The requirement is for procurement of one commercial-off-the-shelf (COTS) Unmanned Aircraft System (UAS) package based on the Skydio X10D (Modular Configuration) or an equivalent system. The package must include a secure, modular tactical drone, multi-band controller, operational batteries, and dual-charging station. The system will be used to capture high-resolution aerial imagery, thermal signatures, and optical documentation during military training exercises, ceremonies, and tactical readiness operations. The requested baseline configuration includes: (1) Skydio X10D Vehicle with 3-year autonomy software subscription and 3 years of maintenance/support; (1) Skydio X10D Multi-Band Controller; (2) Skydio 150W Batteries for the X10; and (1) Skydio Dual Charger with 230W wall adapter.

Minimum salient characteristics require the system to support continuous flight time of at least 40 minutes on a single battery, utilize modular architecture for component replacement, and be deployable by a single operator in under 3 minutes. The payload must include an integrated multi-sensor gimbal with a 48MP telephoto sensor (16x zoom), 50MP wide-angle sensor, and thermal sensor (640x512 pixels minimum, Teledyne FLIR Boson+ class). The system must maintain reliable video and control range up to 12 kilometers line-of-sight, support secure multi-band wireless communications, feature 360-degree obstacle avoidance, GPS-denied navigation capabilities, and AI-driven autonomous tracking. Critical mandatory requirements include active listing on the DoD Defense Innovation Unit Blue UAS Cleared List, full compliance with Section 848 of the National Defense Authorization Act and the American Security Drone Act of 2023, and robust cybersecurity protections with encrypted storage and data transmission.
