CITY OF FRISCO
REQUEST FOR QUALIFICATIONS (RFQ) #2710-006
DESIGN SERVICE FOR FIRE STATION NO. 4
1. GENERAL INFORMATION
The City of Frisco is seeking qualified architectural to provide professional services for the comprehensive renovation and modernization of Fire Station 4. The facility is a one-story fire station that must remain operational as an emergency response facility throughout construction. The City's goal is to transform the existing station into a modern, efficient, and healthy work environment capable of supporting current operational needs, future growth, firefighter wellness initiatives, and long-term service delivery requirements.
Upon completion, the renovated facility shall be designed to accommodate a fully staffed complement of thirteen (13) firefighters while enhancing operational readiness, safety, functionality, and quality of life for station personnel.
The project is anticipated to include, but is not limited to, the following improvements:
1. Construction of thirteen (13) individual enclosed dorm rooms.
2. Additional shower and restroom facilities to support full staffing levels.
3. Public-access restroom facilities, ideally linking the front public entry to the front training room entry.
4. An enclosed fitness and wellness room.
5. Storm shelter addition.
6. Vestibules and/or air-lock entry systems to improve energy efficiency and contamination control.
7. A dedicated personal protective equipment (PPE) storage, cleaning, and decontamination room.
8. Expanded locker room facilities.
9. Enlargement and modernization of the kitchen and dining area.
10. Renovation and modernization of the existing training room.
11. General interior renovations to improve functionality, workflow, firefighter health and wellness, and operational efficiency.
12. Complete replacement of the facility's asphalt shingle roofing system.
13. Evaluation and potential upgrades of HVAC systems to improve indoor air quality, occupant comfort, energy efficiency, and resilience.
14. Evaluation and incorporation of modern fire station contamination-reduction strategies, including expanding the current apparatus exhaust extraction systems, clean/dirty zone separation, and other firefighter health and cancer-prevention best practices.
15. Evaluation and incorporation of gender-neutral accommodations, including restroom, shower, changing, and sleeping arrangements as appropriate to support current and future staffing needs.
16. Evaluation, design, and installation of a gasoline fueling facility adjacent to the existing diesel fuel system. The additional fueling infrastructure will support the Fire Department's gasoline-powered ambulance fleet and other gasoline-powered emergency response vehicles and equipment. The design should address fuel storage requirements, environmental compliance, site circulation, operational efficiency, safety considerations, and future fleet expansion needs.
2. SITE
Fire Station 4 located at 4485 Cotton Gin Rd, Frisco, TX 75034 was built in 2002 and serves as an established polling place for general, primary, and special elections. As such, maintaining a dedicated training room capable of supporting election operations is a critical project requirement. The renovated facility should continue to provide safe and convenient public access for election activities while meeting the operational needs of the Fire Department. The facility's role as a polling location should be taken into consideration during site planning and design. Respondents are encouraged to evaluate opportunities for increasing parking capacity to better serve residents and support election-related activities.
The selected firm shall evaluate the feasibility of expanding apparatus storage and response capabilities through the addition of a fourth apparatus bay. Concepts may include either a full-depth or half-depth bay, with recommendations based on site constraints, operational requirements, constructability, and available project budget. In addition, the firm shall evaluate site improvements, including the addition of a gasoline fueling station adjacent to the existing diesel fuel facility to enhance operational readiness and support department fleet needs.
The station site includes an existing storage building that may be incorporated into the project. If project funding permits, the City desires an assessment of renovation, repurposing, or modernization opportunities for this structure and recommendations regarding its potential future use.
The property also contains an existing helipad. The City's preference is to retain the helipad if it can be accommodated within the proposed site and facility improvements. However, the design team should evaluate site constraints and present alternatives should relocation or removal of the helipad be necessary to achieve the project's overall objectives.
Because Fire Station 4 will remain an active emergency response facility during construction, maintaining operational continuity is a critical consideration. Fire personnel will occupy temporary on-site accommodation during construction, and emergency response operations will continue from one or more existing apparatus bays throughout the project. Proposers should demonstrate experience developing phased construction strategies that minimize disruption to emergency services while maintaining firefighter safety, public accessibility, and operational effectiveness.
As part of the design process, the selected firm should evaluate existing building conditions, structural systems, site circulation, parking, utility infrastructure, accessibility compliance, life-safety systems, building envelope performance, and energy-efficiency opportunities. The City encourages innovative, cost-effective, and sustainable solutions that enhance firefighter health and wellness, improve operational efficiency, extend facility lifespan, and maximize long-term value to the community.
