DESCRIPTION OF REQUIREMENT

The determination by the Government to make this a single-sole source requirement is based upon the market research conducted as prescribed in FAR Part 10-Market Research. The results of the market research concluded that sponsorship of the Health Occupations Students of America (HOSA) International Leadership Conference is only available through HOSA. HOSA is a global student-led organization recognized by the U.S. Department of Education and the Department of Health and Human Services and several federal and state agencies. HOSA’s mission is to empower Future Health Professionals to become leaders in the global health community, through education, collaboration, and experience. HOSA actively promotes career opportunities in the health industry. HOSA provides a unique program of leadership development, motivation, and recognition exclusively for secondary, postsecondary, middle school, adult, and collegiate who have interests in pursuing careers in health professions. HOSA has 260,000 members through 54 chartered HOSA Associations, across the nation.

Background According to the Commonwealth Fund (2023), nearly half of all Americans will have a behavioral health issue in their lifetime. However, in the U.S., behavioral health providers are in short supply which is affecting the ability of people to get timely care. In 2021, fewer than half of people with a mental illness were able to access timely care (NSDUH, 2022) and those with substance use disorders were even less likely. Some groups are disproportionately impacted by workforce shortage, including people living in rural communities, people of color, non-English speakers, and the LGBTQ population.

Purpose and Objectives The purpose of this contract is to secure a sole-source award with HOSA for the sponsorship and collaborative project to supports activities to create a behavioral health foundation for future health professionals and workforce development.

The objectives includes:

1. Support workforce development by having youth participate in prevention initiatives, sparking interests in working in this area and/or government work.

2. Educating youth interested in pursuing a career in health, in a foundation of behavioral health with a focus on mental health promotion and substance use prevention.

3. Leverage the experiences of the youth participating in the project to better inform ongoing CSAP prevention activities.

Scope The sponsorship/collaborative project will include the following initiatives: workshops and an education booth at the ILC, regional webinar series, listening sessions, and a Behavioral Health Challenge for chapters across the nation focused on mental health promotion and prevention. The funds will be used for chapter mobilization including recruitment and engagement around the challenge, and resource development to support development of education materials, and incentives to support the challenge and recognition of the winners. HOSA shall account for project funding necessary to meet all requirements specified. All work under this purchase order will be monitored by the Contracting Officer’s Representative (COR).
