1. Under Task 2.1, does SAMHSA anticipate having a launch event every year? Yes, each year a new PSA is developed or major product for the campaign. Past practice is that it is rolled out at SAMHSA’s Prevention Day, usually in February.

Also, are these events different than the types of events described in Optional Task 12?

Yes, however this would be a separate event entirely, and could be used to support National Prevention Week or other selected observance by SAMHSA not just the national media campaign for underage drinking.

1. On page 25 of 52, it states that “new products will be conceptualized and developed on a rolling basis to provide an annual refresh of content and campaign products.” For budgeting purposes, should we assume when budgeting that all creative assets listed under Specific Product Deliverables will be refreshed/newly developed annually? If this is an incorrect assumption, please specify.

No, only selected products based review of existing product lines and only after SAMHSA approval with proposed budget, given funding limitations.

1. It states on page 26 of 52 that the “COR will be onsite during the shooting of video footage.” For budgeting purposes, does SAMHSA have a preference where the shoot will take place? Specifically, East Coast or West Coast?

No, however all travel is dependent upon approval by SAMHSA for the COR.

1. On page 26 of 52 and again on page 34 of 52, there is reference to formative groups. 2.3 says to identify up to 10 communities as potential sites for product testing and focus groups; and to assume $5,000 for these activities for each of the 10 communities during formative research and evaluation after release of the campaign. 6.1 states that the contractor shall pretest all copy themes, print, broadcast, and other media messages and materials in accordance with the accepted practices of health communications and commercial advertising; and that we should assume a maximum of 5 pretests. Can you please distinguish the difference between formative groups in 2.3 and 6.1?

Task 2.3 is part of product development and campaign product testing within various communities to ensure the products are useful at the community level. These products will have already completed the concept testing and clearance phase prior to being implemented in a community. Task 6.1 is concept testing, these are concepts and messages that we think are good, but need to be tested before we bring them to the communities. These are mockups, scripts, rough cut versions of a PSA.

1. Task 2.2 page 25 of 52 refers to platform updates and software redesign for the “Talk. They Hear You.” mobile application. Will SAMHSA provide access to the files/coding/software or should bidders make an agreement with the producer of this app?

SAMHSA will provide available software files.

1. Under Task 2.4, how does the promotion and distribution plan relate to the strategic communication plan mentioned in Task 4?

The promotion and distribution plan is focused only on the distribution of the video PSA’s and is a component of Strategic Communications Plan (SCP). The SCP will include all aspects of the campaign, Print, radio, other products.

1. Is the work of this Task 2.4 mainly earned media or PSA placement?

The entire campaign is an earned media campaign.

1. Task 2.5, to permit comparison of proposals, can you offer guidance as to the scope of support SAMHSA seeks to provide to partners?

SAMHSA has a defined list of partners at present, support is largely based on identified efforts. Overall, partnership support is minimal. There is not travel associated with this task.

1. In Task 6.1, contractors are tasked with conducting research to evaluate concepts through focus group, mall intercepts, or other means. Are the hours for this effort counted against the 450 hours for senior evaluator and 410 hours for junior evaluator identified in Task 3, Evaluation and Reporting?

That would depend the contractors approach to the focus groups. It is assumed that some level of evaluator time would be involved.

1. Task 7 seems to state that it is a requirement for all years and only option years. Please clarify. Note to offer should state the following: “In the base year, the Contractor will develop new content and refresh Campaign messaging as well as pre-test all products with the intended audience(s). It is expected that the development, review, and clearance process will carry on through the base year. As such, it is expected that the Packaging and Distribution task should occur in ALL Years.”

1. Task 7 also references only developing a plan for packaging and distribution. Is the task limited to planning?

No, this is the task that executes packaging and distribution.

1. For Task 9, the description includes organizations mentioned in Task 6. Are the “key stakeholder organizations” that will be receiving training and technical assistance the same as the 5 pretest sites mentioned under 6.2, or different organizations? We are trying to understand the need for consultant fees and subject matters experts.

The 5 pretests are focus group testing or message testing only not associated with this task. For Task 9, this only involves working with a one of SAMHSA’s partners or affiliates that need creative adapted for billboards or other requests for implementation of the campaign. In the past it is also the task used for pilot testing at the local level.

