DESCRIPTION OF REQUIREMENT
The determination by the Government to make this a single-sole source requirement is based upon the market research conducted as prescribed in FAR Part 10-Market Research. The results of the market research concluded that Jerome L Ducrest is the only responsible source available and familiar with the SAMHSA’s requirement for the Block Grant Calculations. Due to the extremely specialized nature of the data collection methods and calculations, CSAT requires a vendor with SAMHSA’s specific block grant calculation experience. As a result, Jerome Ducrest has supported SAMHSA for the past 28 years on providing data and calculations for these Block Grants. Not only has the vendor been the lead on this task for the past 28 years, but the vendor has also helped provide SAMHSA a detailed review of the entire block grant allocation process, including a critique of the enabling legislation. From being the point of contact and consultant on the Block Grants since inception, Jerome L Ducrest co-authored the article for SAMHSA that was published in the Federal Register explaining the block grant allotment calculation process, and he co-authored the actual manual on how these block grants are calculated, including the very specific data collection required based on enacted legislation.
Background There are four grant programs (formula and block) administered by the Substance Abuse and Mental Health Services Administration (SAMHSA). Implementation of grants occurs in the Center for Mental Health Services (CMHS), the Center for Substance Abuse Treatment (CSAT), and the Center for Substance Abuse Prevention (CSAP); the task of allotment calculations is with the Center for Substance Abuse Treatment (CSAT).
The four grant programs are:
• The Substance Use Prevention, Treatment, and Recovery Services Block Grant (SUBG)
• The Mental Health Services Block Grant (MH BG)
• The Protection and Advocacy for Individuals with Mental Illness Formula Grant (PAIMI FG)
• The Projects for Assistance in Transition from Homelessness Formula Grant (PATH FG)
These Block Grant calculations are mandated by Congress and help achieve various areas within the SAMHSA Strategic Plan including the advancement of prevention, treatment and recovery support services.
Purpose and Objectives The purpose of this contract is to secure a sole-source award with JEROME L DUCREST for the block grant calculations for SAMHSA.
The work in this contract will entail the research, analyses, and documentation development for the various Block Grants and their calculations.