Bifold apparatus bay doors are the City's preferred option. Respondents should assess the feasibility, operational benefits, and cost implications of incorporating bifold doors into the facility design, with consideration given to their installation on at least the north side of the station.
The City's objective is to deliver a modern fire station focused on service delivery that supports emergency response operations, firefighter recruitment and retention, public service functions, and future departmental growth while maintaining the highest standards of safety, functionality, durability, and fiscal responsibility.
3. PROJECT SCHEDULE
The desired schedule is to commence work promptly upon project award and maintain continuous forward progress. The City does not intend to expedite the work at the expense of quality; however, respondents should be prepared to support an efficient project timeline and a consistent pace through completion.
4. PROJECT BUDGET
The City has established a construction budget of $9 million for the design and construction of Fire Station 4.
5. CITY DETAIL
The City of Frisco is one of the fastest growing cities in the nation, capitalizing on its strategic location 25 miles north of downtown Dallas on the Dallas North Tollway, with access to world-class amenities and the large Dallas-Fort Worth consumer market.
Frisco grew from 33,000 in 2000 to over 245,000 as of January 2026, with a compound annual growth rate of 5.7% over the past 10 years. The city is currently projecting a buildout population of 325,000 by 2030. The highest and best use of land is in greater focus now with over three-quarters of the land already developed.
PEOPLE
Like other growing cities, Frisco’s population is becoming more diverse.
Race City of Frisco (%) Frisco Schools (ISDs) (%) White 50.5 33.7 Asian 26 36.8 Black 9 11 Two or more 10 5 Other 3.5 1 Hispanic 11.5 (any race) 13
• The FISD serves 72 different languages, 66,000 students across 73 campuses.
• Frisco ranked 6th nationally in the number of Millennials (ages of 25-39) moving into the city in 2019.
TOURISM
Frisco, known as Sports City USA, is a dynamic, progressive, sports-driven city. Several top tier sports organizations including the Dallas Cowboys, the Dallas Cowboys Cheerleaders, FC Dallas, Frisco RoughRiders, the PGA of America and more all call Frisco home. These venues attract thousands of tourists to Frisco each year.
The City Council plans to capitalize on FIFA naming the DFW region as a host city for the 2026 World Cup.
As the home to the major league soccer team FC Dallas, the Toyota Stadium, and the National Soccer Hall of Fame, Frisco hopes to be a big contributor to the success of the 2026 World Cup.
The PGA of America just moved its headquarters from Palm Beach County, Florida to Frisco, the ‘2018 Best Place to Live in America,’ (as named by Money Magazine) where it will anchor a 600-acre, mixed-use development with an initial investment worth more than half a billion dollars.
Omni PGA Frisco Resort is planned to open in the spring of 2023 next to the recently opened PGA of America headquarters. The Link and Firefly Park are two major projects resulting from the ‘halo effect’ of PGA of America’s location.
City Council is focused on making the heart of Frisco a true destination experience by doing it once and doing it right. Renewal is happening in downtown Frisco. Branded as “The Rail District”, a 2018 Master Plan led to the redesign of Main Street, Elm Street, and the 4th Street Plaza. The transformation will give the area wider sidewalks and a central plaza with a stage, both key prerequisites for the newly added commercial projects and businesses coming to the Rail District. Construction on Elm Street began in September with Main Street and the 4th Street Plaza planned for mid-2023.
CITY COUNCIL STRATEGIC FOCUS AREAS
Frisco has a Council-Manager form of government. The elected seven-member City Council appoints a City Manager who is charged with implementing the Council’s policies as well as overseeing City government day-to-day operations. An appointed Planning & Zoning Commission has the authority to act on site plans and plats and make recommendations to City Council regarding amendments to the Comprehensive Plan, Zoning Ordinance, Zoning Map and the Subdivision Ordinance. Residents and businesses are actively engaged in zoning matters.
In 2003, the City Council established seven Strategic Focus Areas to guide the City’s operations and provide the Council’s long-term vision for the community:
1. Long-Term Financial Health - Responsible stewardship of financial resources balancing short-and long-term needs of the community.
2. Public Health & Safety - Provide quality programs and services which promote community well-being.
3. Infrastructure - Develop and maintain transportation systems, utilities and facilities to meet the needs of the community.
4. Excellence in City Government - Provide effective and efficient services with integrity in a responsive and fair manner.
5. Sustainable City - Promote the continued development of a diverse, unique and enduring city.
6. Civic Involvement - Encourage civic pride, community participation and a sense of ownership in our community.
7. Leisure and Culture - Provide quality entertainment, recreation and cultural development to promote and maintain a strong sense of community.