1. On page 37 of 52, Optional Task 11: Opportunistic Distribution (purchase media via web, radio, television, print, conference attendance), offerors are to budget for one opportunistic distribution event per year and assume media placements on the major networks and affiliates, cable networks, radio networks, and print media in 15 media markets. Could SAMHSA provide any further guidance to help budget Optional Task 11? Since media placement costs vary widely by market, can you please confirm the 15 media markets referenced and also if offerors should plan to place media in English- and Spanish-language?

Confirming 15 media markets. Depending on approach i.e. Radio, vs Broadcast, vs Print costs will vary widely. For budgeting purposes let’s assume this will be a direct mail effort targeting parents and caregivers of 9 to 15 year old children. Assume setup cost of $2,500 with an expected reach of 21,000 households.

1. There is some discrepancy between what is stated in Attachment 9 and other sections of the proposal, including Section L.2.b, for both the Technical and Business Proposals. Can we assume that we should follow the instructions listed in Attachment 9 for such issues as page limitations and providing the proposals electronically (submit one PDF; no need for Word version, CDs, or hard copies at this point)?

Please follow the instructions listed in the revised Attachment 9.

1. If a small business subcontractor does not have adequate Past Performance but key personnel has such past performance through other projects they have worked on, can that organization include the past performance of key personnel?

Yes, an organization can include past performance for key personnel.

1. Please provide instructions for subcontractors who wish to submit a sealed bid.

For those Offeror that have subcontractors that are requesting to submit a sealed proposal. The SEALED PROPOSALS are DUE to SAMHSA by 3pm on 2/9/17. The PRIME should deliver ONE SEALED PROPOSAL PACKAGE with all of the subcontractor’s CD’s no later than 1pm so that the package can get to DCM by 3pm. Please see the Sealed Proposal Cover page for information on the sealed proposals and the delivery location. Please not that if this package is received later than 3pm in the DCM office IT WILL BE LATE and NOT ACCEPTED which will then classify your ENTIRE proposal being LATE. It is the PRIME responsibility to ensure that their COMPLETE PACKAGE (which includes the eCPS and the SEALED PROPOSAL PACKAGES) be submitted timely. If any part is LATE then the ENTIRE PROPOSAL is LATE.

1. Where the RFP makes references to major subcontracts and defines those as over $700,000, is this amount in reference to a total amount of a subcontract over 5 years, or per year?

The amount in in reference to the total amount of a subcontract over 5 (all) years.

The contract dollar amount is not being released.

1. Can you clarify the submission method? Do hard copies need to be mailed in addition to submitting proposals electronically on the eCPS system? If so, how many copies of each need to be included?

No, hard copies do not need to be mailed in addition to submitting them electronically. The proposals are only submitted through eCPS.

1. For the business proposal, is pricing required at the subtask level (i.e., Subtask 3.1, 3.2, 3.3, etc.) or will the task level (i.e., Task 3) be sufficient?

Pricing is required at the subtask level.

1. During contract execution, will the funded amounts for each task and optional task represent a not-to-exceed task level ceiling (i.e., separate CAN numbers) or will the overall funded amount for all tasks and optional tasks represent the not-to-exceed ceiling?

There may be different CANS for the CORE Tasks and the Optional Task.

1. On page 55 of 62 under IT Proposed Resources, it states “Offerors must submit a budget and a narrative for each of the IT resources proposed and an IT Technical Approach for accomplishing the tasks described in the SOW.” Will Attachment 15 “IT Total Estimate Cost Sheet Form” suffice as the budget and can contractors refer to the Technical Proposal for the IT Technical Approach and narrative?

DTM will take IT Worksheets and compare them to the information provided in the proposal to be sure it meets the requirements of the SOW. The IT information needs to be included in the IT Total Estimate Cost Sheet Form and the budget. Yes, contractors may refer to the Technical Proposal for the IT Technical Approach and narrative.

1. In the Evaluation Criteria, Technical Approach, section c (page 59 of 62), please clarify what is required for the criteria to demonstrate in-depth knowledge of the federal and SAMHSA program initiatives and Federal Government’s GPRA requirements.

