About this file
This is Addendum #1 to Invitation to Bid (ITB) No. 274-2026-28-WR issued by the City of Raleigh, North Carolina, on July 10, 2026, for the procurement of aluminum resealable screw-top bottled water. The addendum modifies the original ITB and provides clarifications to questions submitted by prospective bidders. The solicitation seeks 16 fluid ounce aluminum-canned bottled water in cases of 24 units, with an estimated annual quantity of 2,100 cases to be ordered on an as-needed basis throughout the contract term. Standard delivery must occur within 15 business days of order receipt, with emergency delivery available within 48 hours upon request. The product must be purified and sodium-free, compliant with all federal, state, and local drinking water regulations, with no added minerals or electrolytes. Delivery must be palletized and shrink-wrapped to 3300 Terminal Drive or other City-specified locations. The initial contract term is one year with options for four additional one-year renewal periods. Bids were originally due July 17, 2026, at 2:00 PM Eastern Time, with questions due by July 7, 2026.
Key modifications in Addendum #1 include deletion of the MWBE Policy participation requirement and clarification that the City is responsible for unloading pallets while the successful bidder is responsible for pallet removal. Pricing terms require firm, fixed unit prices for the first 12-month period, inclusive of all shipping, delivery, handling, and packaging costs, with federal, state, and local taxes itemized separately. The City will not enter into separate stocking agreements and will not be responsible for inventory held by the successful bidder beyond what is ordered through issued purchase orders. All proposed references need not be government entities but must demonstrate that the bidder has provided goods of substantially similar features and quantity. Non-conforming shipments must be replaced within five business days of the City's written notice of rejection at no additional cost. Payment terms are Net 30 days from invoice receipt or upon acceptance of goods, whichever is later, with payments made directly to the successful bidder. Award will be made to the lowest responsive, responsible bidder, and the City reserves the right to award to one or multiple bidders.

Aluminum Resealable Screw-Top Bottled Water
ITB # 274-2026-28-WR
ADDENDUM #1
Issued on July 10, 2026
The purpose of this addendum is to make certain modification to the ITB document and to answer questions that were received by the specified due date and time. To assist your review of the amendment, we have endeavored to highlight changes in yellow. Due to multiple duplications of questions received, the City is only answering duplicate questions once.
1. THE SOLICITATION IS HEREBY MODIFIED AS FOLLOWS:
1. Page 2, Section 2 (BID SUBMISSION REQUIREMENTS), Subsection 2.1.5 (MWBE Policy) of the
ITB is hereby amended by deleting the body of the provision in its entirety, and by amending the title of Subsection 2.1.5 to now read as follows:
“MWBE Participation Requirements — Reserved.”
2. Page 8, Section 4 (MINIMUM SPECIFICATIONS AND REQUIREMENTS), Subsection 4.5 (DELIVERY REQUIREMENTS), Subsection 4.5.3 (Delivery Conditions), Provision 3 of the ITB is hereby amended such that it is deleted in its entirety and replaced to now read as follows:
3. City is responsible for unloading pallets, and the successful bidder is responsible for the removal of pallets.
3. THE FOLLOWING ARE QUESTIONS RECEIVED REGARDING THE SOLICITATION AND THE
CITY’S ANSWERS TO THE QUESTIONS:
1. Section 4.2, Item 7 (Water Quality Requirements): The specification requires "purified and sodium free" water. Does spring water that meets the sodium-free requirement qualify, or is "purified" restricted to reverse osmosis or distilled water?
A. The City will accept purified or spring water that is sodium-free and complies with all applicable federal, state, and local regulations and standards for safe drinking water. Water with added minerals or electrolytes is not acceptable.

2. Section 4.2, Item 7 (Water Quality Requirements): Does purified water with added electrolytes (e.g., potassium chloride, magnesium sulfate) but no added sodium meet this requirement, or is the City seeking water with no added minerals or electrolytes?
