About this file

This is Addendum No. 1 to a Request for Proposal issued by Hanover County, Virginia's Board of Supervisors Finance and Management Services Department for community planning consulting services related to the Mechanicsville Village Small Area Plan. The project seeks a qualified consultant to develop an overall vision and design guidelines for the Mechanicsville Village Economic Development Zone, focusing on accommodating existing and targeted businesses while creating high-quality, cohesive, human-scale places through improvement, redevelopment, and revitalization of existing sites and corridors. The original RFP was issued on August 11, 2026, with proposals due prior to 2:00 PM on September 15, 2026. A pre-proposal conference is scheduled for Tuesday, August 25, 2026, at 10:30 AM EST, with both in-person and virtual Microsoft Teams attendance options now available. The addendum provides Microsoft Teams meeting details including a direct link, meeting ID, passcode, and dial-in phone number to accommodate offerors unable to attend in person.

The project budget is anticipated to range between $74,000 and $97,000, consistent with previous Small Area Plan efforts conducted by Hanover County. The project is not funded in whole or in part by any grant. The County has identified effective engagement methods from previous Small Area Plans, including at least two in-person community meetings within the study area and online surveys through the existing "Engage Hanover" portal. The County seeks more interactive and engaging engagement strategies than traditional town hall formats, with particular emphasis on pop-up style engagement and "meet people where they are" approaches in Mechanicsville that are accessible across all age groups. A signed acknowledgment of this addendum must be included with the bid response, along with the original IFB document signature. The contract manager is Niyoka Stewart, M.S., M.C.S., VCA, CPP, CPPM, CPPB, CPPO, PMP.

Q2: We understand that each community is unique in how it responds to engagement. Have there been any standout methods or tools for engagement that the County has found effective or ineffective for eliciting substantive feedback?

A2: For previous Small Area Plans, engagement has typically taken the form of at least two in-person community meetings within the study area, along with online surveys using the County's existing "Engage

Hanover" portal (managed through publicinput.com). The community meetings generally work as intended, but the County would like to see more interactivity for all attendees and a less passive environment;

traditional "town hall" formats have not performed as effectively. Mechanicsville affords significant opportunities to conduct pop-up style engagement and "meet people where they are." This engagement should be easily accessible across all age groups, engaging/fun, and clearly show the direct connection between public input received and the eventual recommendations made within the plan.

Q3: Does the County have a target budget for the small area plan or a range in mind? We will be able to better tailor the proposed scope with a ballpark budget in mind.

A3: Previous Small Area Plan efforts conducted by the County fell between $74,000 and $97,000. The County anticipates a similar budget range for this project.

Q4: Is the planning process funded in part or in whole by a grant? If so, are there any grant requirements affecting the scope or timeline that we should be aware of?

A4: No. The project is not funded in whole or in part by any grant.

Note: A signed acknowledgment of this addendum is to be included with your Bid response. Signature on this addendum does not substitute for your signature on the original IFB document. The original IFB document must be signed.