Offeror should understand federal priorities in reducing underage drinking. These can be found in the Report to Congress on the Prevention and Reduction of Underage Drinking, and in Leading Change 2.0: Advancing the Behavioral Health of the Nation 2015-2018.

1. Page 49 of 62 of the RFP: The RFP indicates the technical proposal must not exceed 100 pages and the Appendix shall not exceed 50 pages in length. However, Attachment 9 indicates the technical should not exceed 75 pages and the Appendix shall not exceed 45 pages in length. Please clarify which guidelines to follow regarding page length.

1. Page 50 of 62 of the RFP: The RFP states that the Appendix must be no smaller than Times New Roman 10pt font. However, in the same sentence it also mentions that exhibits and graphics must be no smaller than Times New Roman 8pt font. Can SAMHSA clarify if exhibits and graphics that appear in the Appendix can be 8pt font?

1. Across all Tasks: SAMHSA indicates whether a task happens in all years or only in a specific year. Can you confirm that when ‘all years’ is indicated for a task, like for example Task 2, it is not expected that each sub-task also happens each year. Rather, Task 2 overall has activities that will happen across all years, but that various sub-tasks may happen during different years.

Yes, Task 2 will have activities for all years and not every sub-task will be required every year.

1. Pages 6-13 of Attachment 1: Please confirm that it is acceptable for offerors to include information about IT security and privacy procedures within the appendix of the Business Volume?

Yes, it is acceptable for offerors to include information about IT security and privacy procedures within the appendix of the business volume.

Please confirm that they apply.

1. Page 24 of 52 of Attachment 1: Please clarify the statement provided under “Data Classification Note” as there appear to be some words missing. Please also provide the Security and Privacy Requirements Section E (Section E in the RFP is titled “Inspection and Acceptance,” not “Security and Privacy Requirements).

There is no wording missing under the “Data Classification Note”. The Security and Privacy Requirements section is part of the SOW under General Requirement.

Page 24 of 52 of Attachment 1: Please clarify how the public campaign kickoff meeting described in Task 2.1 differs from the national stakeholder meeting in Task 8 and launch event in Optional Task 12. Does the government anticipate the public campaign kickoff meeting (Task 2.1) happening each year? Can offerors propose ideas on how to use such a meeting to best achieve objectives, even if these ideas deviate from the assumptions listed in the “note to offerors”?

Yes confirming that they apply and are found in attachment #2 beginning with the fourth General Requirements.

All OMB packages are currently submitted for the evaluation of the campaign.

Can SAMHSA confirm this means that new products will not be developed during base year, but rather will begin being conceptualized during Base Year for development during OY1?

Each year new products will be conceptualized and developed and continue on a rolling basis.

Page 27 of 52 of Attachment 1, Note to Offerors: The note at the top of the page identifies a number of potential content/materials (i.e. widgets, announcements, Facebook posts, articles, web pages, etc.). Can SAMHSA provide guidance as to how this content/these materials are related to the product testing activities in Task 2.3? Are these the items SAMHSA intends to ‘test’? If so, can SAMHSA confirm that offerors should be budgeting for development of this content/these materials in Task 2.2 (the portion of Task 2 that appears to be devoted to product/content/materials development)?

There is no product testing associated with social media etc.

1. Page 36 of 52 of Attachment 1: Please clarify the reference to “subject matter experts” in the note to offerors provided in Task 9. Is it SAMHSA’s intent that we budget for subject matter experts to travel to Washington DC metro area, for off-site technical assistance to be provided here? Or, is the reference to “subject matter experts” intended to be “stakeholders” (representatives from key stakeholder organizations)? Are we correct to assume the travel for technical assistance will be to bring stakeholders to DC for this assistance?

Page 38 of 52, Optional Task 12: Can SAMHSA clarify the discrepancy between the size of the event described in the body copy of the task, which says ‘an event for 200-1,000, and the size of the event indicated in the note to offerors on the bottom of the same page, which indicates an event for 50 people. What size event should we write to and budget for? The Event size is incorrect in the Note to Offeror and should read 200-1000 people. Costs are as stated $15,000 and include venue and other associated costs.

Also, would SAMHSA be open to the offeror proposing alternative variations of launch events, rather than a purely DC based event?

SAMHSA is looking for WA DC based only at this time due to travel restrictions for Federal Staff.

