About this file

This is a dosing specifications document for the Iowa Department of Natural Resources' aluminum treatment project at Casey Lake in Tama County. The project involves the application of liquid aluminum sulfate and sodium aluminate to a 38-acre lake within Hickory Hills Park to inactivate sediment phosphorus and reduce internal phosphorus loading. The contractor must deliver and apply 23,845 gallons of liquid aluminum sulfate and 11,923 gallons of liquid sodium aluminate between April 1, 2027 and May 15, 2027, with preferred application occurring Monday through Thursday. Work includes furnishing all labor, materials, equipment, and supervision required for chemical delivery, storage, and application to areas of equal or greater than 5-feet water depth. The contractor must submit a plan of work for engineer approval prior to commencement, including spill prevention and control contingency plans, GPS navigation and chemical metering systems, backup systems, and anticipated treatment capacity. Daily records and GPS-linked data showing application rates and locations must be submitted to the engineer on a daily basis, and jar tests must be conducted immediately prior to treatment start and each morning before daily treatment begins.

The aluminum sulfate and sodium aluminate must be applied simultaneously at a 2:1 ratio to maintain lake pH between 6 and 9, with application rates of 723 gallons per acre for aluminum sulfate and 361 gallons per acre for sodium aluminate. Treatment cannot commence if surface water temperatures are below 40 degrees Fahrenheit or if precipitation events exceeding 1.5 inches in 24 hours are forecast within 24 hours after treatment completion. The contractor is responsible for all costs associated with chemical procurement, delivery, equipment, labor, staging area setup and restoration, security, and compliance with local and county requirements. Application must be paused if wind speeds exceed 15 miles per hour and cannot resume until suitable conditions exist. The engineer will monitor ambient pH and authorize treatment stoppages if depth-averaged pH falls below 6.5 or exceeds 9 S.U. All materials must meet AWWA B403-88 standards for aluminum sulfate and AWWA B405-06 standards for sodium aluminate, with certificates and lot testing results submitted before treatment occurs.

PART 3: EXECUTION

3.01 DELIVERY, STORAGE AND HANDLING

A. The Contractor shall provide the name and location of the proposed chemical supplier with the Bid and will be responsible for all coordination with the aluminum supplier necessary to insure timely delivery to the project site. The Contractor shall confine all storage of equipment and materials within the Project Limits and otherwise in a safe, secure and environmentally sound manner. Conformance to these requirements shall be determined by the Contractor, subject to disapproval of the Engineer, whose failure to disapprove does not, however, constitute any shift of responsibility to properly handle equipment and materials from Contractor to Engineer. Tank Truck haul routes and site access shall be as directed by OWNER If gradual off-loading is required the Contractor shall be responsible for all demurrage charges.

B. The Contractor shall provide notice to Owner of delivery of equipment and materials seven days prior to the delivery date.

C. CONTRACTOR will be responsible for addressing any chemical spill or release in accordance with its spill prevention and contingency plan, and all laws and proper practices. CONTRACTOR will inform the Engineer of any such spill or release as soon as possible.

D. The Contractor shall maintain a copy of the spill prevention and spill contingency plan on site for the duration of the project.

3.02 UNFAVORABLE TREATMENT CONDITIONS

A. The ENGINEER will be responsible to monitor wind, water column temperature, and precipitation in order to make judgments about weather condition suitability for application. ENGINEER can make onsite determinations to pause the application if wind speeds exceed 15 mph and could force water mixing that might interfere with the application. If the application is paused, ENGINEER will determine when the application can resume based on suitable wind conditions.

B. Application of aluminum shall not occur if it can be reasonably expected (forecast) that a significant precipitation event (greater than 1.5 inch in 24 hours) shall occur during treatment or begin within 24 hours after treatment completion.

C. Application of aluminum shall not occur if the surface water temperature is below 40⁰ F.

D. Application of aluminum should only occur if the wind speeds at the surface of the lake are below 20 mph.

3.04 LOCATION OF WORK

A. Project Limits shall be the area equal to or greater than 5 feet water depth in Casey Lake and access areas indicated on C101.

B. The staging area is located at the Archer’s Shelter Parking Area and Public boat launch.

3.05 ALUMINUM APPLICATION

B. The Contractor shall be responsible for all staging area setup, security, cleanup, and restoration to its original condition. The Contractor shall meet all local and county requirements and take reasonable steps to minimize impacts on residents and lake users in noise, parking, safety, equipment and supply storage, smells, and general condition of the site.

C. The Contractor shall conduct the aluminum application utilizing a barge or similar vessel with an Engineer approved injection system that allows for uniform application of liquid aluminum. Aluminum application shall be made to the indicated areas of Casey Lake as shown on C101.

D. The Contractor shall ensure that the aluminum sulfate and sodium aluminate are applied at a ratio of 2:1 (2 gallons of aluminum sulfate for every 1 gallon of sodium aluminate). This ratio must be maintained to ensure that the pH in the lake water is maintained between 6 and 9. The application of the aluminum sulfate and sodium aluminate liquids must occur simultaneously using one boat (or system).

E. The Engineer estimates that the respective treatment rates will require a total material outlined in Table 1. It is Contractor’s responsibility to ensure that enough material is available to complete the Work in accordance with the dosing requirements stated herein.

F. The Contractor shall ensure that the aluminum sulfate and sodium aluminate are evenly distributed throughout the treatment area and that the appropriate dose is applied to the appropriate zones shown in C101.

G. The Engineer will monitor the ambient pH in Casey Lake during the aluminum treatment application. If at any time during treatment, the depth-averaged ambient pH in the lake falls below 6.5 or increases above 9 S.U., Contractor will stop the treatment. Treatment will not resume until authorized by the Engineer.

H. The Contractor shall conduct jar tests immediately prior to the start of the alum treatment and every morning before daily treatment begins to evaluate the effects of using the chemicals in lake water at the time of the treatment. Results of the treatment jar test will be used, if necessary, to adjust the application rate. Results will be shared with the Engineer and approval to proceed or a modification jointly agreed upon.
