About this file

This is a Statement of Work (SOW) for freeboard repairs to the USCGC John Scheuerman, a United States Coast Guard cutter. The contractor must crop and renew steel sections on the port and starboard sides of the vessel to address small holes and approximately 6-inch cracks near the starboard and port engine exhaust areas. The work involves removing coating from affected areas, conducting ultrasonic thickness measurements to assess corrosion damage, and submitting a Condition Found Report with recommendations for additional renewal if necessary. Excessive corrosion is defined as steel exhibiting 25% or greater wastage from original thickness. The material to be cropped and renewed is 4.5mm thick AH36 steel, estimated at 4 square feet total (approximately 1 foot by 2 feet per side), with exact specifications to be determined post-inspection. The plating is welded to stainless steel-316-L material and all interior insulation and other interferences must be handled accordingly.

The contractor must certify affected spaces as safe for hot work, provide fire watch and water extinguisher on site, and perform non-destructive examination of all welds in accordance with SFLC Standard Specification 0740 (likely via magnetic particle test) in the presence of the Coast Guard Port Engineer. Following repairs, the contractor must renew affected insulation inside the hull and submit NDE results in a Condition Found Report. The period of performance is September 14, 2026 through September 27, 2026, with work to be performed at Toll Offshore Petroleum Services in Singapore. The related solicitation (RFQ Number 52000QR260028154) is issued under FAR Part 13 simplified acquisition procedures on a firm-fixed price basis, classified under NAICS 336611 with a small business size standard of 15 million dollars. The procurement is unrestricted, though the Government reserves the right to award as a small business set-aside if advantageous.

STATEMENT OF WORK (SOW)

FOR

USCGC JOHN SCHEUERMAN – Freeboard Repair

Description of Requirement: Crop and renew steel section on port and starboard side of vessel.

1. Using a paint float or similar platform, remove coating on/around affected areas to extent necessary to assess condition of damage and corroded steel.

2. Take ultrasonic thickness measurements around the cracks to determine extent of excessive corrosion. Submit a Condition Found Report (CFR) of affected areas with proposal for additional renewal, if needed.

3. Excessive Corrosion shall be defined as steel exhibiting more than or equal to 25% wastage from original thickness. In other words, if the material is more than 75% of its original thickness, it is to be considered suitable.

4. Material to be cropped/renewed is 4.5mm thick AH36 steel.

5. For bidding purposes, estimate that 4 sqft of material shall be cropped renewed.

6. For awareness, the plating to be renewed is welded to, on the forward weld, Stainless Steel-316-L material of ¼ inch thickness.

7. Handle all interferences including, but not limited to, interior insulation on the bulkheads.

8. KTR shall certify affected spaces as Safe for Hot Work in accordance with all applicable regulations. Provide fire watch and suitable water extinguisher on site.

9. Crop and renew the affected areas in accordance with the attached diagram, which will roughly be 1 ft by 2ft per side. Exact specifications will be determined post-inspection IAW Step 2.

10. Perform Non-Destructive Examination (NDE) of all welds in accordance with SFLC Std Spec 0740 (will likely be via magnetic particle test). Perform NDE in the presence of the CG Port Engineer and submit results in a CFR.

11. Renew affected insulation inside the hull.

12. Period of Performance: 14SEP2026 – 27SEP2026

13. Place of Performance: Toll Offshore Petroleum Services, Singapore 508988