Page 41 of 52 of Attachment 1, Optional Task 13: The note to offerors in Task 13.3 providing budget parameters for two contractor staff to travel for one meeting does not include costs for focus groups in four cities and travel to those four cities, or for PSA production. Can SAMHSA provide more robust guidance for budgeting that corresponds to the activities in this task?

Costs will vary widely depending on the offerors approach. I.e. the offeror may have staff capacity and use in house staff to complete the work, vs. a vendor arrangement were all of the work is contracted out and the offerors staff are monitoring the events.

1. Page 3 of 7, Attachment 2: For Task 3.1, draft evaluation plan, and Task 3.2, final evaluation plan the chart indicates that they should be submitted to the COR and CBHSQ. However, on page 28-29 of 52 of Attachment 1, it makes no mention of submission to CBHSQ in Tasks 3.1 and 3.2. Please confirm if the draft and/or final evaluation plans must be submitted to CBHSQ.

All products and work will come through the COR for Review and approval. The COR will route to CBHSQ were appropriate for review and clearance with OMB packages etc.

1. Page 5 of 7, Attachment 2: For Optional Task 13.3, Concept Testing, the first line under “Delivery” states “Within three (3) months after EOT.” There is no mention of a similar general delivery deadline in section 13.3 in Attachment 1, page 40 of 52. Please confirm this delivery deadline.

Yes, within 3 months or 90 days of EDOT.

Page 7 of 7, Attachment 2: For Optional Task 16.4, it states, “submission of rough-cut for PSA for review by COR 1 week after completion;” and, “Submission of all PSA masters to COR 1 week after completion.” In the text on pages 48-49 of 52 of Attachment 1 that deals with Optional Task 16.4, there is no mention of the 1 week deadlines for either deliverable. Please confirm if these deadlines apply.

Yes, as stated in the Attachment #2 Delivery Schedule “submission of rough-cut for PSA for review by COR 1 week after completion;” and, “Submission of all PSA masters to COR 1 week after completion.” Applies.

1. Attachment 7 of the RFP: If the organization bidding on the work does engage in lobbying activities, do they still need to submit attachment 7? If yes, can SAMHSA provide an updated form for submission? The current attachment has formatting errors.

Yes, the organization would still need to submit attachment 7 if they engage in lobbying activities.

Attachment 9 of the RFP: Page 50 of 52 of the RFP states that the size of the font should be NO smaller than the size of Times Roman 12pt for the Technical Proposal; NO smaller than the size of Times Roman 10pt for the Appendices; NO smaller than the size of Times Roman 8pt Exhibits and Graphics but the offeror can utilize any legible font style. However, Attachment 9 states that the proposals’ font size must be no smaller than Times New Roman 12 point. Can SAMHSA please clarify the accepted font size(s)?

Please follow the instructions listed in the revised Attachment 9.

1. Attachment 10 of the RFP: SAMHSA states that the Government Notice For Handling Proposals memo should be placed on top of each copy of the technical proposal. Given the requirement for electronic submission, please confirm that placing this language immediately following the cover page in the Technical Proposal is acceptable.

Yes, it is acceptable to place the language immediately following the cover page in the Technical Proposal.

1. Page 55 of 62, Business Proposal Instructions: Regarding IT Costs, can we assume that offerors only need to itemize expenses that may be above and beyond existing infrastructure? If not, please provide budgeting assumptions for estimating purposes.

Regarding the IT costs, offerors need to itemize all costs. Budgeting assumptions are not being provided.

1. Page 55 of 62, Business Proposal Instructions: Given the proprietary and confidential nature of company financial data, is the provision of a statement confirming the offeror’s financial capacity sufficient to satisfy the requirement of 5) Financial Capacity?

1. Attachment 15 and 16: Please clarify how the costs featured in the IT Total Estimate Cost Sheet Form (Attachment 15) should be incorporated and reflected in the Summary of Cost and Hours Spreadsheet (Attachment 16).

The costs featured in the IT Total Estimate Cost Sheet Form would be incorporated as an ODC in the business proposal and would be a part of the overall costs for the budget for that year. It would be included as part of the estimated costs.

