About this file
This is a Request for Information (RFI) issued by the Alaska Energy Authority (AEA), a state agency under Alaska's Department of Commerce, Community and Economic Development. The AEA is seeking information from qualified vendors regarding the development, installation, ownership, operation, and maintenance of publicly accessible direct current fast charging (DCFC) electric vehicle infrastructure in Valdez, Alaska. The RFI is intended for information gathering and planning purposes to evaluate market interest, available project delivery approaches, and industry capabilities. The document does not specify quantities, site visit requirements, or a bidder's conference. Responses are limited to three pages and must be submitted by September 21, 2026, at 2:00 p.m. local time to Selwin Ray, Contract Officer, at the AEA office in Anchorage or via email. No award date, contract term, or renewal options are specified in this RFI, as project scope, ownership structure, funding approach, site location, charging capacity, and operating model have not yet been determined.
The RFI explicitly states that it does not extend any rights to respondents, obligate AEA or the State of Alaska to conduct a future solicitation, award a contract, or reimburse respondents for preparation costs. No pricing terms, set-asides, or funding amounts are disclosed. Respondents are encouraged to address factors affecting project cost, schedule, reliability, and long-term operation, as well as minimum site or project requirements for participation. The document notes that vendors with experience in cold-climate or remote locations and familiarity with Alaska deployment considerations are preferred. Administrative Order 352 applies, which disqualifies any person or business determined to support or participate in a boycott of the State of Israel, except for businesses with fewer than ten employees or contracts valued below $100,000.
