume based on suitable wind conditions.

B. Application of aluminum shall not occur if it can be reasonably expected (forecast) that a significant precipitation event (greater than 1.5 inch in 24 hours) shall occur during treatment or begin within 24 hours after treatment completion.

F. The Contractor shall ensure that the aluminum sulfate and sodium aluminate are evenly distributed throughout the treatment area and that the appropriate dose is applied to the appropriate zones shown in C101.

G. The Engineer will monitor the ambient pH in Casey Lake during the aluminum treatment application. If at any time during treatment, the depth-averaged ambient pH in the lake falls below 6.5 or increases above 9 S.U., Contractor will stop the treatment. Treatment will not resume until authorized by the Engineer.

H. The Contractor shall conduct jar tests immediately prior to the start of the alum treatment and every morning before daily treatment begins to evaluate the effects of using the chemicals in lake water at the time of the treatment. Results of the treatment jar test will be used, if necessary, to adjust the application rate. Results will be shared with the Engineer and approval to proceed or a modification jointly agreed upon.
