Questions & Answers for RFP 277-22-0579
1. Question: Please clarify the purpose of this procurement: it is the work supplementary or a replacement to active Contract 75S20120C00001 (period of performance 08/03/2020 through 08/02/2025), held by Advancement Strategy? Answer: This is a recompete of Contract 75S20120C00001.
2. Question: On page 57 of the RFP, it states, “Loading charts must be provided for each year of the project and provide hours for each Task and each Optional Task in the SOW.” Also, within the business proposal instructions on page 59 of the RFP, offerors are required to provide a budget by task. However, on page 68 of the RFP within the evaluation criteria, under Staffing/Personnel Section B, it states that the staff loading chart must include subtasks. Please confirm that offerors are only required to provide the staff loading chart at the task level.
Answer: The staff loading chart to be provided as part of the technical proposal should be submitted at the subtask level per the Evaluation Criteria on page 68 of the RFP. The charts to be submitted as part of the business proposal should be submitted at the task level per the instructions on page 59 of the RFP.
3. Question: In Task 3, it states, “The Contractor shall produce and submit to the COR for review and approval a complete draft OMB clearance package within 21 days of approval of the Evaluation Plan, and a final OMB Clearance Package within seven (7) calendar days following initial draft submission.” Please confirm that there will be sufficient time allotted for COR review and contractor responses to comments. Answer: The draft OMB package is built from the evaluation plan in developing the State Performance and Best Practices Report and used for evaluating policies, programs and practices that are recommended by the ICCPUD for inclusion into the report. The evaluation plan is typically done with the COR/ACOR during weekly and other ad hoc meetings and should assist in answering questions and direction for the OMB package development. Should the contractor need additional time based on unforeseen circumstances, they can request an extension to the deadlines. Should the COR/ACOR or SAMHSA take more time than projected, and automatic extension is granted to the deadlines.
Ideally the evaluation plan should describe the process for the legal research, and methods used in evaluating recommended policies, programs, and practices to prevent underage drinking and the relation to the annual state survey “STOP Act Survey of State Underage Drinking Prevention Policies, Programs, And Practices”.
4. Question: Please clarify the size standard reference for NAICS Code 541990 in the Cover Letter.
In the letter, it states, “All Other Professional, Scientific, and Technical Services with a small business size standard of $15 million.” Please confirm that this size standard is actually $16.5 million, which reflects the latest update by the Small Business Administration. Answer:
Effective May 2, 2022, the size standard for NAICS code 541990 is $17 million.
