About this file

This document is an Addendum #1 to a Request for Proposals (RFP) #274-BMS25-002 issued by the City of Raleigh's Budget and Management Services Department for Downtown Municipal Service District Services. The addendum, dated April 28, 2025, provides clarifications and responses to potential proposers' questions about the RFP, with the proposal due date set for May 7, 2025, no later than 5:00 pm. The addendum addresses submission methods, cost reporting requirements, optional supplemental proposals, and clarifies that the RFP is specifically focused on services for the Downtown Municipal Service District.

The addendum provides key guidance for proposers, including confirming that additional funds from sources like sponsorships can be included in the cost proposal if properly notated, and that a second proposal with additional resources is optional since the Municipal Service District (MSD) tax rate is not likely to change for the fiscal year. Proposers are encouraged to tie services to the City's Comprehensive Plan goals where possible and to address potential additional services within individual scope areas rather than in a separate section. The document emphasizes that all proposed services are strictly for the Downtown Municipal Service District and do not include the Hillsborough Street Municipal Service District.

Question Number Question Response

In 2020 for the MSD RFPs, electronic submission via email was allowed instead. Is this not allowed for this RFP?

Proposals should be submitted according to submittal guidance detailed in the RFP.

Can submissions be hand delivered to the City office listed on RFP to ensure receipt and reduce uncertainty of reliance on mail? Or does it have to be mailed?

Proposals may be hand-delivered to the office listed in the RFP.

In the “Tab 6: Costs” section, what specifically are you looking to be included in this section? Are hourly rates for employees required for this section?

Tab 6: Costs is included to demonstrate the ability of the respondent to provide the scope of services within the confines of the revenue neutral tax rate amount. The applicant should also provide information on the amount of funding spent on management and overhead costs. Hourly rates for employees are not required for this section.

4 For proposal cost, are additional funds raised from other sources, such as sponsorships that help cover costs for events, supposed to be excluded from this total amount?

Additional funds raised from other sources may be included to demonstrate overall cost of services but should be notated as being from other sources.

5 If the MSD tax rate is not likely to change for FY 26, is a second proposal with additional resources required or optional?

The MSD rate is not likely to change for FY26. A second proposal is optional.

6 If services with additional resources is required, could that be addressed in individual scope areas (I.e.

here is what we would provide in Safety patrols under current resources and then in next column here is how much more safety patrol we would provide with more resources) vs having all the additional services in a totally separate section?

The MSD rate is not likely to change for FY26. A second proposal is optional. Services to be provided with additional resources can be addressed in individual scope areas versus a totally separate section.

7 Does proposal need to include how each service explicitly ties to City's Comprehensive Plan goals?

Where possible, the proposal should include how each service ties to the City’s Comprehensive Plan goals.

8 Clarifying that this Downtown MSD RFP is asking for services that do not focus on Hillsborough St., as Hillsborough St referenced on page 13 under “Targeted Visitor Marketing and Communications”?

This RFP is only requesting services for the Downtown Municipal Service District.

All services listed under the scope of work in this RFP, including Targeted Visitor Marketing and Communications, are for the Downtown Municipal Service District. No services for the Hillsborough Street Municipal Service District are requested through this RFP.
