Due to the circumstances described below in Sections V, IX and XI, there are no additional actions that could be taken to develop competition. Therefore, it is considered appropriate to seek approval for more than one fiscal year’s requirements. If other qualified or approved sources become known at any time during the contract, competition will be utilized to the maximum extent possible.
IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN
COMPETITION
10 USC 2304(c) (l), as implemented by FAR 6.302-1(a)(2)(ii)
V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS OR
NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY
CITED ABOVE (APPLICABILITY OF AUTHORITY)
Barnes Aerospace is currently performing this highly specialized service awarded competitively as a split contract, with Pratt and Whitney FA8121-15-D-0023/24. However Pratt and Whitney has been removed as a qualified source due to not re-substantiating and producing a part in the last 3 years and have not submitted a SAR package. These cases provide a very critical function supporting the 2nd,3rd, and 4th stage turbine stator assemblies. In addition, they support the rear of the Low Pressure Turbine module for the F100-220/-220E engine on the F15/F16 aircraft. These items require effective process control and the need to maintain strict adherence to process parameter values and shop practices that optimize material structure and mechanical properties.
The interrelationships between process parameters, material structure, and mechanical properties are very complex. Barnes Aerospace possesses unique capabilities derived from knowledge and expertise gained during previous remanufacture of these items. Therefore, this acquisition will be a follow-on contract to ensure the continued production of highly specialized remanufactured cases.
The 421 SCMS believes that award to any other source would result in unacceptable delays in fulfilling the Air Force’s requirement. Delays in award will have the potential of disrupting the availability of F100 engines, thereby leaving the Air Force unable to meet critical mission requirements.
These parts require engineering source approval by the design control activity in order to maintain their quality. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source requires acquisition of the part from an approved source. An alternate source must be qualified in accordance with the design control activity's procedures, as approved by the cognizant government engineering authority. New sources are required to submit a Source Approval Request (SAR) package to the engineering source for approval. Interested sources must be approved for both Phase I and Phase II of the SAR process based on the qualification requirements, RQR-PSD-1. These qualification requirements and Repair Data List is available and prospective sources must be evaluated by F100 Engineering to ensure their capabilities. Phase
I of the SAR process is documentation. During Phase II of the SAR process, the contractor must demonstrate to the engineer they can perform the remanufacture successfully (i.e. performing the processes of remanufacture). All required Technical Orders are annotated on the Repair Data List.
The data listed in the Repair Data List specifies the repair requirements. All tools that are required are called out in the applicable Technical Orders. In addition, the contractor must have qualified employees to perform the overhaul. This process is estimated to take 2 to 3 years. No other contractors have submitted a SAR package to date.
Accordingly, Barnes Aerospace is the only firm capable of providing the supplies and services described in Section III above without the U.S. Air Force experiencing unacceptable delays causing grounding of aircraft.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED
PRACTICABLE
A Sources Sought Synopsis (SSS) was conducted during market research. The SSS was posted on the Federal Business Opportunities (FedBizOpps) website under FD2030-19-00664 on 25 Mar 19 with a response date of 24 Apr 19. Three vendors indicated interest, see Section X below. The only current qualified source is Barnes, no SAR packages have been received to date from any addition sources. This requirement will be synopsized in http://www.fedbizopps.gov as a notice of proposed contract action IAW FAR 5.201 and the anticipated posting date is Aug 19. The Government has established Repair Qualification Requirements (RQRs) for this item (RQR-PSD-1), which are available for any interested parties. Qualifying countries none. Other actions: None
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND
REASONABLE
The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. IAW FAR as supplemented, the contractor will be required to submit certified cost and pricing data and a detailed price analysis will be performed. The Contracting Officer may request a technical evaluation from the Defense Contract Management Agency and Defense Contract Audit Agency (DCAA) if necessary.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS
OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT
CONDUCTED
Market Research in accordance with FAR Part 10 was conducted using a multi-functional team consisting of the Engineer and the Logistics Management Specialist. As described in Section VI above, a Sources Sought Synopsis advising industry of the pending acquisition and soliciting inquiries from interested parties was included in the Market Research Activities. Additional research included review of the subject NSN procurement histories and researching internet sources on the following websites: www.abilityone.gov, dsbs.sba.gov, www.iso-parts.com, www.dgmarket.com, www.ic-nsn.com, and Google.com. The research confirmed that there is only one approved source to remanufacture this part. There were two other respondents, Paradigm Manchester Inc. and Quality Trust Inc. however neither have submitted SAR packages for consideration of capabilities. A potential source interested in performing this remanufacture would require engineering source approval by the design control activity in order to maintain the quality of the part. This research revealed that there is not a commercial process available to meet this requirement. Barnes Aerospace was found to be the only source able to fulfill the requirement described in Section III.