A. See the City's answer to Question 1 above.
3. PO Terms & Conditions, Section 22 (Insurance): This section references "performing services." As this is a purchase of goods, do the insurance requirements (Workers' Comp, General Liability, Auto) apply? If Workers' Comp is required, is documentation of statutory exemption under N.C.G.S. Chapter 97 acceptable for a single-member LLC with no employees?
A. Section 22 of the City of Raleigh Purchase Order Terms & Conditions applies when the successful bidder is performing services under the Purchase Order.
The ITB is for the purchase of goods.
4. Attachment D (References): Our company is transitioning from direct-to-consumer e-commerce to government contracting. Is the bid eligible for award without three prior B2B/government references, or are these mandatory for responsiveness? If mandatory, is there flexibility in the interpretation of "substantially the same features and quantity" for new bidders?
A. The three (3) references identified in Attachment D are required. References do not have to be government entities; however, references provided must demonstrate that the bidder has provided goods of substantially the same features and quantity as those solicited herein.
5. Section 2.4.5 (Payment Terms): Does the City allow invoices to be assigned to a third-party factoring or accounts-receivable financing company?
A. The City will make payments directly to the successful bidder. The successful bidder will be required to register as a supplier through the City's Raleigh Supplier Connection self-service portal.
6. Section 4.6 (Inspection and Acceptance): Regarding the 5-business-day replacement window for non-conforming shipments, does this period begin upon delivery or upon the City’s written notice of rejection?
A. The period begins upon the City's written notice to the successful bidder of non-conforming shipments.
7. Section 4.5.2 (Emergency Delivery): What is the typical size of individual purchase orders and the estimated volume for an emergency (48-hour) order?
A. The City is unable to provide a typical purchase order quantity or an estimated volume for emergency orders. Order quantities will vary based on the City's operational needs, and emergency order quantities will depend on the nature of the emergency.
Addendum #1 Page 3 of 4
8. Section 4.5.3, Item 3 (Unloading and Pallet Removal): Do the delivery locations, including 3300 Terminal Drive, have dock and forklift capabilities, or should suppliers include liftgate service in their delivery plan?
A. The City has loading docks and equipment capable of unloading shipments.
9. Page #5, Section 3.1 & 3.2 – “The price proposed by the Bidder is to remain fixed for the first 1-year (12-month) period of the contract.” Will there be any exceptions to this rule?
Is there any chance within first 12months to requote if Dillon Supply costs change for any reason?
A. The unit price must remain fixed for the first term.
10. Page #7, Section 4.4 #2 “No minimum order quantities are guaranteed” – Will City of Raleigh be ordering partial pallets? If possible, we would prefer not to break down pallets and restack to deliver partial pallets. Full pallet deliveries are preferred, but we can accommodate if necessary.
A. The estimated quantity of cases represents anticipated annual usage and will not be ordered in a single delivery. Orders will be placed periodically throughout the contract term on an as-needed basis to meet the City's operational requirements. Individual order quantities will vary based on the City's operational needs.
11. Page #8, Section 4.5.3 “Successful bidder is responsible for unloading” – Our trucks/drivers don’t usually unload pallets. City of Raleigh currently unloads our trucks at other facilities where we currently deliver other products. Does Dillon Supply need to be able to unload these pallets of water?
A. City staƯ at the receiving facility will be responsible for unloading palletized deliveries.
12. It is not specifically spelled out in the bid, but will Dillon Supply be entering into an oƯicial
Stocking Agreement with City of Raleigh for these products? If forecasted/quoted quantities are not met by City of Raleigh, will there be an agreement to purchase any remaining stock that Dillon Supply has on hand?
A. No. The City will not enter into a separate stocking agreement with the successful bidder. The successful bidder will be bound by the City of Raleigh Purchase Order Terms & Conditions included in the ITB. The annual quantity identified in the ITB is an estimate of anticipated usage. The City will not be responsible for inventory stocked by the successful bidder that has not been ordered by the City through an issued purchase order.
