5. [Sheet 3 Underground Utilities Test Hole table, Test Hole 1, Sta 100+99.95, 18.58' LT;
Utility Plan & Profile Sheets 10A(1)–10A(3)] Test Hole 1 records 10" water (conflict = Yes), while the utility plans and drainage profile label the existing main as 8". Please confirm the existing main size, material (DI, CI, or AC), and approximate depth at each cut-in connection (Willow Pond Dr. connection; Sta ~15+75; Charger Lane Sta ~17+89– 18+19).
ANSWER: As built records indicate that the existing water main at the connection points in Chancellor Park Drive, Willow Pond Drive, Cardinal Lane, and Charger Lane are 8” diameter. A sleeve fitting will be used to join the new and existing water main pipes. It is the contractor’s responsibility to verify the size, material, and depth of the existing water main prior to making the connections.
6. [Sheets 10A(1)–10A(3); County Standard Water & Sewer Note 11] Please confirm shutdown requirements for cut-in connections: maximum shutdown duration, required notice to residents, whether work must be off-hours, and whether the County Utilities Department will operate all existing valves.
ANSWER: Shutout durations are 4 hours at a time. A minimum of 2 days’ notice must be provided to those impacted prior to the shutout. Early morning or late night is typical time of day for a temporary shutout to minimize service to customers, though the allowance of daytime shutouts can be discussed with the Utilities Department on a case-by-case basis. All shutdowns shall be in accordance with Spotsylvania County Department of Utilities Water and Sanitary Sewer Design and Construction Standards.
7. [Special Provision "Items #44–#52, Water Main and Sanitary Sewer Installations" (Attachment T, p. 82); Utility Plan & Profile Sheets 10A(1)–10A(3) restraint callouts;
County Standard Water & Sewer Note 6 ("LR on profiles indicates length of restrained pipe at fitting")] The special provision makes restraint of existing water main pipe joints incidental to the new water main pipe. The utility plans include "Excavate and restrain all joints within ___ of connection" callouts at the cut-in connections, read by bidders as follows:
(a) Sheet 10A(1) (Willow Pond Drive connection): "within 98' both sides of connection";
(b) Sheet 10A(2): "within 93' both sides of connection";
(c) Sheet 10A(3) (Charger Lane connection): a callout reading 84' "of connection" — the words "both sides" are not legible on the bid set at this location.
Please confirm, for each connection:
(1) the required restraint distance;
(2) whether that distance applies on each side of the connection (i.e., total restrained length of existing main = 2 × the stated distance) or as a total; and
(3) whether the distance is measured along the existing main only. Separately, Sheet 10A(2) shows "360 LF Restrained Joint Pipe" with the leader on the proposed 8" DI water main profile. Please confirm that this 360 LF is restrained-joint new 8" DI pipe paid within Item 46, and that it is separate from, and in addition to, the excavation and restraint of existing-main joints described above.
Finally, please confirm that tees, bends, gate valves, cut-in sleeves, restraint glands/joint restraints, and the excavation to expose and restrain existing joints are incidental to Items 46 and 48, with no separate payment.
ANSWER: The required restraints at each connection point are as follows:
1. Willow Pond Drive Connection (Sta. 10+05): Restrain existing water main along
Chancellor Park Drive 98’ south of new tee; restrain existing water main along
IFB27-01-SD | Page 3 of 8
Willow Pond Drive 98’ east of new tee.
2. Cardinal Lane Connection (Sta. 15+75): Restrain existing water main along Cardinal
Lane 70’ west of new tee.
3. Charger Lane Connection (Sta. 17+89): Restrain existing water main along Charger