1. Attachment 11: Can the offeror include the information requested in Attachment 11, Contact Points, in the business volume narrative rather than directly fill out the Attachment 11 form? Yes, offerors can include the information requested in Attachment 11, Contact Points, in the business volume narrative rather that directly fill out the Attachment 11 form.

1. Attachment 14: Can we assume that utilizing the template in Attachment 14 satisfies the terms listed under Direct Labor on Page 54 of 62? (The template provides for fringe to be calculated across the entire proposed labor base rather than by employee.)

Yes, utilizing the template in Attachment 14 satisfies the terms listed under Direct Labor on Page 54 of 62 but if there is any other labor categories, they would need to be included as well.

1. On page 54 of 62, the bulleted list under item e) Subcontract(s) appears to pertain to the contents of the letter of commitment. Can SAMHSA confirm that the commitment letters themselves do not need to include items (vi. and vii.; a complete cost proposal for the subcontractor and subcontract support)? Rather, SAMHSA would expect this information to be included in the complete business proposal that is being submitted by the prime contractor, per the note on page 55 at the top of the page, and item 9 on page 56.

The commitment letters do not need to include items vi. and vii. Each subcontractors costs should be included in the Prime’s business proposal.

1. What are the active mobile app’s supported by SAMHSA and who manages the applications? SAMHSA’s mobile applications can be found on the SAMHSA website, SAMHSA manages the applications.

The offeror should propose agencies they feel appropriate. Upon award a full list of existing partners will be shared.

1. Does the Combined Synopsis/Solicitation under solicitation number 277-17-0499 contain requirements similar to a current contract? If possible, please provide the current contract number.

RFP 277-17-0499 contains requirements that are similar to a current contract but somewhat different. This work is a portion of a current contract. Since the requirements are not identical, providing the current contract number may give the wrong perception of the work to be done under the new RFP.

Attachment 1 (SOW) and Attachment 2 (Schedule of Deliverables): There appear to be inconsistencies in the list of required deliverables between those presented in the Statement of Work (Attachment 1 ), and those presented in the Schedule of Deliverables (Attachment 2). As an example, one area we noted with differences is Task Area 2.2. The SOW references deliverables related to a moble application and web content, but these are not referenced in the Schedule of Deliverables. Can the government please clarify which set of deliverables the offeror should use for its technical approach and pricing: the SOW or the Schedule of Deliverables?

Items identified in the delivery schedule are the primary focus for budgeting purposes, however, the SAMHSA mobile application will need to be planned for in the remaining optional years and would be a refreshed after request by COR and budgeting. i.e. Mobile application will be refreshed in lieu of video PSA for that Option year for budgeting purposes.

1. Section L.2.b.4.e.1,2,3, pg. 51: This section does not specifically define any key personnel job titles except for the project director. Can the government please confirm that the only key personnel is the project director?

Please read that section again. It states “offerors should assure that the Project Director, and all other personnel proposed…..” The offeror should propose all personnel they feel is needed to complete the requirements of the SOW. The Government will work in conjunction with the contractor to determine which positions will be key personnel.

1. Section L.2.c.10, pg. 56: Can the government please confirm that the Offeror shouuld submit a completed VPAT for a web-based product previously developed by the Offeror under another contract?

We have reviewed Section L.2.C.10, pg. 56 and did not locate the term VPAT.

1. Section M.2.2.b.5, pg. 59: Analytic and graphics can be two distinct areas of expertise. It is unclear whether the government is referring to analytic support related to graphic design (e.g., infographics); whether the government is seeking support related to data analysis to obtain key data points; and/or the government is looking for analytic and graphics support related to presentation of data (e.g., dashboards). Can the government please provide additional clarity on the required analytic and graphic support?

Section M.2.4 and M.2.4.a, pg. 60: The government assigned 6 evaluation points to the requirements described in the opening paragraph of M.2.4 and an additional 5 evaluation points to the requirements of M.2.4.a. However, these requirements appear to be identical. Can the government please provide clarification on the difference between the requirements in section M.2.4 and M.2.4.a?

Attachment 1, Section A, pg. 3: In reviewing Chapter 5 of the Congressional Report, it appears that at the time the report was issued (9/16), several components of the evaluation were still underway (e.g., research on the Spanish component). Can the government please provide the complete set of results of the evaluation for the Spanish pilot surveys, focus groups, and forced exposure case studies?
